THE CITY COUNCIL OF IOWA CITY IS
CONSIDERING APPOINTMENT TO THE
FOLLOWING COMMITTEE:
PUBLIC ART ADVISORY COMMI'I'I'EE
One Vacancy - Unexpired + Three-Year Term
(Community Representative)
October 19, 1999- January 1,2003
Duties of the Public Ad Advisory
Committee include developing by-laws and
procedures for the Iowa City Public Ad
Program; administering the Public Art Program
by determining the placement of public art, the
type of art to be used in a specific project, and
the artist to be engaged; overseeing the
acceptance of gifts of art; overseeing the
maintenance and disposition of public art; and
overseeing expenditures of the Public Art
Program budget.
Iowa City appointed members of boards
and commissions must be eligible electors of
the City of Iowa City. The Public Art Advisory
Committee meets the first Thursday of each
month at 3:30 p.m.
This appointment will be made at the
October 19, 1999, meeting of the City Council
at 7:00 p.m. The City of Iowa City encourages
diversity in the appointment of citizens to
boards and commissions. Persons interested
in being considered should contact the City
Clerk at the Civic Center, 410 E. Washington
Street. Application forms are available from
the Clerk's office upon request.

October 18, 1999
I recently volunteered for a position on the Public Arts: Committee. I was turned down
because I reside in unincorporated Iowa Cily. While I do live in Iowa City (albeit
unincorporated) and I do own property in downtown Iowa City and run a business
from this location and pay property taxes I.am-not even a consideration for voluntary
involvement in my government.: >." .: ·
I am proud to be a resident of Iowa City, a community thai I have and continue to
support with my property tax dollars, an "Adisf in Residence Program" for all 16 public
schools in Johnson County, the Iowa City Jazz Festival, Fdday afternoon and Fdday
evening concert series, the Gallery walks, the public library not to mention the
countless hours of volunteerism it takes to make these programs successful. Obviously
these gestures are desires fo be involved, not the contrary. You might say this a case
of "taxation without representation".
All I ask is that you consider an. amendment to the current policy restricting
participation in local government. Perhaps something fo the effect fhaf "if you own
property and personally operate a business .at. thls address or reside In incorporated
Iowa City, that you shall bee igible, tQ:padjcipate in. our-local government.
