Urban Planner Howard presented power point information (information archived). After discussion Council agreed to schedule matrix items 1-22 and 50-53 for the joint meeting with Planning and Zoning on September 26; and matrix items 23-49 and 54-55 for the joint meeting on September 27. STAFF ACTION: Proceed as outlined (Franklin) TIF REPORT UPDATE (IP2 of 9/15 Information Packet) Community and Economic Development Coordinator Nasby presented power point information (archived). Council Member Vanderhoef requested information on New Markets Tax Credits. STAFF ACTION: Provide hard copies and/or electronic copy for Council Members, and provide copy to media. (Agenda item # 7 - Resolution rejects bids for DogPAC Dog Park) In response to O'Donnell, the City Clerk reported the base bid to be $95,000, and with the alternate $201,000. 2. (Agenda item # 6 - resolution approving call to artists ... Kicker's Soccer Park and Greenway Trail Project ...) PCD Director Franklin present for discussion. 3. (Consent Calendar correspondence item # 2e(15) Peter Lagios - PATV) In response to Council Member Vanderhoef, Asst. City Manager reported on discussions with individual and will do a response memo. COUNCIL TIME 1. City Manager Atkins responded to questions regarding the noise complaints received as a result of a concert at First Avenue Club Labor Day week-end, and reported that the establishment had followed the rules in securing necessary permits. Staff will report back with more information. 2. Council Member O'Donnell acknowledged the donation by Cedar Valley Area Development of 40-50 bicycles to the Mayor's Youth Program. 3. Council Member Bailey inquired as to arrangements for a "Meet the Police Chief" reception. The City Manager will follow up. UISG Representative Jeremy Schreiber reminded everyone of the "Meet the Police Chief" event planned September 21 at the Library co- sponsored by AARP and UISG. 4. Council Member Champion stated bikes on downtown sidewalks were terrible and dangerous. 5. Council Member Champion asked staff to consider "bat friendly" bridge designs in the future. 6. City Clerk Karr reminded Council of the National League of Cities Transportation and Infrastructure Committee next week and the Council commitments to "serve" at an event Friday evening at Hoover Library.
