At our regular meeting on December 21, 1999, the entire Senior Center Commission endorsed the
enclosed letter for the kick off of our fund raising campaign. We plan to send the letter to 5500
households within the next week. The Commission is hopeful that community members will make tax-
deductible donations to assist in our goal of raising $120,000 in private donations.
Because the Commission believes the Skywalk is essential, we are eager to explore all options in our
attempts to raise the necessary funding. If at any time, you have suggestions that might assist us in
our endeavors, please do not hesitate to centact us.
In addition, should you wish to show your support and receive a tax deduction for 1999, please
consider a personal centdbution to the Skywalk fund. Thank you.

We need your help. The Senior Center Commission has been challenged
by the Iowa City Council to raise some of the capital required to finance a
skywalk connecting the Iowa Avenue parking facility currently under construction
and the Senior Center. Because Commission members believe the skywalk is
essential in order to provide safe access for all participants to the Center, they
are eager to undertake this challenge.
The cost estimate for the construction of the skywalk with an enclosed
elevator is $358,000. A majority of the Council indicated that if the Commission
can raise funds from the community and obtain additional grant support, they will
finance the remainder of the project. Our goal is to raise one-third of the total
capital required to construct the skywalk through community fundraising and an
additional one-third of the total cost through grants.
The Senior Center has a Gift Fund that is a tax free charitable fund. All
donations to the Gift Fund, including those in support of the skywalk, are tax
deductible. A gift during the month of December 1999 would be deductible on
this year's tax return. A gift in the year 2000 would be deductible on that year's
return.
If you believe as we do about the skywalk, please support our fundraising
effort by making a donation to the Senior Center Gift Fund. Any dollar amount
will help the Center meet the challenge of the City Council. All donors supporting
this project will be recognized for their contribution.

Senior Center Commission Launches Skywalk Fundraising Drive
At the December 21, 1999, Senior Center Commission meeting, Commission members
launched a community fundraising drive to raise $120,000. The money will be used to support
the financing of an enclosed, connecting skywalk between the Senior Center and the Iowa
Avenue parking facility now under construction.
To get the fundraising drive off to a good start, the Commission unanimously voted to
earmark $25,000 in the Senior Center Gift Fund for the skywalk project. This money represents
a gift to the Center from the estate of Joella Antes, a longtime Senior Center participant and
supporter. In addition, a $500 donation was received from the Fraternal Order of Eagles and, in
a show of support, individual Commission members donated $1,975 to the project.
The Commission plans to raise one third of the construction costs of the $358,000
skywalk through community fundraising and another one third of the total cost through grant
support. The remaining construction costs would be financed through the City.
Terri Miller Chait, out-going Senior Center Commission Chair, noted the unanimous
belief among Commissioners is that the safe, accessible and convenient access the skywalk will
provide for Senior Center participants far outweighs the cost and effort required to finance this
project. The conviction of Commission members on this matter was strengthened when they
learned a pedestrian exit or entry for Senior Center participants on the south side of the parking
facility, one that would lead to the Center's north ramp entrance, was not a possibility. Without
the skywalk Senior Center participants needing an ADA accessible entrance to the Center
would have to exit the ramp on Linn Street and either travel a block to the Washington Street
entrance or navigate through an alley to reach the north ramp entrance. Keeping the alley safe
for pedestrian traffic could be quite difficult, especially during the winter.
To support the skywalk people interested in making a tax-deductible donation to the
Senior Center's Skywalk Fundraising Drive should make their check payable to the Senior

It is with great concern that I write you this letter after reading the article "Campus
Drinking Culture Can Harm Any Student" in the University of Iowa Parent Times. Until
reading this article, I did not realize that Iowa City bars were admitting underage
individuals into their establishment. I don't know who they think they are fooling ---
once inside the establishment anyone who wants to drink can find a way to drink. As
parents, we are very concerned about the safety of our student and other students who
may be exposed to underage drinkers and the danger they can cause. You have a
responsibility --- please take action.

Dear Sirs:
Our son is a sophomore at the University Of Iowa. He has related the extensiveness of
drinking that occurs there. We are disappointed and alarmed that the downtown bars
allow minors entrance. It is a fact that minors are drinking, and drinking heavily there.
We are from the Chicago area and the University has an excellent reputation which is
why we considered sending our son there. Allowing minors into local bars when most
universities do not tarnishes your reputation considerably. We urge you to mandate
that the downtown bars obey the law. We would like downtown businesses to offer
alternative entertainment at night for students who don't want to drink. A university's
reputation and parents trust in the university are not things to be superseded by the
profit motive of these downtown bars.

Dear Sirs,
I was distressed to read in "The Parent Times" newsletter about the campus drinking. I
was unaware that 18 year olds were allowed into bars. I thought the law clearly states
you must be 21 to enter bars. Why is University of Iowa any different? I also thought
University of Iowa was a dry campus. I guess I was wrong. One of the main reasons I
sent my son to University of Iowa was because I was told it was a dry campus by
numerous staff personnel. If there are 98 bars within a lmile radius, clearly the business
the City of Iowa is trying to promote is drinking weather you are 18 or 88. I am
seriously considering sending my son to a healthier environment. One where drinking is
taken seriously. I am very disappointed in the University of Iowa.

The 28 November Iowa City Gazette reported that the Council has asked the Art
Committee to study whether the fountain formerly in the Ped Mall should be phced in
Chauncey Swan Park or near the new water plant. The Chauncey Swan Park would be
graced by a fountain, in my opinion. This site would also keep the fountain downtown
where it would be seen by more people, including residents and visitors. I hope the
Council will spend $119,000 to put the fountain in Chauncey Swan Park. A second
choice would be some other site downtown,. such as Hubbard Park next to Iowa Avenue.

RE: Request for Tax Abatement for Walden Hills Lot 53
Iowa City Senior Housing, Phase II
Dear Council Members:
We respectfully request your consideration of alternative sources of local financing of
affordable housing developments.
If the City of Iowa City is to remain competitive with other Iowa communities in
providing affordable rental housing, it will have to provide local financial assistance
equal to at least 3% of total development costs of a project.
State funds for affordable housing are awarded on a competitive basis by the Iowa
Department of Economic Development (IDED) and Iowa Finance Authority (IFA).
We have had first hand experience in other communities that have offered financial
incentives such as tax increment financing, property tax abatement, local CDBG, local
HOME, general fund and in-kind contributions as sources of financing for affordable
rental housing.
Another method to enhance the City's chance of attracting state funds for affordable
housing is for the City to create urban revitalization areas. The Iowa Finance
Authority defines urban revitalization areas as an organized community revitalization
program with a strategic plan adopted by a political subdivision that designates
neighborhood plans, area plans, or comprehensive plans that address housing needs.
IFA and IDED are establishing a common application cycle for FY2000 affordable
housing funds. Although a formal announcement has not been made, we have
learned informally that a possible schedule would be to open the application cycle in
March and have an application submission deadline of early summer.

City of Iowa City to compete against other communities seeking affordable housing

This note is in response to your letter regarding Hickory Hill Park and the potential First Avenue
extension. Your letter was so well written that I took the liberty of copying the rest of our City
Council members.
You brought up several of the issues that must be reviewed before a project such as the First
Avenue extension is considered. The impact on Hickory Hill Park is a question that needs to be
assessed; however,. it would not take away land from the park. In addition, as our city grows, it
is imperative that we are able to provide the necessary fire and police response to residents
living in those areas. Safety of our citizens is the most important service we provide. We also
need to consider the traffic volume affecting residents living on the streets that currently connect
Iowa City with the interstate system - are those residents able to enjoy their property due to the
high volume and are we at the same time meeting the needs of the majority of other residents of
our town who use the public streets.
This is a complex project that requires much thought. I appreciate that you took the time to let
us know your point of view.

We have received your letter of December 9 inquiring about the item on the City Councirs
agenda regarding a one-lot commercial subdivision in the Windsor Ridge neighborhood. This
item was to create a single lot, which could then be sold for development purposes. In order for
anyone to sell a property and for tax purposes, a property must be described by a legal
description and included in a drawing, which is called a plat. On this particular plat or lot, there
could be a number of commercial uses which would serve the Windsor Ridge neighborhood.
The property is zoned Neighborhood Commercial (CN-1). Zoning is a law that prescribes the
types of uses that can be placed on a piece of property. In this instance future uses could
include a drugstore, a branch bank, a video rental store, small retail such as an ice cream store,
a small restaurant, a copy center, a barber shop or a grocery store, to name a few. The grocery
store would need to be smaller than some of the large grocery stores that you see in town now.
The site should be developed to allow ease of pedestrian access. This particular property has a
plan which shows a green "town square" as its focal point.
I hope this answers your questions about this agenda item. I am very pleased that you have an
interest in your government and wish you well in pursuing your Citizenship in the Community
merit badge. We always enjoy having the Boy Scouts attend our Council meetings.

Re: Passenger loading zone designation on Teeters Court
As directed by Title 9, Chapter 1, Section 3B of the City Code, this is to advise the City Council of
the following action. Unless directed otherwise by the City Council, this action will occur on or
shortly after December 14, 1999.
Action
Pursuant to Section 9-1-3A(10) of the City Code, signage will be installed indicating passenger
loading zone on the west side of Teeters Court from its northern terminus 90 feet to the south.
The loading zone will have a 15 minute time limit from 8 a.m.-5 p.m. Monday through Friday.
Comment
This action is being taken in cooperation with the Iowa City School District and the Lincoln School
Administration to provide an area for parents to drop off and sign-in students for specialty
programs which take place after school and throughout the day. The school has designated some
of their existing parking spaces as "No Parking" to provide for a turnaround area for this loading
zone. The school plans to provide adequate parking within its campus next year and this action
will be rescinded at that time.
