of the following action.
Action:
Pursuant to Section 9-1-3A(17) and 9-1-3A(19), Removal of parking meter CO123E in the 100
block of Court Street. Installation of cab station located in the 100 block of Court Street.
Comment:
This action is being taken at the request of the Black and Gold taxi company and approved by
the Director of Parking and Transit. This is being done in conjunction with the completion of the
Court Street Transportation Center. The annual fee for a cab station outside the central
business district is $720 per year

A Petition to the Iowa City Planning & Zoning Commission
And Iowa City, City Council
We, the below signed property owners, all own land in either the south ~/~ of Block 57 or the
north ~A of Block 58 of the original town of Iowa City plat. We have recently been informed
by the city that the new proposed zoning ordinance would down zone our properties from
CB2 to Residential/Office (mixed use).
We are strongly opposed to this. Our properties have been zoned as a commercial zone for
over 30 years. The proposed down zoning will have serious economic consequences for us in
the future. Since the CB2 zone apparently is being eliminated, we are requesting that our two
half blocks be rezoned to at least CN-1 and preferable CB5 which would keep our properties
in a strong commercial zone.
In summary, we are urging the Planning and Zoning Commission and the City Council to
please rezone our 2 half blocks to at least CN-1 and preferable CB5 and NOT R/O (mixed
use). Please note we represent 7 out of 10 property owners and 82% of the land area in the
area in question.

Zoning Commission
Proposed changes in the zoning laws now pending before the Planning and Zoning Commission
deserve the support of the Commission and the eventual support ef the City Council.
I am writing as a long-time resident ef Iowa City. One of the most important qualities of
Iowa City is the quality ef its residential housing and, especially, its residential
neighborhoods. This is a feature of the City that requires constant protection. It is a
quality long in forming, easily undermined, and very difficult te recreate. A glance
around the City reveals the many places where residential housing has been degraded and
the many places where it has been preserved; and the difference between degradation and
preservation makes a dramatically different city.
The Comprehensive Plan, representing substantial public input, is an important means ef
maintaining stability. The Comprehensive Plan, in turn, depends upon appropriate
enforceable zoning laws; and the proposed changes in the zoning laws now before the
Planning and Zoning Commission is a important means of translating the vision of the
Comprehensive Plan into an operative reality.
I have studied the proposals of the Planning and Zoning staff and have considered various
objections te those proposals. In my opinion, the staff response te those objections has
been measured and thoughtful, including making suggested changes when sufficient reasons
were given for doing se and including careful explanation of the reasons for its
proposals.
In particular, I have considered the concerns expressed by developers and by the advocates
of "affordable housing." It is very clear that the staff's proposals are designed te
achieve a balance of the interests of development, affordable housing, and the wide range
of individual residents of Iowa City. It is very clear that only the staff is concerned
with furthering the interests ef all of these groups and only the staff has an interest
and legal responsibility in preserving the long-term viability of residential
neighborhoods. It is very clear that this preservation will not occur through the
unregulated pursuit of self-interest.
I think the Planning and Zoning staff has offered a set of proposals that ge very far in
meeting the interests of developers and the needs for affordable housing while providing
some protection for the quality ef living in residential neighborhoods that makes Iowa

City a special place.

Dear City Council of Iowa City,
Three cyclists, former students of UC Berkeley and working for Greenpeace, will be
coming to University of Iowa, Iowa City, on the 28th and 29th, and are trying to get all
campuses that they visit to sign the "Campus Climate Challenge",a committment to clean
energy and reduction of Carbon Dioxide emissions.
This will strengthen the message to the federal government that local government and
students are sincere about clean energy as part of our future. Due to the inaction of the
Bush administration in developing alternative energy sources to reduce reliance on fossil
fuels and coal, we must take action immediately. The Senate just passed it's version of
the energy bill:
"Amendments proposed included: to reduce oil imports by 40% by a certain year, to increase
fuel mileage to 40 MPG, and to institute a national carbon cap. While it is encouraging to
see these amendments introduced and debated, none ef them passed, and the bill does net
address fundamental clean energy needs. The bill also includes incentives for the use of
fossil fuels and will disproportionately impact low income con, unities and communities ef
color. The bill will have to be reconciled with the House's Energy Bill before it returns
te the Senate for a final veto {er filibuster), likely towards the end of July." - Liz

"Taking the Clean Power to the People"
Three Greenpeace Activists Pedal Their Way across the Country in Pursuit of Clean
Energy On-Campus and in the City
Who: The Campus Invasion crew consists of three recent students at UC Berkeley who are also
student organizers with Greenpeace and the NCO Energy Action. There is a baker, a
biologist, and a treehugger--two of whom graduated in 2005 and one of whom is taking time
off to work for Greenpeace.
What: The Greenpeace Campus Invasion is a two and a half month long, 5,000 mile bike tour that
will take three activists from Florence, Oregon to Deer Isle, Maine in pursuit of the goal of
clean, renewable energy. They will focus much of their energy on 21 college campuses and
21 cities around the country. At each campus, they ~vill be asking the administration to
commit to using renewable energy on campus and making students aware of opportunities
for clean energy at their school. Elsewhere, the crew xvill be asking mayors to adopt a
Carbon Dioxide emission reduction program, such as the Mayors' Climate Protection
Agreement, for their city, as well as attempting to inspire people to reevaluate the
possibilities for clean energy in their community.
When: From June 16, 2005 to August 28, 2995. They will be in Iowa City, Iowa July 28%29th,
2005
Where:' The Campus Invasion is currently on the road towards Lincoln. The crew departed from
Florence, Oregon some 45 days ago and have been biking since.
Media Visuals: The Campus Invasion crew will be at University of Nebraska trying to meet with
administrators and environmental student groups. They will be in their Greenpeace bike gear
and will have the Greenpeace Campus Invasion flag in hand. There are photos available on
the website and in the press packet, which is downloadable from the website.
Why: The Campus Invasion is an attempt to take the power back to the community--to show them
that the power for change is in their hands. The crew will be meeting with community
leaders, campus presidents, students, and the public alike, convincing them that clean energy
is a viable and promising alternative to a future of energy shortages, dirty air, and climate
disruption. Specifically, the Invasion will work for concrete commitments from campus
administrations to reduce Carbon Dioxide emissions, mostly through the development of
renewable energy. The Invasion is extreme grassroots activism at its finest.
The Greenpeace Clean Energy Campus Invasion is a project of Greenpeace and Energy Action working to bring
grassroots clean energy activism to cities and campuses around the country. It is a reaction to a failure of leadership at
the top levels of government that will work to empower students and the public to work for change in their area.

because together we rock.
WHY WE MATTER The 10,000 Hours Show (1OK) is a bold, innovative, community-oriented project unlike
any other, providing an exciting incentive and easy access for all citizens to better their
community and state.
The 10,000 Hours Show seeks to foster civic engagement by recruiting and rewarding
Iowa's community volunteers with a free concert tickeL The year of volunteerism
culminates with a concert celebrating volunteerism - and the only admission is volunteer
service.
1OK helps to increase the effectiveness of more than 135 community organizations
across the state, including a growing list of 89 organizations in Johnson county.

and Cedar Rapids Mayor Paul Pate are high-profile public supporters of the project.

The 10,000 Hours Show is an endeavor of The James Gang, an lowa City nonprofit
organization that fosters individuab' creative ideas in areas including the arts, culture,
sciences, social action, and political activism.
THE BEGINNING Two years ago, the minds of a pair of UI students collided to create a completely uni~, .,~;
original concept: increase and reward volunteerism with live music. The premise was
s~rnple: Participants volunteer and receive a free ticket to a concert headlined by a
known band. Once the idea was complete, they went to work, gathering support
creating a framework to bnng their idea - and their commumty - to I~fe. Bred in
and harvested with practicality, 10K continues to strive to infect a wider and wider
population with its message.
ACCOMPLISHMENTS Created the Service Source, a comprehensive online searchable database of volunt~
opportunities that will remain a sustainable resource for the community
Developed a user-friendly online registration system for volunteers and organizations,[f.~t~;~
including an hours-verification system for organizations
Gained support from the University of Iowa, the state of owa government, the Johnsor~.~
County community, and countless individuals including Iowa Governor and First Ladv;~m
and Christy Vilsack and University of Iowa President David Skorton
Provided easy access to volunteering with popular volunteer fairs on the university
