Weftare to Work Advocate Award to John Else of ISED
Cedar Rapids, IA ... The Small Business Administration (SBA) will award John Else the 1999 SBA
Iowa Welfare to Work Advocate of the Year award. The award will be presented by the Hon. Emie Lehman,
Mayor of Iowa City. The presentation will take place Tuesday, June 15, 1999, at 7PM at the Iowa City Town
Hall Meeting, 41 0 E. Washington Street, Iowa City. SBA personnel will also be present.
John F. Else, President, Institute for Social and Economic Development, 1901 Broadway, Suite 313,
Iowa City, Iowa. John Else, PhD, (Brandeis University) founded the Institute for Social and Economic
Development (ISED) in 1987 to help Low Income and unemployed Iowa residents become economically self
sufficient through self-employment. ISED has assisted more than 1,200 businesses to start or expandand has
helped them to obtain $6 million in business financing. Of the businesses ISED has assisted since its inception,
63% are still in operation. At a White House ceremony in February, 1999, President Clinton awarded ISED the
Presidential Award for Excellence in Microenterprise Development in Poverty Alleviation. John was on the
faculty of the University of Iowa from 1976 through 1989 and on the staff of the National Association of Non-
Governmental Organizations (NANGO) in Harare, Zimbabwe, from 1985 through 1987.

The U.S. Small Business Administration, established in 1953, provides financial, technical and
management assistance to help Americans staff, run, and grow their businesses. With a portfolio of business
loans, loan guarantees and disaster loans worth more than $45 billion, SBA is the nation's largest single financial
backer of small businesses. Last year, SBA offered management and technical assistance to more than one
million small business owners. SBA also plays a major role in the govemment's disaster relief efforts by making
low-interest recovery loans to both homeowners and businesses.
America's 22 million small businesses employ more than 50 percent of the private workforce, generate
more than half of the nation's gross domestic product, and are the principal source of new jobs in the U .S.
economy.
