JUN 2 3 1999 CITY MANAGER'S OFFICE MEMO DT: TO: FM: RE: June 21, 1999 Mayors and Council embers You are invited to attend a Trails Planning workshop for Johnson County July 7th, 7:00 p.m. in the Board of Supervisors meeting room in the Johnson County Administration Building. (7/7 at 7 pm) This meeting will be a sharing of trail location ideas. Tom Dunbar of Dunbar/Jones will be on hand to receive input from representatives of the various communities During the joint meeting of the City Councils of Johnson County and the Board of Supervisors it was discussed and decided that each city would be asked to send at least two representatives to this meeting. They do not necessarily need to be members of the council, but should be someone who could speak on behalf of the council. If you are not able to attend this meeting, please feel flee to send your ideas to me, at 913 S. Dubuque St. Suite 201, Iowa City, IA 52240. I will make sure they are forwarded to Mr. Dunbar. 913 SOUTH DUBUQUE ST. I have rode on it several times and have thoroughly enjoyed the ride. I am also using the completed section along Riverside Dr. as a route to work. It is a great relief to have a safe place to ride my bicycle. I have enjoyed taking my daughter whom is 4 y/o on the new bike paths. Great job donel I am however, very upset with the changes on Highland Ave. I live close to Sycamore mall and have used this street as a bike route to work from my home for the past 15 years. I currently am not using it because with the both side parking along with the addition of the chicanes it is now too dangerous. Two cars cannot meet in the chicane area not to mention having a bicycle involved in the traffic flow. I had heard that us bicyclist are suppose to ride between the chicanes and the street. Whomever thinks this is a safe alternative for us cyclist is crazy and doesn't look at our safety needs not to mention the idea of pulling a bike cart behind us. There is no accommodation for that with this plan. I guess they don't value family bike adventures. I think on a clearly marked "share the road" street the city isn't making this feasible due to safely issues. What a shame since this could be a good direct route towards the new bike path from our side of town. Don't make it safe to get to our safe bike path! I protest the chicaines and double side parking as a automobile driver. It is impossible to go through the area with out crossing over your double yellow lines. If I remember correctly from driver education the purpose of double yellow line is not to cross them. How can you have a street with them present but make it impossible to abide by the law? It is also impossible with cars parked too close to the chicanes. They aren't allowing enough room for you to stay within the yellow lines with out hitting their vehicles. If the chicanes are to be present with both side parking it should not being allowed close to the chicanes. You can't have your cake and eat it too. 1 am also concerned regarding the response time it would take Johnson County ambulance to reach our side of town via Highland Ave. In many emergency situations seconds/minutes count. This definitely would slow down any emergency vehicles response time. The addition of the post with reflectors on them in the chicanes looks ridiculous. What a pretty sight they give to the project. Not! In my opinion the chicanes should be removed. I feel one side parking was much safer from the bicyclist/ automobile stand point but if it slows down the traffic for the neighbor hood I could see continuing the both side parking. 1425 Spruce St. Iowa City, IA. 319 E. Washington, #104 Iowa City, Iowa 52240 June 17, 1999 Dear Council members, I just wanted to thank you and the university for providing the Pentacrest for Art's Fest. The activities for Children's Day were especially enjoyable. I am for having the activities there next year! Is there any chance of this happening? The arrangement of the craft booths on Dubuque St. and on Iowa Avenue was also very nice and roomy. I am in a power wheelchair and appreciated the width consideration. Washington Iowa City, IA 52240 Dear Councilors: I would like to encourage you to include the skywalk to the Senior Center in your plans for the new parking ramp. In order for the Center to truly serve the community, it needs to be easily accessible. It is my understanding that, if the skywalk is eliminated, patrons parking in the ramp will need to walk out the exit on Linn Street and then to the Center, rather than being able to walk across the alley. In the winter and other times of inclement weather, this may discourage seniors from using the Center. The Center is for the older population, which is increasing steadily. As Iowa City becomes known as a great place to retire, I would hope the City of Iowa City considers the needs of this population when making their final decision on the skywalk. Sincerely, Diane F.
