Highland Avenue Traffic Calming Project

As I am sure you are aware, the traffic-calming project for Highland Avenue is now well under way.
The combination of on street parking, and the chicanes and chokers placed at this point have had an
immediate positive impact requiring that all vehicles observe residential speeds at all times. A
situation that did not exist up to even the day before these units were placed. Because of this
impedance to traffic flow, I am sure that by this time you have received a considerable number of
comments and complaints. In due consideration of the fact that Highland Avenue has to this point
contained no stop signs or traffic control mechanisms this response is understandable. Kirkwood
Avenue and the Highway, both being in parallel to Highland and containing multiple traffic flow
impedances, (stoplights and stop signs) have helped over time to make Highland an excellent "short-
cut" route. By increasing the impedance level of Highland Avenue to equal Kirkwood and the
highway, it is no longer advantageous to use this "Highland shortcut". (In addition to requiring that
all traffic maintain residential speeds.) Given the positive impact, it appears there is hope that traffic
intended for Kirkwood (as an arteriole type street) will remain on Kirkwood just as traffic intended
for Highland (as a collector type street) will remain on Highland Avenue. I feel the bottom line on
this is that by enabling this project to go forward the City Council is giving the residents of Highland
Avenue the same consideration that Kirkwood Avenue residents have been given. Consequently 1
and other Highland Avenue residents sincerely believe this to be a move in the right direction and
appreciate your continued support in this endeavor. Finally, and best of all, the Highland Avenue
Traffic Calming Project is WORKING.

Iowa with the assessment of properties stricken by the recent flooding. As a result, 500
homes and business were inspected.
This effort would not have been able to be accomplished without your community's
participation and expertise.
Our Chapter consists of Building Official, Inspectors and other Code Related
Professionals from communities. This Associations ability to assist others in their times

RE: Flood 1999
From May 24th tO May 29th, I was given the opportunity to assist the flood-ravaged
communities in Northeastern Iowa. I was not prepared for what I was about to embark
on. In the 1993 Flood I was working for an Iowa City Electrical contractor and my
exposure to the flood was limited to only the homes that we had contracted out to
repair. In this case my exposure to the devastation was enormous. This experience
was not only interesting it was also very educational. In the event that Iowa City would
ever be put under these same types of conditions again, I hope to take this experience
and put it to work to ease some of the stress and frustration put upon our community
and the surrounding areas.
The inspection team consisted of 8 people from across the state, cities represented
were, Iowa City, Des Moines, Cedar Rapids, Cedar Falls, and Marion. The jurisdictions
that we assisted were the following: Volga, Littleport, Independence, Clayton County,
Elkport, Fayette, Garber, Maynard, and the small river communities in Buchanan County.
The camaraderie, and the way we came together as a team was to say the least,
impressive. As of Saturday, May 29th as a team we had completed 540 inspections.
At this time Iowa City's total expenditures are $1830.00. I completed 62 inspections
during the three days of work. This averages out to be $29.50 a home. This a small
price to pay for these communities, in order to expedite the FEMA process and get
started on rebuilding their Communities.
There is something that I will take home through all of this. I have learned what it
means do to be an Iowan. A 9ood percentage of the people I met were in terrific
moods, and all of them had a great sense of humor, even while standing in 12" of mud
in their living room. On one occasion I had just completed an inspection for a
gentlemen on his home. Because of the extent of the damage he had received a red
placard - a warning not to enter the house under any circumstances unless authorized
by the Building Official of that jurisdiction. After explaining the situation, we parted, and
as we did I told him that it was nice to meet him, and that I wished it was not under
these circumstances.

His reply was" No...No... sir don't be sorry, some of your best friends are the ones that
you meet in crisis situations such as this. T respect and support what you fellas are
doing." That statement carried a lot of weight with me and made me feel proud to live
in Towa.
Tn closing T would like to take the opportunity to thank you and all that were involved in
letting me represent the City of Towa City in this disastrous situation, and to help in
anyway that T could. T thank you, and it was expressed by several of the people and
their communities that they thank you.

the Senior Center so that elderly persons can more safely go from one to the other
without being concerned about slipping on the icy alley. It would also facilitate the
loading of cars used for the delivery of meals to the homebound.

As a student here at West High School I often walk down many hallways day after day. After awhile I
tend to get thirsty. That's when I head for the drinking fountain. But as soon as the water hits my
mouth I am taken back by the extremely foul taste. This concems me I believe that students here at
West High deserve quality drinking water just like everyone else. I am writing to you to see if maybe
you have some suggestions or even solutions for this ongoing problem.
First of all I would like to know where the Iowa City drinking water comes from. I have been told that
it comes from the Iowa River. But is this really true? Whenever I drive by that river I think to myself
"How could anyone ever want to drink that water?" It doesn't even look sanitary, how could it be
sanitary to drink? I would also like to know what kind of process takes place to treat the water. 1
realize that there are several chemicals put in it such as flouride and chlorine but I don't have a full
understanding as to how much of those elements are put in and why they are put in. I feel that if I have
a better understanding of the process I might be able to gain an appreciation for just how precious our
water really is. And maybe be able to understand why it smells so funny and whether it can be
detrimental to my health.
I am concerned about the drinking water here in Iowa City. I feel that there can still be something done
about it. I am writing to you as a concerned citizen, not just as someone who wants to complain. I
understand that there have been several investments made to improve our water but it still doesn't seem
right. I would appreciate any suggestions you might have. I think that it's time to do something about
our water.

Re: Water Quality at West High School
Dear Brandon,
I would like to address your concerns about the water quality at your high school, as well as the
community of Iowa City. First let me assure you that your school was contacted and, although
the water may taste different than in your home located in Coralville, it is perfectly safe to drink.
The water fountains at West High are water cooling devices that are cleaned and maintained
regularly by the maintenance staff.
When you live in Coralville, the source of your water is groundwater. The Jordan and Silurian
aquifers are located deep in the ground and are free of many of the contaminants that are
experienced in a surface water source. This water still must go through a treatment process
before it goes to your home. For more information contact Kevin Callahan, Coralville Water
Plant Superintendent.
Since 1882, the primary source for drinking water in Iowa City has been the Iowa River. Deep
wells in the Silurian and Jordan aquifers supplement this supply during peak demand times or
for blending when contaminants are high in the river.
The water treatment facility features a conventional coagulation-sedimentation filtration process.
This is capable of removing sediment, bacteria, and microbes such as Giardia and
Cryptosporidium. Pesticides and herbicides are reduced in the river by diluting with well water.
Chlorine is added to disinfect water throughout the distribution system until it reaches your
faucet. Fluoride is added to the water to assist in reducing cavities in people's teeth. This
treatment has been used nationally since the mid 1960s when dentists requested assistance
from water utilities.
The Iowa City Water Division provides customers with a water quality that exceeds all of the
quality standards required by the Environmental Protection Agency. Over two hundred tests a
day are performed by water treatment plant operators. In addition to these tests, others are
performed by the University Hygienic Laboratory to ensure that the water reaching your home is
safe to drink.
The water treatment plant operators receive continual education to upgrade their certification
and also participate in activities that provide Iowa City with cutting edge technology to meet the
increased demands of the regulations imposed by the Safe Drinking Water Act.
We agree that the Iowa City water does taste different than Coralville's as does water from other
communities. Taste depends on the source of water and the treatment process performed to
make the water safe to drink.

In order to meet the goal of better water quality, the City has sought better water sources. A new
"state of the art" treatment facility and ground water sources are being developed. The
treatment plant site is located at 2551 North Dubuque Street. Nine ground water sources have
been developed between the two source water locations on Dubuque St. and the Foster Rd.
peninsula. Because of the many water sources now available, the Iowa River will not be used
as a primary source for Iowa City's water when the new plant is operational. The expected
opening date for the new water plant is 2002. The old treatment plant will not be supplying water
to your school or the community and will be demolished.
The new treatment process will be a lime-softening coagulation-sedimentation, activated carbon
filtration process. Starting with source water that is virtually free of sediment the lime-so~ening
process can reduce calcium hardness in the water by half. The treatment process removes
organic material that harbors taste, odor, and color that plagues our current system. The
carbon-capped filters will then polish the water by reducing herbicides, pesticides and
eliminating taste and odors.
I would invite you to take a tour of the Iowa City Water Plant at 330 N. Madison St. and visit with
staff about concerns you have. The City staff is very knowledgeable and dedicated to safe
drinking water. Contact Carol Sweeting at 356-5164 if you have more questions or would like to

On behalf of the Stepping Up Coalition, this is to clarify any misunderstandings
stemming from our April 8~ letter to you regarding underage drinking citations in
your establishment.
The data used for calculating the percentage of under-age drinkers cited per check
was taken from year end data for 1998 compiled by the Iowa City Police
Department. This information is not classified or protected and is available to the
public. We have enclosed a copy of the source data from the ICPD for your
information. There appears to be a difference in interpretation of the word "check"
as it was used in our letter. We stated:
"Each time the Iowa City Police checked your establishment last year, at least one
underage drinker was cited."
Some liquor licensees interpreted this sentence to mean that eve~' single time a
police officer entered an establishment, underage drinkers were found. However,
our statement was based on the definition of the word "check" that is used by the
ICPD in compiling its statistics. According to Police Chief R.J. Winkelhake, a
"check" occurs when officers ask patrons to produce identification for the purpose
of ascertaining if they are of legal age. Other visits, such as when an officer walks
through or is called to an establishment, are not considered a "check" according to
the ICPD definition.
The Stepping Up Project understands the competitive economic market in which
liquor licensees work. We do not imply that any laws have intentionally been
broken.

However our main goal is to reduce binge drinking and the harm it causes.
Studies show that enforcing the underage drinking law is effective in
reducing death and teen-agers among young adults. In a commumty survey
conducted in April, 1998, enforcement of the minimum legal drinking age
was supported by 78 percent of the respondents. Likewise, a 1997 Harvard
University survey of University of Iowa students indicated that enforcement
of the minimum legal d~nk~g age was supported by nearly 60 percent of the
respondents.
We would like you to know that our recent correspondence with liquor
license holders included 34 letters of commendation to license holders who
had zero or one PAULA citation for 1998. We are willing to work together
on this issue. We welcome your thoughts as part of the ongoing dialogue
necessa~- to reduce the harmful effects of alcohol abuse in our community.

I am writing to you to express my concern over the continuing situation of supply truck parking
on Dubuque Street between Iowa and Washington Streets.
Virtually every week day and at virtually any hour of the day there are beer supply trucks. food
service vans. and armored bank vehicles which are parked in the imaginary center of the road,
ostensibly servicing the businesses on that street. In my opinion, this seriously occludes safe
traffic and pedestrian flow on Dubuque Street because the height of these vehicles restricts sight
lines for pedestrians in and out of the sidewalk and the oncoming cars. Further, these service
deliveries, from my estimation, are at least 20 to 30 minutes long, thereby extending the period of
this dangerous situation.
Isn't this situation a violation of existing traffic and/or parking codes for our city? I recently
bicycled down the alleys of the neighboring blocks one day last week to see if there was a reason
these trucks needed to be parked on the street and not the alley. My survey showed that. indeed,
there was ample space in these alleys for a service vehicle to maneuver in and out of safely. In
other words. I observed that the alleys weren't being used for what they were designed to be.
I suspect that the reasons behind parking on the street derive from the driver' s laziness and apathy
for proper city conduct. Our streets in the center of the city are beaudrift, and proper civic
conduct should follow that our streets should be used for the pedestrian and small vehicular
traffic only. and not serve as a convenient park stop for service vehicles. Dubuque Street, with
the Pedestrian Mall on one end and a beautiful new skybridge on the other, is particularly
beautiful, and I as a citizen would demand that our city's elected council should urge the police to
enforce the use of alleys of the businesses they serve so as to keep Dubuque Street, and Iowa City
for that matter. a pedestrian-friendly community. Please respond to my concern.

Dear City Council and Staff:
The closing of part of the street and the entire sidewalk next to the Mid America Building is
hampering our ability to do business downtown. We understand the necessity for a brief
emergency closure until the building was stabilized but a continued blockage of the right of
way just isn't working. A common complaint heard by all of us in business downtown is that
of accessibility. Whether a real or a perceived problem, visitors are convinced it is hard to get
around downtown and hard to park. The closure of one lane of traffic on Clinton Street,
directly across from the main downtown parking facility (which is also under renovation),
clearly adds weight to that perception.
At present, the blocked lane is used as a free parking area for workers from All-American
Concrete and for the bricklayers working on the fa~de of the Mid-American building. As an
example of how the space is utilized we are enclosing several pictures for your review. Note
that the dump track and trailer have not been moved for 5 days. They were parked there for
the entire Memorial Day weekend.
Staff has told us that the sidewalk will be closed for more than one year and that the street will
be reduced to 3 lanes for the entire period. Cities all over the wo~d build skyscrapers with
sidewalks and streets open next to the construction. You could certainly require the contractor
to erect the necessary scaffold to ensure the safety of pedestrians during construction.
Any City policy that allows the private sector extended use of public right away without
compensation for the public needs to be reevaluated. Please restore Clinton Street to 4 lanes
and provide at least a 6-foot sidewalk beside the Mid-America and Mondo's buildings.

Dear Councilors,
I'm writing in favor of traffic calming policies and programming in Iowa
City. As our community expands, it risks the same type of development
pattern that has devastated eastern cities in the U.S. (i.e., traffic from
outlying residential and commercial developments congesting and dividing
the more central, and generally more modest, neighborhoods). As these
central neighborhoods become noisier and more cluttered, they also become
less desirable to families, more dangerous, and less valuable with respect
to property appraisals. Traffic calming programs that provide local
solutions to reducing cut-through commuter and commercial traffic provide
viable answers to preserving the integrity of our central neighborhoods.
I urge you to continue your support of traffic calming in Iowa City and
hope that the process expands to include my neighborhood, Goosetown, a
neighborhood adversely affected by cut-through traffic.

Dear Council Members:
I understand that you will be reviewing the traffic calming program during
your work session June 14. I urge you not to dump the program -- I think it
is necessary to the quality of life here in Iowa City. You know my feelings
regarding how the process went here in Goosetown so I will not go over that
rough pavement again. I think the process needs to be available and I think
Council needs to decide parameters which it will support when a neighborhood
vote for calming. Don't set the bar too high -- you are bound to get
complaints regardless of how you decide. Protecting neighborhoods takes
thought and leadership. The streets are way too busy around here and I
suspect we will be back again soon regarding resolution of our concerns.
Again, thank you to those who supported the proposal for Goosetown.

Though Goosetown was denied the benefits of Iowa City's traffic calming

Dear Council Members,
While visiting in Carrboro, North Carolina, we have occasion to use a
neighborhood cut-through that connects two busy thoroughfares. The town has
installed two speed humps on the cut-through street that slow traffic to 15
miles per hour. This maintains the residential integrity of the street,
allows emergency and other public vehicles to pass freely, and still
preserves the street as part of the overall transportation grid.
I urge you to preserve and continue traffic calming efforts to protect
Goosetown and other
residential neighborhoods in Iowa City.

The traffic calming program has worked very well for the Penny Byrn
Neighborhood and thus I would like to recommend that the City keep
this program. Any new program is going to have some rough spots but
if you talk to traffic calming directors in other cities they are
very positive as are the neighbors. The major obstacle always seems
to be reversing the drivers mind set-"get there as fast as possible."
Without a traffic calming program the City of Iowa City will
not be able to reverse the fast driver syndrome.

I understand that Traffic Calming may be discussed at the City
Council Meeting tonight. My family lives on Hafor Drive, just off of Teg
where speed humps were installed to calm traffic. Our neighborhood has
been very pleased with the results on Teg. Not only is traffic slowed
down, but large, noisy trucks are no longer choosing Teg for a shortcut
from Benton to Sunset. The only complaints we have heard are from two
residents of Park West who are known to have been among those who
consistently went over the speed limit prior to the installation of speed
humps. It is interesting to note that those people do NOT have children,
and do not seem concerned about the welfare of children riding bikes on
Teg, or going to and from Willow Creek Park.
In summary, the traffic calming project worked very well for our
neighborhood, and I would highly recommend continuing the program.

I am writing in support of maintaining traffic calming devices
thoroughout Iowa City. I believe they do serve a significant function.
Many people along Highland are quite happy with their devices and I
believe people in the Goosetown neighborhood are looking forward to at
least getting double-sided parking. There is a 1 year review to see if
the traffic calming devices are effective. If they aren't- they are
removed. I believe we should keep this procedure.

Although the council chose not to implement traffic calming measures in
Goosetown, it would be unfortunate if the council abandoned completely
discussion and support of such measures. This is an issue around which many
residents have been active, and a city remains a vital and liveable place

Hello Ernie:
I apologize for burdening you with what will be a long letter, but I have strong opinions
about what ironically has been termed a "street calming" project. rm not sure if that
term is the result of a keen sense of humor or someone who's badly out of much.
Before proceeding further, however, I want to make it clear that I appreciate and
respect city staffs attempt to be innovative in addressing problems. If you don't try
some things that don't work, you're not being innovative enough. But this is one of
those that has failed. With the following, rll attempt to lay out a few of the reasons
why I feel strongly that this street obstacle project is bizarrely unacceptable:
Practical -- Apparently the objective is to cause vehicles to weave slightly,
and thus, slow down. I drive College Street daily and, unless ice or a downpour
of rain causes the surface to be slick, there's no need to slow down for these
obstacles. Matter of fact, I suspect some of our more fun-loving drivers may
even view this as an invitation to swerve around the obstacles at faster than
usual speeds.
Financial -- (1) I understand the cost of constructing these mid-street flower
beds is $24,000. There are a number of reasonable, practical, and beneficial
things that could be done with that amount of money. This is not one of them!
(2) Putting flower beds in these tacky-looking asphalt obstacles is a labor
intensive activity for upkeep. Thus, the cost will continue to add up.
Appearance -- (1) At first glance, these misadventures in asphalt street
obstacles give the impression of scattered street construction. On closer look,
the asphalt "chokers" and "chicanes' cause the street to take on the
appearance of a tacky, dumpy alley. If you want that illustrated, look down
College Street just east of the Public Library and see if you agree that it
appears dumpy, with messy looking asphalt obstacles jutting out and crowding
the two narrow traffic lanes. (2) These emerging mid-street asphalt obstacles
require numerous warning signs. Interestingly, I recall city staff contending
street signs should be kept to a minimum, because not only can they become
an eyesore, they detract from the safety each sign is intended to promote.

Safety -- I assume a premise of the project is that if drivers slow down, traffic
safety improves. I've witnessed first hand that these ugly obstacles don't slow
traffic and they represent safety hazards, especially for motorcycles and
bicycles. (1) Some day soon, a motorcycle driver will fail to see the warning
signs, turn his or her head at just the wrong moment, and barn! ..... run head-on
into the asphalt "thing" in the middle of the street. (2) And just wait until
someone's home is on fire and the fire truck is delayed because of avoiding a
street ~led with these asphalt booby traps. Again, take a look at College
Street downtown and see how easily you think a fire truck would get through
there ifthere's any oncoming traffic, especially involving even a normal sized
pickup, let alone a larger vehicle.
Pragmatic-- fithere are known streets where speeding is prevalent, have
police target the area and ticket the speeders. If police have time to save us
from ourselves by stopping and ticketing drivers for not wearing seat belts,
their time is much, much more productively spent stopping and ticketing
speeders. Such ticketing could even add to, rather than subtract from, city
funds.
Philosophically -- City street and traffic planning staff obviously want most
through traffic to use streets that have been designated as thoroughfares.
That makes sense. But experience and education reveal that if you want t4
encourage someone to take one sJW. rnative over another; it's preferable to
make one alternative more attractive or convenient rather than cause th~
other ~o ~o be tess attracttve or more incgnvenien~. So the idea should be to
make the 'through streets" more convenient, rather than making the other
streets less convenient and more dangerous.
Political -- Neighborhoed people who were surveyed and found to be in favor
of this misadventure represent the now all too familiar NIMBY (not in my back
yard) school of local city politics. They want traffic to move on all city streets,
except for those in front of their houses. I think it's appropriate to point out
that Maggie and I reside on what was a little used side street (Dover Street)
when we bought our house more than 30 years ago. But since that time, I
suspect almost no street in Iowa City has seen a greater increase in motor
vehicle traffic than has ours. It's now a main entrance to the ballfields, tennis
courts, swimming pool, and children's play areas in Mercer Park. We lose a
quiet side street, but the city gains a wonderful park and attractive nearby
housing. It's a reasonable trade-off. We haven't complained. It's called
progress.

More thought would produce more reasons why this project is an expensive, ugly,
unrealistic, and unsafe misadventure. But I've rambled and groused too much
already.
A pleasant gentleman on the phone in the city's SWeets Department informed me
this street obstacle project is a one-year experiment. I hope that's true and that it's
already abundantly clear to city staff that it's a very, very poor idea.
Again, I apologize for bending your patient ear. But I hope you and your fellow councfi
members agree this is a poorly conceived project that should disappear even more
quickly than it appeared.

A plea for street smarts
Hello honorable council members:
At your earliest collective convenience, please address the so-called
"traffic calming" project that has placed asphalt flower beds in traffice
lanes of College Street and Highland Avenue, and perhaps in other city
streets.
About the chokers and chicanes -- How do I not love these? Let me count the
ways.
They are expensive to install, labor intensive to maintain as flower beds,
hazardous for motore vehicle and bicycle traffic, impractical for reducing
traffic and/or vehicle speeds, detrimental for use by emergency vehicles,
require multiple warning and directional signs, and create a very cluttered
appearance.
Please send directions to the appropriate street/traffic staff that their
innovative thinking is appreciated, but this project is to be stopped and our
streets returned to their intended function of moving traffic as efficiently
as possible.
I've sent a much longer -- unfortunately, too long -- letter to Mayor Lehman
in an effort to more fully explain my feelings as a city resident and
frequent user of our city streets.
I'm sure your collective attention to reversing the project will be
appreciated by at least 90% of the drivers and reiders who use our city
streets.
