HomeMy WebLinkAbout1999-12-07 OrdinancePrepared by: Doug Ripley, Traffic Engineering Planner, 410 E, Washington Street, Iowa City, IA 52240; 319- 356-5254 ORDINANCE NO. 99-3910 AN ORDINANCE AMENDING TITLE 9 OF THE CITY CODE OF IOWA CITY ENTITLED "MOTOR VEHICLES AND TRAFFIC," BY AMENDING CHAPTER 1 TO ADD SECTION 4C THEREIN TO ALLOW THE CITY MANAGER OR DESIGNEE TO INSTALL OR MODIFY TRAFFIC CONTROL DEVICES FOR TEMPORARY CONDITIONS. WHEREAS, the City Code provides for testing of traffic control devices and/or application of traffic control devices for emergencies; and WHEREAS, situations often arise which are neither a test nor an emergency where temporary changes need to be made to traffic control devices; and WHEREAS, these temporary changes could be handled administratively to avoid temporary changes requiring ordinance changes; and WHEREAS, any temporary changes made under this section will cause the City Manager or designee to provide written notice to the City Council in accordance with 9-1-3B. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF IOWA CITY, IOWA: SECTION I. AMENDMENT. Title 9, Chapter 1, Section 4, entitled "Emergency and Experimental Regulations" of the City Code be hereby amended by adding a new subsection C, as follows: O. The City Manager or designee may install or modify traffic control devices in a temporary fashion to accommodate temporary traffic changes. SECTION II. REPEALER. All ordinances and parts of ordinances in conflict with the provi- sions of this Ordinance are hereby repealed. SECTION III. SEVERABILITY. If any section, provision or part of the Ordinance shall be adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of the Ordinance as a whole or any section, provision or part thereof not adjudged invalid or unconsti- tutional. SECTION IV. EFFECTIVE DATE. This Ordi- nance shall be in effect after its final passage, Ordinance No. 99-3910 Page 2 approval and publication, as provided by law. Washington Street, Iowa City, IA 52240; 319- 356-5254 ORDINANCE NO. 99-3911 AN ORDINANCE AMENDING TITLE 9 OF THE CITY CODE OF IOWA CITY ENTITLED "MOTOR VEHICLES AND TRAFFIC," BY AMENDING CHAPTER 4, SECTION 10D-1 THEREIN TO ESTABLISH THE LENGTH OF BUS STANDS. WHEREAS, the City Code provides the designation of Public Carrier stops and stands; and WHEREAS, the extent of the stands is undefined, thereby making them unenforceable; and WHEREAS, 60 feet is the established distance required by Public Carriers to properly pull up to established stops as required by 9-4- 10-D-2.a.2. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF IOWA CITY, IOWA: SECTION I. AMENDMENT. Title 9, Chapter 4, entitled "Parking Regulations" of the City Code be hereby amended as follows: A. Article D, entitled "Public Carrier Stops and Stands" is hereby amended by: I. Repealing in its entirely subsection 9-4- 10D-1 and incorporating in lieu thereof a new subsection 9-4-10D-1 to establish the length of bus stands as follows: I. Established: Bus stands, vehicles for hire stands and stands for other passenger and common-carrier motor vehicles shall be established by the City Manager, or designee, and marked by official signs. No persons shall stop, stand, or park within 60 feet in advance of a public carrier stop denoting a "No Parking" sign or symbol. SECTION II. REPEALER. All ordinances and pads of ordinances in conflict with the provi- sions of this Ordinance are hereby repealed. Ordinance No. 99-3911 Page 2 SECTION III. SEVERABILITY.
