The City of Iowa City hereby notifies the Iowa Department of Natural Resources that our cost estimates for closure and post- closure of the Iowa City sanitary landfill for 2000 have been reviewed and updated as appropriate. The average cost was derived by viewing the salary cost, benefit costs, and the average time to complete the issuance of the ticket for Possession of Alcohol Under Legal Age. Gilbert Street TO: City Manager - FROM: Parks and Recreation Director DATE: February 1, 2000 RE: City High Tennis Lights I met yesterday with Lane Plugge and Jerry Palmer to discuss the most recent proposal to the School Board from "residents of Third Avenue and Dunlap Court", with regard to the City High tenms lights (copy attached). As I understand it, this issue will once again be on the agenda of the next School Board meeting to be held February 8~h. With regard to items 1, 2 and 3 in their proposal, the three of us agreed that these requests cannot be accommodated without violating the terms of the agreement between the City and the School District (copy attached). Regarding item 4, a timing device ~vas installed last summer at our expense. I am currently awaiting a proposal from Merit Electric to improve this system. Item 5 is a School District issue. During our conversation, I indicated that if our agreement is to be amended it is likely that it will have to go back to City Council for such action, in view of the controversial nature this project has taken on. I also indicated that there may be some minor "wiggle room" in the agreement, but I cotrid not support major changes, such as the lights being turned off at 9:00 p.m. (let alone the 8:30 p.m. the neighbors suggest). I also told them that acceptance of a proposal such as the one submitted by the neighborhood would, I believe, result in the City asking for a return of its $10,000 contribution. Again, I emphasized that this is not my decision, and would likely need to go before the City Council. Please advise if you need further information. To: School Board Members Date: January 25, 2000 From: Residents of Third Avenue and Dunlap Court Re: Tennis Courts Lights at City High Contacts: Kate Hancock (337-7375), Feather Lacy (337-3040), Dave Woodruff (337-7375) The situation with the tennis lights at city high persists and remains unresolved. We feel the specific steps listed below, if adopted, would bring real closure to this matter. These proposals are the result of several neighborhood meetings. We all hope that the board will give serious consideration to our proposal and will work with us to find a constructive compromise that allows all concerned to reach closure and put the matter behind us. We continue to believe that sports stadium lighting is simply inappropriate for outdoor tennis courts situated so close to residential properties. The current lighting system does not meet industry standards, nor does it comply with the current lighting standards adopted by the city of Iowa City intended to address the problems of light trespass and nuisance in our communities. We have previously suggested a number of solutions to this problem, including transfer of the lights to a public park with an arrangement to reserve specific evening court time for tennis practice (recall that the city contributed $10,000 to the project; they might be persuaded to buy out the school's interest), and compliance with the city light ordinance. The prior school board refused to consider these or other options that we proposed. The board did, however, vote to install the "TLC' shields. We requested this action in reliance on representations made by Musco Lighting that the shields would eliminate the problems of glare and direct spill lighting beyond the schoo!'s boundaries and into our homes and neighborhood; and allow us all to put this matter behind us. Sadly this was not the case. The shields have made only a modest difference, benefiting some neighbors more than others. In the spirit of compromise, and with the desire to bring closure to this protracted matter, we propose the following: 1. That the period during which the lights are to be used for evening tennis play be limited to the spring term high school tennis season. This would mean April I to June I (our dates may be a little off). We believe that the only legitimate purpose for the lights is for the benefit of the students. This approach continues a commitment to the students by allowing extended hours for the men and women's tennis teams, as well as other students when the teams are not using the courts. During this period the courts would also be available to the general public, again when not occupied by the tennis teams. 2. That the hours of operation be from dusk until 8:30 p.m. To our knowledge, last year the teams did not practice beyond 7:30 p.m. (maybe on rare occasion until 8:00). We believe 8:30 to be a reasonable curfew. October, 1998 AGREEMENT BETWEEN THE CITY OF IOWA CITY AND THE IOWA CITY COMMUNITY SCHOOL DISTRICT FOR THE LIGHTING AND JOINT USE OF THE CITY HIGH TENNIS COURTS In keeping with the spirit of the "Cooperative Agreement for Joint Use of Facilities" between the City and the School District, which has been in effect since 1983, the intent of this Agreement is for the City, the School District and the City High Little Hawks Club to cooperatively provide lighted tennis courts at City High School for use by constituents Of the Iowa City Community School District and the general public. It is agreed between the Iowa City Community School District and ~the City of Iowa City as follows: 1. The City shall contribute $10,000 toward the cost of the purchase and installation of sports lighting on the six (6) tennis courts at City High School. 2. The tennis courts shall be available for use by the general public when not in conflict with school-sponsored practices, matches, classes, maintenance efforts or other events. 3. Weather permitting, the courts shall be available for public use April through October of each year excluding those times when the courts are being utilized for school-sponsored functions. 4. The lights shall be available for use until 10:00 p.m. each evening. 5. The City shall share equally in the purchase of tennis nets; the City and School District agree that utility expenses may be cost shared between them in the future; the School District shall be responsible for maintenance expenses; the City shall pay for repairs to anything damaged during City-sponsored activities. 6. Any provisions not specifically addressed in this agreement shall be covered by the "Cooperative Agreement for Joint Use of Facilities" between the City and the School District. COMMUNICATIONS All items under Communication were informational items except for #5. JTPA, Title IV - Pilot and Demonstration Program. Bob said that this item dealt with grant availabilities coming out before the Wodacome Investment Act. Steve Rackis said that the purpose of this program is to support the creation and development of regional skills conso~a fur the purpose of assessing employment skills needs and of assessing the need fur dosing the gap between the skills needed by industry and the skills hdd by regional workers. The role of the consortia is to work in tandem with the emerging structures under WIA to develop a strong bash for wox4acorce planning to minimize skills shortages. The goal of the proposed project is to create a systematic "just-in-time" infurmation gathering process for scanning the workforce environment to plan for and minimize skills shortages in the labor force. This process will be documented as a modal for replication in service delivery areas across the state as well as nationally. The project he was proposing will create an assessment consortlure comprised of members from an existing employment service provider, the Coordinating Service Provider (CSP) consortium and business representatives who are ex-officio members of the regional Workforce Investment Board. This regional-based consortlure will create a systematic process to: identify employer needs; assess skills of current and prospective employees; create skills sets for position; create a catalog of the positions for access by employers; and to connect training, skills profiles and employer needs together to minimize the gap between available workers and workforce demands. Bob Ballantyne said that this grant will help us look at what we have and where we can go to recrnit businesses. We are looking for small and big businesses to create a labor pool for the skills our applicants have. Bob said that .Kirkwood Community College has been spoken to about applying for the grant and Becki Lynch from Kirkwood was here today. Becki said that Kirkwood will be applying fur the grant in an official capacity but there will not be any fiscal or administrative responsibilities involved as far as their part is involved. Lee Clancey made a motion to approve applying fur thi~ grant. James Houser seconded the motion and it passed. OLD BUSINESS 1. Audit Mark Moore distributed correspondence per'atining to the debt collection issue that staff has been woddng on fur the past year or so. This correspondence included a letter from Richard Running asking the Department of Labor to grant Iowa a waiver from debt collection from the East Central Iowa Employment and Training Consortlure. The letter stated that the amount in question pertained to JTPA funds only and did not include funds received from another funding soume [Manpower Demonstration Reseamh Corporation (MDRC)]. Lumir Dostal said that he was glad that we finally got some action on this issue. He said that we have not anything from anyone and he was glad that it was in the federal government hands now. 2. Worker's Comoensatlon Insurance Bids Bob Ballantyne stated that we had sent out a Request for Quotation fur Worker's Compensation. He said that we had received four (4) responses of which two (2) had bids included. Bob said one (1) bid was from Davis, Jones, Lamb Insurance Agency fur $6,104.00. We had eontracted with them last year. The other bidder was Millhiser Smith Agency fur $5,528.00. Bob said that he was asking permission from Local Elected Officials contract with Millhiser Smith for our Worker's Compensation package. He stated that the Private Industry Council had recommended contracting with them. Ole Munson asked how much money had been budgeted to cover this cost. Bob stated that this amount was $7,500. James Houser made a motion to approve staff contracting with Millhiser Smith for our XVoxker's Compensation package for $5,528.00. Lee Clancey seconded the motion and it was approved. NEW BUSINESS 1. Strategic Workforce Development Fund Bob Ballantyne explained that this item was on the agenda to notify LEO members that in the April minutes it stated that the Usher's Feny proposal was for $6,669.50. He explained that the actual amount on the contract showed the amount was $7,889.33. He further explained that Usher's Ferry had actually spent less. They only spent $5,715.84. He explained that it needed to be reflected in the minutes that LEO members had been notified of these differences. Ed Sass made a motion to note in the minutes that LEO members were notified of these differences in amounts for the Strategic Workforce Development Fund Usher's Ferry contract. John Tibben seconded the motion and it passed. Bob Ballantyne further explained that money ~ left over from this fund and he thought Joe Nassif from HACAP would be asking for more money because he has had a lot of enrollments this year. 2. Fax Machine Purchase Bob Ballantyne explained that our current FAX machine in Iowa City is broke. He suggested purchasing a new FAX machine for our Cedar Rapids office and taking our current one to the Iowa City office. We had asked Iowa Workforce Development and Kirkwood Community College for a list of vendors that they used. Bob stated that we had received a proposal from IKON Office Products for a machine for $2,150.00. Bob stated that this machine had more features than we needed. We had also l~:eived information from Iowa Office Supply through Kirkwood Community College for a Sharp FAX machine for $700.00. Bob said he was asking permission from LEO membePs to purchase the Sharp FAX machine from Iowa Office Supply for $700.00. James Houser made a motion to approve the purchase of the Sharp FAX machine from Iowa Office Supply for $700.00. Lee Clancey seconded the motion and it was approved. 3. Incentive Grant Bob Ballantyne explained that once again we had exceeded all of our performance goals. Our SDA is one of two in the state who have always achieved this. This year, all but one SDA recei~l an Incentive Grant. SDA Ten received $8,835.00 to add to our budget. 4. November/December Meetings ' Bob Ballantyne started by explaining that this item was in reference to our annual Recognition Luncheon usually held in December. He said that we usuafly invite Private Industry Council, Local Elected Officials and staff from cooperating agencies as well as n~cognizing various "successful" JTPA and Promise Jobs clients. He stated that the Regional Workforce Investment Board members would be invited this year also. ~ Bob said that we needed to set a date for the luncheon. The Private Industry Council had decided on December 9 for the date of the lun~eon. Based on discussion brought up by Linn County Supervisors, this date was changed to December 16 and was approved by members. Bob said that there may be some business to deal with at that meeting as well as a brief overview of what is coming up in the next 6 months. He said there will probably be a brief presentation regarding the doseout of JTPA. 0 Mark Moore stated that there will probably be some overlapping of JTPA and Workforce Investment Act activities for a few months. A suggestion was made to invite the City of Marion to start participating in meetings. Bob Ballantyne stated that LEO members needed to decide where they want to meet for LEO meetings. In the past, we have met at the Fifth Avenue Resource Center but meetings have been held at the ECICOG office because of issues they have been dealing with and they needed to be at their facility for accessibility of their materials. Bob said that we could once again start meeting the Resource Center or at the County building or continue to meet at the ECICOG offices. Accessibility of materials is a key factor in this decision. Bob said we will talk to the ECICOG chair about their preference and a decision will be made at that time. The motion was for a $55,000 increase in salaries and now is increased to $60,000 to include all staff members. The motion will be forwarded to the budget committee for consideration. An RFP for human resources consulting services was sent out to review the personnel policy. The Personnel Committee sent out invitations to five firms and received three responses. Responses were received from New Avenues, Staff Management, and Von Bokern and Associates. Elliott gave an overview of the RFP's. The committee recommends to the board that the proposal from Von Bokern and Associates be accepted based on their qualifications. The Meeting of the Chief Elocted Officials was called to order by Lumir Dostal at 10:35 AM at Gwen's Restaurant, 119 Main Street, Lisbon, Iowa on December 16, 1999. Lumlr called for a motion to approve the agenda as written. Jim Houser made a motion to approve the agenda. Henry Herwig seconded the motion. Motion carried. Update on 28-E's: Marilyn Mclnr0y reported that all the 28-E's are in. The documents ar~ currently being recorded with the Scretary of State. As soon as they come back, each unit of government will receive a copy of the document as well as a copy of the resolution page that each unit of government signed. Election of Temporant Chair:. As this is the first official meeting of the Chief Elected Officials Board, it is appropriate to elect a temporary chair. A permanent chair will be elected effective July 1, 2000. Jhn Houser nominited Lumir DostaL Henry Herwig seconded the motion. The consensus was that since the LEO Board and the CEO Board w~i meet eonem-ren~y, it will be more efficient to have the same Chairperson. Lumir stated that he was willing to carry out the duties ff elected. There being no further discussion, a vote was called. Motion carried unanimously. There was a brief discussion on how meetings will be conducted between now and July 1, 2000. The LEO Board and the CEO Board will meet concurrently. Crhere may be exceptions to that rule) There will be an agcnda that will include a CEO section and a LEO section. The membership of, the Boards arc the same with the exception of the City of Marion. RWIB-CEO Aft'cement: Dee told the Board that a copy of the RWIB-CEO Agreement is in the packet of materials for the meeting. We have gone over the document before and rather that go over section by section, she would answer questions on the agreement. Maxilyn McInroy told the Board that we had previously approved the agreement but she felt that since this is the tint official meeting of the CEO Board, she felt it was appropriate to have it documented in the minutes as having been approved. Henry Herwig made a motion to approve the RWIB-CEO Agreement Leo Cook seconded the motion. There being no discussion, a vote was called. Motion carded unanimously. RWIB Vacancies: Marilyn Mclnroy led the discussion on filling the RWIB vacanci~is. She told the board that when she mailed out the last notice of this meeting, she also mailed our copies of 2 nominations for the Community College vacancy on the RWIB Board. She stated that we needed a motion to consider these two nominations. The established procedure was not followed but the Governor's office has said that we can go ahead and consider them if you choose. Rather than being sent to this Board first, they were sent to the Govemor's office. It the interest of time, Marilyn suggested that the Board agree to ~l the community college vacancy at the same time as the other vacancies. She explained to the Board, she was not asking for a motion as to who should fill the vacancy only on the process. Supervisor Jim Houser made a motion that we fill the Community College vacancy at this time. Henry Herwig seconded the motion. There being no further discussion, a vote was called. Motion carried. Marilyn Mclnroy told the Board that we have 5 total vacancies. The vacancies are 1 Community College vacancy, 1 Business Vacancy, 2 Labor vacancies, and I County Elected Official vacancy. She reminded the Board that they must achieve poEtical ~ffiliation and gender balance in making their selections. To achieve this balance, their selection must include 3 republicans and 2 democrats. Crhere are no independent nominations). It also must include 3 females and 2 males. A spreadsheet in the member packet details the statistics for the board as it curren~y exists. The second spreadsheet shows the balance statistics for the nominations that are being considered. Copies of the individual nominations were also included in the member packets. Henry asked if we had to have representatives from every county. Mafilyn said that we certainly would like to do that but there are some counties where we do not have nominations. She also stated that we will retain the nominations for those that we did not select to consider for future vacancies. Youth Council Nomination: Supervisor Lu Barron gave a report from the Youth Council Committee. She stated that a committee of equal representatives from the CEO and RWIB Boards met and went over the nominations for the Youth Advisory Council. She indicated that some of the sIots were left vacanl due to the fact that we wanted more representation from the nLral coUnties. There was also a vacancy left for the second Public Housing Authority Representative. Mafilyn stated that since that meeting, we have received a nomination from Maggie Grovesnor, the director of Public Housing in Iowa City. Thee was a suggestion to go ahead and add Maggie's name to the list of recommendations. Since Maggie is a required participant on the Youth Couneil, the decision was made to go ahead and do tha~. Ed Sass seconded the motion. Motion Carried unanimously. Selection Process of One-Stop Operator: Lumir Dostal reported on the recommended pwcess for selection of the One-Stop Operator. He told the Board that the committee recommends and the RWIB has appwved that the One-Stop Operator (Coordinating Service Provider) be selected by competitive process. There also is a recommendation that the One-Stop Operator also be the service provider for Adult and Dislocated Workers. In the member packet there is a revised copy of the Public Notice that has been proposed. The dates have been revised to bring it up to date. This is a public notice for a process similar to the one that was used a couple of years ago when you chose a new administrative entity for JTPA. The proposed dates are as follows. Marilyn said that we will not know until at least January P. Bidders must attend the informational meeting. She stated that she expected that Kirkwood and IWD has an interest. Lurnir stated some of the current CSP members may be interested. Mayor Lee C!ancey made a recommendation that the Board approve the recommended proem to select the One-Stop Operator. Lu Ban'on seconded the motion. Motion carried unanimously. Chairperson Lumir Dostal asked Mayor Clancey ff the Cedar Rapids City Council has appointed a council member to replace Commissioner Ole Munson on the Chief Elected Officials/Local Elected Officials, Boards. Mayor Clancey stated that she believed it was Commission Thomas. Other Business: Marilyn McInroy stated that she planned to begin sharing the R. WIB minutes with file CEO Board and vice versa. She said file minutes would not be shared until they are approved so there will be a delay in when they are received but she wanted file Boards to know. Maxilyn passed out a survey asking Board members what training they feel they need. The survey listed a variety of topics and also asks when riley feel the training should be delivered. A question and answer sheet was attached to the survey asking whether riley would like the training done over the ICN, in a state-wide conference or regionally. Members were asked to fill out the surveys and return today before they leave. The remits will be compiled and decisions made based on the responses that are received. RWIB and CEO members are asked to fill out the surveys in all 16 regions. Chairperson Lumir Dostal thanked everyone for attending the meeting. 'He said he was real thalllcful that we had a quorum. Box 892 · Iowa City, Iowa 52244· 319-338-7518 February 2, 2000 To: Steve Atkins, Iowa City City Manager From: Jim Swaim, Johnson County Juvenile Crime Prevention Program/ The Crime Prevention work group wanted to update you on the status of ftmding for 'the project in the coming year. It looks like the legislature will reauthorize the program in this session. The formula for funding, however, will likely reduce what has been available to the local project from state funds of $200,000 down to between $60,000 to $70,000. We also face the likely loss of $40,000 local decat funds in the project. The Johnson County Board of Supervisors has a request from Pat White's office to pick up the state share of the project at $200,000, however at this point in time they are looking at around $100,000. Other local communities are being asked to help sustain the crime prevention effort and I will speak to Solon town Council tomorrow evening. We hope that Iowa City will provide $21,400 to the project (the $1,400 you have done this year, plus $20,000 to offset the lost state funding). Noah Liberty will be providing in the neighborhood of $8,000, and of course Coralville is providing less than Hills. Let me know if you have questions or there is additional follow-up work needed to our original request for support. I reviewed this information with Chief Winkelhake two weeks ago and the city is represented on the Crime Prevention Policy Board by Connie Champion and Tom Widmer. Thank you for your consideration.
