CONSIDER MOTION TO FIX METHOD OF VOTING. Comment: Under Roberts Rules of Order, the previous custom has been to use the voice method voting. As the Charter does not prescribe the method of voting, Council will need to make a motion to fix the method of voting. Nominations can be made by balloting or from the floor. Voting can be by voice vote, show of hands or ballot. Council should also decide if the basis for decision is majority vote of the total membership and procedure for canvass of ballots. ITEM NO. 4. Comment: The 1999 National Electrical Code is an updated version of the most recent electrical code the City of Iowa City has adopted. City staff, along with the Board of Appeals, has reviewed the 1999 National Electrical Code and recommends the adoption of this code with certain amendments. Setting public discussion for January 18 will give the public the opportunity to comment on the new electrical code prior to its consideration by the City Council. e. Resolutions. oh- '5 (1) CONSIDER A RESOLUTION ACCEPTING WORK FOR THE CONSTRUCTION OF THE PARK MAINTENANCE BUILDING IN NAPOLEON PARK. Comment: On March 8, 1999 a contract was entered into with McComas- Lacina Construction Company of Iowa City to construct a park maintenance building in Napoleon Park. The total contract amount, including change orders, is $907,534. All work covered by the contract has been completed, all required paperwork has been submitted, and all invoices have been paid other than a ten percent retainage. (New) January 4, 2000 City of Iowa City Page 4 0o - z~ (2) CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST THE RELEASE OF A LIEN REGARDING A REHABILITATION AGREEMENT AND A STATEMENT OF LIFE LIEN FOR THE PROPERTY LOCATED AT 1807 G STREET, IOWA CITY, IOWA. Comment: The owners of the property located at 1807 G Street received assistance through the City's Housing Rehabilitation Program for the amount of 95,966.52. The financing was in the form of a statement of life lien. The loan was paid off on December 3, 1999; thus the lien can now be released. - _~ (3) CONSIDER A RESOUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST TO A SUBORDINATION AGREEMENT BETWEEN THE CITY OF IOWA CITY AND HILLS BANK AND TRUST COMPANY, IOWA CITY, IOWA FOR PROPERTY LOCATED AT 1164 HOTZ AVENUE, IOWA CITY, IOWA. Comment: Hills Bank and Trust Company, has requested that the City approve a Subordination Agreement for 1164 Hotz Avenue. On December 21, 1987, the owner of the property received a Promissory Note in the form of a statement of life lien from the City of Iowa City for the amount of 93,000. Hills Bank and Trust Company has refinanced the first mortgage with the property owner. The property is appraised at ~100,000 which provides enough equity to cover the City's second lien position. oc>- ~ (4) CONSIDER A RESOUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST TO A SUBORDINATION AGREEMENT BETWEEN THE CITY OF IOWA CITY AND HAWKEYE STATE BANK, IOWA CITY, IOWA FOR PROPERTY LOCATED AT 1930 CALIFORNIA AVENUE, IOWA CITY, IOWA. Comment: Hawkeye State Bank has requested that the City approve a Subordination Agreement for 1930 California Avenue. On December 10, 1996, the owner of the property received a Mortgage from the City of Iowa City for the amount of 97,921. Hawkeye State Bank has refinanced the first mortgage with the property owner. The property is appraised at ~88,000 which provides enough equity to cover the City's second lien position. f. Correspondence. PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATEbF COST FOR THE CONSTRUCTION OF A SINGLE FAMILY HOME UNDER THE AFFORDABLE DREAM HOME OPPORTUNITIES PROGRAM, ESTABLISHING AMOUNT OF BID SECURITY TO ACCOMPANY EACH BID, DIRECTING THE CITY CLERK TO PUBLISH ADVERTISEMENT FOR BIDS, AND FIXING TIME AND PLACE FOR RECEIPT OF BIDS. Comment: This project involves the construction of an affordable, resource-efficient, environmentally-friendly ("green built") single family home under the Affordable Dream Home Opportunities Program, which was created with funds received from the sale of public housing units. Families who earn up to 80% of the median income may qualify to purchase the home after it is completed. The cost of this project is estimated to be ~ 120,000. a. Public Hearing oc>- 7 b.
