REVIEW ZONING ITEMS Planning and Community Development Director Franklin presented the following Planning and Zoning items for discussion: A. SETTING A PUBLIC HEARING FOR JANUARY 18 ON AN ORDINANCE CHANGING THE ZONING DESIGNATION FROM LOW DENSITY MULTI- FAMILY RESIDENTIAL (RM-12) AND MED1UM DENSITY SINGLE FAMILY RESIDENTIAL (RS-8) TO PLANNED DEVELOPMENT HOUSING OVERLAY (OPDH-12/11.79 ACRES) AND (OPDH-8/1.47 ACRES) AND APPROVING A PRELIMINARY PLANNED DEVELOPMENT HOUSING OVERLAY PLAN FOR WINDSOR RIDGE, PART 15, A PROPOSED 98-UNIT RESIDENTIAL DEVELOPMENT LOCATED NORTH OF COURT STREET AT ITS EASTERN TERMINUS. (REZ99o0011 ) B. SETTING A PUBLIC HEARING FOR JANUARY 18 ON AN ORDINANCE CHANGING THE ZONING DESIGNATION FROM LOW DENSITY SINGLE- FAMILY RESIDENTIAL (RS-5) TO SENSITIVE AREAS OVERLAY - LOW DENSITY RESIDENTIAL (OSA~5) AND APPROVING A PRELIMINARY SENSITIVE AREAS DEVELOPMENT PLAN FOR THREE FOUR-UNIT BUILDINGS ON A 2.72 ACRE PROPERTY LOCATED NORTH OF ROHRET ROAD, WEST OF HIGHWAY 218. SETTING A PUBLIC HEARING FOR JANUARY 18 ON AN ORDINANCE CHANGING THE ZONING DESIGNATION FROM PLANNED HIGH DENSITY MLff~TI-FAMILY RESIDENTIAL (PRM) TO SENSITIVE AREAS OVERLAY (OSA-PRM) AND APPROVING A PRELIMINARY SENSITIVE AREAS DEVELOPMENT PLAN FOR APPROXIMATELY .28 ACRES LOCATED AT 522 S. DUBUQUE STREET. (REZ99-0013) D. RESOLUTION APPROVING A FINAL PLAT OF WINDSOR RIDGE, PART TEN, A 19.40 ACRE, 32-LOT RESIDENTIAL SUBDIVISION WITH THREE OUTLOTS LOCATED AT THE NORTH TERMINUS OF ARLINGTON DRIVE. E. RESOLUTION APPROVING A FINAL PLAT OF WINDSOR RIDGE, PART ELEVEN, A 12.58 ACRE, 34-LOT RESIDENTIAL SUBDIVISION WITH TWO OUTLOTS LOCATED AT THE NORTH TERMINUS OF ARLINGTON DRIVE. F. RESOLUTION APPROVING A FINAL PLAT OF WINDSOR RIDGE. PART TWELVE, A 16.30 ACRE, ONE-LOT RESIDENTIAL SUBDIVISION WITH ONE OUTLOT LOCATED AT THE EAST TERMINUS OF COURT STREET. G. RESOLUTION APPROVING A FINAL PLAT OF WINDSOR RIDGE, PART THIRTEEN, A 6.61 ACRE, ONE-LOT RESIDENTIAL SUBDIVISION WITH ONE OUTLOT LOCATED AT THE NORTHEAST CORNER OF HUNTINGTON DRIVE AND BARRINGTON ROAD. H. RESOLUTION APPROVING A FINAL PLAT OF WINDSOR RIDGE, PART TWELVE, A 16.30 ACRE, ONE-LOT RESIDENTIAL SUBDIVISION WITH ONE OUTLOT LOCATED AT THE EAST TERMINUS OF COURT STREET. PCD Director Franklin stated the lots had been renumbered for items f-h. Chris Steffan, MMS Consultants, explained the design of the pond with the box culvert under Arlington Drive will fix the elevation and control for the pond, and noted that as development continues upstream from the basin it will act as a sediment collector. Franklin stated that it is owned by the Homeowners Association. I. RESOLUTION APPROVING A FINAL PLAT OF WESTCOTT HEIGHTS PART TWO, A 24.99 ACRE, FOUR-LOT RESIDENTIAL SUBDIVISION LOCATED IN JOHNSON COUNTY AT THE WEST END OF WESTCOTT DRIVE NE AND ROSE BLUFF CIRCLE NE. (SUB99-0024) J. RESOLUTION APPROVING A FINAL PLAT OF WILD PRAIRIE ESTATES PART 3, A 49.31 ACRE, 30-LOT RESIDENTIAL SUBDIVISION WITH ONE OUTLOT FOR PROPERTY LOCATED AT THE NORTH ENDS OF GOLDENROD DRIVE AND WILD PRAIRIE DRIVE. (SUB99-0026) Council Work Session January 13, 2000 Page 3 PCD Director asked for deferment to January 18. Chris Steffan, MMS Consultants, noted a concern from an owner to the South, that a berm on the southwest boundary of this property stay in place and be maintained; and stated the developers were in agreement with regard to control and wished to provide an easement so that adjacent property owner doesn't lose this berm. Council directed staff to work with the interested parties and report back at the formal meeting. REVIEW AGENDA ITEMS 1. (Agenda Item 28 - CONSENT ADMINSITRATIVE ORDER BETWEEN IOWA CITY AND DEPARTMENT OF NATURAL RESOURCES) Wastewater Division Supt. Elias and Asst. City Atty. Matthews responded to questions. 2. (Agenda Item 27 - INTENT TO CONVEY...FLANAGAN AND ROSE) City Atty. Dilkes stated the property owner had done an appraisal but staff had not reviewed it. The owner has been notified that the price discussion will occur at the public hearing. PUBLIC ART ADVISORY COMMITTEE REPORT PCD Director Franklin reported that the Committee was very supportive of the allocation of up to $15,000 from the fiscal year 2000 public arts funds for Arts Iowa City after review of the business plan; stated that the Committee did not recommend relocation of the Guthienz Fountain to the water plant or the Chauncey Swan Park. Majority of Council asked the Committee for a recommendation on a location for the fountain. STAFF ACTION: Report back after the Committee meets. (Franklin) LIBRARY EXPANSION PROJECT (IP1 of 12/3 Packet) City Manager Atkins and Library Director Craig present. After discussion majority of Council favored the westward option. STAFF ACTION: Direct architects to do more design work on that option and answer questions raised. Report back in approximately 8 weeks. (Craig) OAKLAND CEMETERY/HICKORY HILL PARK (IP6 of 12/3 Packet) Council agreed to place two resolutions on the January 18 formal agenda, one dedicating 29 acres for park, and another designating 6 for cemetery. AIRPORT RUNWAY 17/35 (IP8 of 12/3 Packet) City Mgr. Atkins and Airport Manager O'Neil present. Majority agreed to finalize memo as presented. STAFF ACTION: Prepare for Mayor signature. (Atkins) Council Work Session January 13, 2000 Page 4 AFFORDABLE DREAM HOME OPPORTUNITY PROGRAM (Agenda Item 17) HIS Director Boothroy presented information. APPOINTMENTS Board of Appeals - Douglas DuCharme COUNCIL TIME 1. Mayor Lehman requested that Council Member Norton consider an appointment to the Iowa Earth 2000 Ambassadors, noting two appointments need to be made by January 21 2. Council Member Norton requested an update of the City's sidewalk repair program, and questioned Council scheduling of the South District Plan. Staff will follow up. 3. Mayor Lehman stated he would be in Ankeny tomorrow bidding on an air show with members of the Convention and Visitors Bureau. 4. Council Member O'Donnell raised concerns regarding dogs nmning loose in Hickory Hill Park. Council Member Thornberry suggested Council consider a dog park.
