(Dick Lee has been devoted to his family and our co~r~ni alike. Lee served the Iowa City Community as a police officer through three decades from July 1, 1950 until his retirement July 16, 1982. During his career "Dick" demonstrated a keen awareness of the "letter of the law" and the "spirit of the law." It was this understanding of the concept of"justice" which allowed him to protect his community while serving it with a human much of generosity and compassion. Throughout his career '"Dick" touched the lives of countless people from all walks and stations in life. His treatment of each was with a dignity and understanding that will live in their hearts for generations to come. These qualities were not demonstrated just during his duty hours, but carried over into Dick's everyday life as well. This award shall be continued, and presented annually or as the need arises, to honor not only the career of Captain Richard W. Lee, but those who follow with a dedication and understanding of the true meaning of"serving in law enforcement." The names listed below are such people, and let us pray the list continues to grow. iltlllJl~r'l~Ilt, increased public investment in transit services provides the potential to create jobs and enhance business prosperity; and i~I~ler'e~tlt, public transportation is vital to the quality of life and economic well-being of the citizens of Iowa City; and illlll[Jl~raelillt, workers, school children, senior citizens, people with disabilities, and those unable to afford an automobile use public transportation to gain access to jobs, schools, medical facilities, and other fundamental services; and illtll[Jer'l~tllt, the nation, our communities, and our citizens face the risks to health and the environment that are brought on by automobile exhaust emissions; and iltllt[~er'etllt, traffic congestion that wastes productive time can be alleviated through the increased availability and use of public transportation and other forms of high- occupancy, shared-ride serivces; and illllI~ler'e~Ilt, Iowa City Transit, the American Public Transit Association, the U.S. Department of Transportation, the Federal Transit Administration, the National League of Cities, National Governor's Association, and the U.S. Conference of Mayors, have declared September 12-18, 1999 to be TRY TRANSIT WEEK and have called upon all citizens to join in a nationwide effort to promote transit's benefits, honor transit employees, and encourage new riders. i Igm, tilerelate, I, Ernest W.
