provides vital services to eastern Iowans regardless of their race,

the Chapter provides local disaster victims with emotional and

physical support to elp them recover from tragedy; and
~i~l~ereaS, the American Red Cross is a communication llnk between
service members and their loved ones by relaying news of births,
deaths, and serious illness; and
~i~l~lereaS, Eastern Iowans learn vital lifesaving skills including CPR
and first ai, under the guidance of dedicated Red Cross
instructors; adnd
~i~l~ereaS, every ear thousands of area youth complete water safety
classes taught by Red Cross trained instructors employed by City
pool and recreation centers; and
many of our community's youth have learned the facts about
AIDS, including prevention measures, through the dedicated
efforts of Red Cross ttIV/AIDS educators.

~t[lerea~, the Community Devdopment Block Grant (CDBG) Program has,
for the last 25 years, provided local governments with the resources
required to meet the needs of persons of low- and moderate-income, and
Community Development Block Grant funds are used by neighborhood-
based, non-profit organizations locally and throughout the nation to
address pressing neighborhood and human service needs; and
~I[ll~re~t~, the Community Development Block Grant program has
significantly impacted our local economy through job creation and
retention, physical redevelopment, and improved local tax bases; and
~t[~ere~ls, Iowa City, Iowa and other local governments have dearly
demonstrated the capacity to administer and customize the Community
Development Block Grant program to identify, prioritize, and address
pressing local issues such as affordable housing, neighborhood and
human service needs, job creation and retention and physical
redevelopment.

development and substainabihty of healthy communities; and

regardless of race, ethnicity, and socioeconomic status in a cost
effective manner and lead to substantial future savings in health
care costs; and
~ereag, we acknowledge that public health agencies are essential to
the community because they monitor and diagnose community
health problems, investigate health hazards and their effects,
develop and evaluate health policies and plans, inform and educate
about health issues, enforce protective health laws and regulations,
and assure an expert public health workforce; and
~t~ereag, the Johnson County Department of Public Health works to
improve the health of citizens through collaborative efforts with
area schools, hospitals, health and human services agencies, and
other local, state and national public health officials.
