City of Iowa City MEMORANDUM Date: March 10, 2000 To: City Council From: City Manager Re: Senior Center As we all know the Senior Center Commission has indicated their interests with respect to the skywalk connecting Tower Place and Parking with the Senior Center. They have reiterated this position on several occasions. They are actively seeking funding to assist in financing of such a skywalk. Meanwhile, there are other interests that are trying to pursue other access points to the Senior Center notably doorways through the Senior Center, those exiting from Tower Place and parking, Ecumenical Towers, etc. I believe it is important for the City Council to determine just how far we need to go in pursuing some of these doorway options and whether these options are intended to substitute for a skywalk. If the question of access can be resolved by a doorway at substantially less cost, would it satisfy the Senior Center Commission and their desire for the skywalk. Such questions will need to be asked to determine whether additional engineering/architectural work and/or further discussions with HUD and Ecumenical Towers is necessary. You may recall the agreements were developed by the three parties at the time we acquired the property/parking from Ecumenical Towers. It seems that there are numerous opinions as to how to proceed. I would hope that we could schedule a work session where this matter could be discussed. I will ask representatives of the City staff to be present in order to provide you with the history of the agreements. Other technical aspects can also hopefully be handled during such a discussion. I will schedule this for an upcoming work session, cc: Linda Kopping Joe Fowler Jeff Davidson Eleanor Dilkes tp2-Ssa,doc 03-16-00 IP2 March 7, 2000 CITY OF I0 WA CITY Jim Ruebush 74 Durango Place Iowa City, IA 52246 Re: Your e-mail of March 6, 2000; Slothower Road Dear Mr. Ruebush: A couple of years ago the City Councils of Iowa City and Coralville, and the Johnson County Board of Supervisors, considered the future alignment of the extension of Highway 965. Highway 965 currently ends at Highway 6 near Coral Ridge Mall. It is planned for Highway 965 to be extended south with intersections at Melrose Avenue, Rohret Road, and Highway 1. One of the alignments under consideration at that time was along the existing alignment of Slothower Road. However, a decision was made that Highway 965 should be extended approximately one-half mile west of Slothower Road along an alignment that goes down the existing Hurl Road alignment and the east side of the Iowa City Landfill. With the decision to locate the future extension of Highway 965 west of Slothower Road, the decision was also made that Slothower Road would be a future collector street, rather than an arterial. Collector streets are not constructed by the City, but are constructed incrementally by developers as they redevelop their property. It is our intention that a reconstructed Slothower Road will eventually connect Phoenix Drive to Melrose Avenue. Through the platting of subdivisions, the City would work to ensure that this connection occurs in a fashion so that traffic does not cut through your neighborhood. The timing of this connection will be determined by the property owners between your subdivision and Melrose Avenue. Karr, City Clerk RE: Address Review Appeal - Update As you may recall the City appealed 1,050 addresses that were not accepted as part of the Census 2000 Address Review. We have just received word from Washington. D.C. that the necessary documentation had been received and all 1,050 addresses were accepted and will be part of the Census 2000. IP4 Senior Center Memorandum To: City Council From: Linda Kopping, Senior Center Coordinator Re: Skywalk Fundraising Promotion Date: 10 March 2000 Earlier this week at a meeting with Terrence Neuzil of KCJJ, Terri Miller-Chait, Jay Honohan and I were told that KCJJ plans to donate $5,000 dollars in advertising to the skywalk fundraising campaign. According to Mr. Neuzil, KCJJ will help us develop a variety of radio spots focusing on skywalk that will be aired throughout the day. Hopefully these radio spots will maintain community interest in the skywalk and assist with the fundraising effort. Members of the Commission's Strategic Planning Committee for the skywalk were very pleased with this news (of course) and have started planning for the first radio spot. Consent Agenda: Calvert suggested that an agenda item should be added for board members, comments. He was assured that everyone would listen to what he has to say without the addition of an agenda item. Approval of December and October (?) minutes: December minutes approved as amended including changes to previous meeting notes upon motion by Nothnagle and second by Petersen. Thompson will correct previous minutes and enter into the record. Short Public Announcements: None Board Announcements: Petersen distributed updated list of Board members, email addresses, street addresses and phone numbers. Calvert discussed idea of acquiring additional bandwidth outside of that provided by the current contract between PATV and the cities of Iowa City and Coralville. Discussion followed about current and future options for PATV in a rapidly changing telecommunications environment. Among topics discussed were: Technology changes such as wireless vs. cable broadcasting Web Streaming Video as an alternative to cablecast The need and requirement for technology transfer into the PATV arena through education and procurement of equipment. Possible strategies for accomplishing the above Thompson noted that Free Speech TV is now available 24 hrs per day via satellite transmission. Also that a new series of monthly meetings entitled "Democracy University" will begin February 7th, and will be held at the Iowa City Public Library. This series will be sponsored by PATV and hosted by Greg Thompson as part of PATV's mission of promoting media literacy. Nothnagle asked about the role of PATV may play in the area radio broadcasting. Old Business: Wide ranging discussion followed regarding negotiations of a new contract with Iowa City, Coralville, or both. Specific discussion involved Page 2, subsection F of proposed 'contract with City of Iowa City. Consensus was that assessment criteria included in the proposed contract were vague and nebulous. And that further clarification may be needed before an agreement can be reached. Discussion followed regarding the results of the long range planning meeting that was held on January 8, 2000. A framework for the Board Policies Manual was established at that meeting. A policy meeting was set for February 10th at PATV to begin development of the policies. Washington Street Iowa City, IA 52240 Re: Ecumenical Towers - City of Iowa City Acquisition Dear Eleanor: This morning I received a phone message to return a call to councilman Steve Kanner. In speaking with Jim Ryan from the Department of Housing and Urban Development ("HUD'), I understand that he referred councilman Kanner to me. Therefore, I assume the call is related to the parking ramp. I have not returned the phone call. As legal counsel for Ecumenical Housing Corporation, my discussions on this matter have been directly with you as legal counsel for the City. As you are aware, I have spoken with others at the City only after I have advised you and obtained your specific approval or in your presence. I will not be able to call Mr. Kanner on this matter. Please advise Mr. Kanner of my professional obligation to deal directly with you as counsel for the City. I am also extremely reluctant to discuss this matter with any individual council member without your presence since, in my opinion, there are ethical prohibitions against me doing so. Of course, I am ready, willing and able to discuss the Agreement between the City and Ecumenical Housing Corporation with the entire City Council if you wish. From Jim Ryan's comments, it appears that councilman Kanner's call may relate to the issue of an exit on the south side of the parking ramp for purposes of access to the Senior Center. You and I have discussed this previously and, as you are aware, it is Ecumenical Housing Corporation's position that the City may make any changes to the parking ramp it wishes that do not affect the portion of the ramp to be owned and Ms. Eleanor Dilkes March 20, 2000 Page 2 operated by Ecumenical Housing Corporation. From my discussions with Jim Ryan this morning, I know that HUD shares this position. As far as Ecumenical Housing Corporation and HUD are concerned, the City and Ecumenical Housing Corporation have an agreement in place with respect to this acquisition. As you know, this agreement was reached through long and difficult negotiations among you, on behalf of the City, me and HUD. Ecumenical Housing Corporation and HUD consider the agreement to be final subject only to the HUD approval process of the final purchase documents. That process is nearly complete by HUD in Des Moines, Omaha and Kansas City. It will then be forwarded to Washington, D.C. for "final" approval. Based on the HUD review to date, I do not believe there is anything to discuss about the agreement, other than minor non- substantive changes to the documents. Please do not think that I am unwilling to discuss the matter further with the City, should the need arise. If this happens, I will expect to hear from you directly and not from individual Council members. Should you have any questions about the content of this letter, of course, please feel flee to call.
