Washington Street Iowa City, Iowa 52240 Dear Council Members: I am writing in response to the letter we received regarding the results of the survey for installing a raised crosswalk on Friendship Street. We were very disappointed not only in the results of the survey (and that only half the households surveyed responded), but that the city has decided not to install the raised crosswalk. We moved to Friendship Street in June of 1999 and are delighted with the neighborhood with the exception of the traffic problems. Because there are no stop signs on this street between First Avenue and Court there is an extraordinary amount of traffic using Friendship Street as a "short-cut," and because there are no physical impediments to discourage speeding traffic we are prone to excessive speeding of vehicles (some as fast as 45-50 mph, especially motorcycle traffic). Because this is a residential neighborhood and we have a large number of young children (as well as a group home for mentally-challenged young adults) I find it unbelievable that the City is not willing to provide even the most minor of solutions to our problem. We would, of course, prefer stop signs, but at least the raised crosswalk would have forced people to slow down and discouraged them from using Friendship Street as a thoroughfare. Do we have to wait for a child to be killed or severely injured before this problem is addressed? Why do we have to have more than a simple majority of votes to have this crosswalk installed? Isn't the fact that 51% of us (probably the percentage of us who have small children) think that it is a good idea enough? Please, we implore you to reconsider the decision of the City, or to consider other and perhaps more effective ways to keep this neighborhood safe. Thank you for your time and consideration. A dollar of rental assistance reserve will be established for each dollar of property tax abatement that is received by the project. We are enclosing a proposed time schedule of the regular council schedule to consider a proposed Lot 53 Walden Hills Urban Revitalization Plan. The first meeting would be October 19, 1999. Residents' income will be at or below 50% of area median income to qualift/for the rental assistance. Local financial support from the City of Iowa City that we are requesting from you will enhance the chances of having a project funded with low income housing tax credits from the Iowa Finance Authority (IFA). We are submitting Phase II of Iowa City Senior Housing for consideration by IFA. A conditional commitment from the City must be received by Friday, October 15, 1999 in order for us to include it with our application for FY99 tax credits. IFA rules provide 5 scoring points for each source of local financial assistance that exceeds 3% of total project costs. A tax credit application must show local financial assistance in order to be competitive with applications for other communities. Typically, only twenty projects are funded from a pool of seventy-plus applications. We ask that you acknowledge our request for a conditional commitment, note the commencement of your review and approval process and verify there is sufficient time to complete action upon it by the time we commence construction which we estimate to be March, 2000. We are enclosing a copy of financial projections of the revenue and expenses for the proposed development. Please note "real estate tax abatement" and "rental assistance reserve fund" are shown and each total 8182,149. Also enclosed are drawings depicting the project. A planned unit development and sensitive area development plan already received unanimous support from the planning and zoning commission and city council during their review and approval process. We suggest our proposal to trade dollar for dollar property tax abatement for rental assistance is an opportunity for the City to directly benefit low income residents find affordable housing without providing funds "up front" in the development process. Box 1226 Iowa City, IA 52244 CITY OF I0 WA CITY RE: Request for Tax Abatement for Walden Hills Lot 53 Dear Mr. Burns: We are in receipt of your letter, dated October 11, 1999, requesting a conditional commitment for tax abatement. This type of financial incentive requires the approval of the City Council; therefore, we are unable to make a conditional commitment. Your request will be sent to the City Council in their next packet for the October 19 meeting. Should a majority of the City Council direct staff to pursue this request it could be placed on the November 8 work session schedule for further discussion. Pending a favorable decision by the City Council to move forward I anticipate that a number of issues and questions concerning this proposal would need to be discussed with staff and addressed prior to a formal City Council decision. These issues may include the following: The tax abatement, as proposed, will affect all four of the re-subdivided lots within Walden Hills Lot 53. Your letter addresses only the financial consequences and benefits of the tax abatement on one of the re-subdivided lots, whereas, tax abatement for all four lots could total $750,000. What measures have been undertaken by the applicant, Iowa City IHA Senior Housing, to secure "points" as outlined within the Iowa Finance Authority rules. These measures could include the contribution of owner equity, reducing fees to lower the cost per unit and extending the affordability period to 50 years. Has the Iowa City Assisted Housing staff been consulted as to the proposed rent assistance program? Documentation of the need for the proposed rental assistance program and who will benefit is not addressed. Is this proposal complementary or consistent with current assisted housing efforts? Description of the specific mechanics required for administering a rental assistance program. Who will administer the rental assistance program and what is their level of experience? Who will monitor the rental assistance program for compliance? Fairness and equity issues due to the use of "City" monies. That is, in this proposal rent assistance is available to only persons living in Phase II and not to tenants living in other phases of this development. Adoption of this Resolution would begin the process for an Urban Revitalization Plan. Due to the requirements of State law and the City Council meeting schedule it may take 60-90 days to consider and approve an Urban Revitalization Plan. Your letter indicated a desire to have the Walden Hills Urban Revitalization in place by March 2000. This timeframe is possible if the City Council is ready to proceed by December 1999. Next year is our 10th Anniversary (how time flies!) making it a special year for the Iowa City Jazz Festival. I would like to thank all of you, and former council members as well, for supporting this great event over the past ten years. Last year the City of Iowa City gave the Jazz Festival $7,500.00. I would like to formally request this amount once again from the City. I would also ask all of you to at least consider the following facts in your final decision for support. It is our tenth anniversary, it will be the year 2000, and the for the first time ever, we are moving the festival to July 1 & 2 (Saturday and Sunday). Our move to July 1 & 2 is to help accommodate an event planned by the Jr. JC's in City Park on July 3. As you can imagine, the Jazz Festival's main concern is that the new dates are well publicized locally, regionally, and nationally. This could add some expense for the Festival. I would also like to assure the City Council that it is the Festival's intent to stay in "Downtown" Iowa City and not move to City Park. And, as an added bonus, National Public Radio has expressed interest in coming to Iowa City again for our tenth anniversary. This could be a great year for the Festival and the City of Iowa City. Steve Grismore/Director/Iowa City Jazz Festival p.s have you seen the web page? iowacityjazzfestival.com City of Iowa City MEMORANDUM TO: FROM: DATE: RE: City Manager Administrative Assista October 12, 1999 Events Attached you will find a letter from Steve Grismore (Jazz Fest) and a letter from Michael Carberry and Brian Mohr (Jaycees) regarding activities surrounding the Fourth of July. As you know, the Jazz Festival has occurred annually on July 3 and 4. Fireworks, sponsored by the Jaycees, have been the evening of July 4. This year, the Jaycees would like to expand their celebration to include musical and family activities in City Park during the day of the 3rd with fireworks that evening. This would have conflicted with the Jazz Fest. Last week, Terry Trueblood, David Schoon, Michael Carberry, Dan Brown, Steve Grismore, and I met to work out an arrangement where both celebrations would complement, rather than compete, with one another. The Jazz Fest Board has approved moving the Fest to the first weekend in July each year rather than the 3rd and 4th. There is a possibility of conflict whenever the 3rd and 4th fall on the weekend, but the Jaycees have agreed to be flexible and work with the Jazz Fest when that occurs. According to the attached letters, Steve Grismore is requesting $7,500 for Jazz Fest (Council authorized 97,500 for FY00). The Jaycees are requesting ~9,000 (they have not received funding in the past). Washington Iowa City, IA 52244 Per our conversation last week, I am sending you this letter outlining the Jaycees Independence Day in the Park Celebration. The tentative date for the event is Monday, July 3~a, 2000. The Iowa City/Coralville Jaycees have provided the Iowa City fireworks display for the last 40 years. This past year we had our biggest and best display ever. A record crowd enjoyed a wonderful fireworks display along with the games we had for the children during the day. We spent $8,000 on fireworks with a total budget of $15,000 which included a $5,000 in kind donation ~'om the Press-Citizen for advertising. We were able to break even on this project for the first time in many years through increased corporate donations and the generosity of the general public the day of the show. Plans are well underway for the millennium Independence Day in the Park Celebration. I do some volunteer work at the Riverside Theatre, so I became aware of the plans to build a "Shakespeare in the Park" stage this spring. The City recently approved the $340,000 it will take to build this stage in lower City Park. I thought it would be wonderful to use this facility to expand our current 4m of July celebration. The idea that I came up with is an all day festival in the park. A real family-oriented, community event that would take advantage of everything City Park has to offer. We are planning on having live music on the Festival Stage starting around 1:00 P.M. and continuing until dusk when the fireworks would begin. Local artists playing Americana music would be the main focus of the entertainment. Local blue grass, folk, and country artists such as Greg Brown, Dave Moore, Dave Zollo, Bo Ramsey, and Big Wooden Radio have already expressed interest in playing at this event. The Jaytees would rent out food and beverage booths to provide the needed refreshments to the public. We have also rented out carnival style games from Big Ten Rentals to provide added entertainment for the children of all ages. To completely take advantage of the entire park we would also like to incorporate the swimming pool and the Drollinger Rides into the Festival. An expanded Independence Day Celebration means an expanded budget. Last year the Iowa City Press-Citizen came on board as a title sponsor and provided over $5,000 in advertising for the event. Next year they will provide the same marketing help as well as some financial help. We are also applying for a grant from the paper's parent company, The Gannett Corporation, through their foundation. We will be expanding our efforts in raising corporate donations as well as donations fi-om the general public the day of the event in hopes of bringing in $10,000 from those sources. Between the Press-Citizen and Gannett we hope to raise an additional $10,000. We are also estimating $1,000 from the food booth rentals. To run this expanded project we need a total of $30,000 which leaves a $9,000 shortfall. We are asking The City of Iowa City to budget the remaining $9,000 for the year 2000 to fired this event along with providing flee swimming and tides for children. The Iowa City Jazz Festival is being held on July 3~l and 4th in 2000. We are not trying to compete with the Jazz Fest, just provide an alternative and complimentary choice for families over the holiday weekend. The Jazz Fest starts in the late afternoon on the 3~a before the fireworks display. We have spoken to Steve Grismore of the Jazz Fest, and he does not have any problem with the Jaycees plan to expand the Independence Day Celebration. One suggestion that might be looked into to facilitate traffic and parking concerns for people wanting to attend both events would be to have shuttle bus service between downtown and City Park. The Jaycees believe the JaT~ Fest and our Independence Day Celebration can exist and make Iowa City the place to be over the 4m of July weekend. In summary, a festival that is free to the public and takes advantage of the entire City Park is what we have in mind. This would be a wonderful gift to the citizens of Iowa City. Furthermore, we would like to celebrate the new millennium' s first Independence Day with a bang. We won't have this opportunity again for another thousand years. Let' s take advantage of it.
