Comment: This resolution of support will enable Regency Heights Apartments to apply for Low Income Housing Tax Credits from the State of Iowa. Public hearing on an ordinance rezoning 20.78 Acres from Interim Development Multi-Family (ID-RM) to Public (P) for property located west of Gilbert Street south Comment: At its June 15 Meeting by a vote of 6-0 the Planning and Zoning Commission recommended approval. Staff recommended approval in a staff report dated June 15. Action: ~ (~ r_~ ~ff ~ ~~ b. Public hearing on an ordinance rezoning 35.15 acres from Planned Development Housing Overlay (OPDH-1) to Sensitive Areas Overlay (OSA-1) and approving the preliminary sensitive areas development plan for Walnut Ridge, Part 8-10, a 23-1ot residential subdivision located on Kennedy Parkway. (REZ00-0013/SUBO0-O010) Comment: At its July 6 meeting by a vote of 5-0, the Planning and Zoning Commission recommended approval subject to the final plat application including a City Forester-approved tree replacement plan and a conservation easement to assure the long-term protection of the woodlands and protected slopes. Staff recommended approval subject to the tree replacement plan and conservation easement. Action: ~o- 2_~,~ c. Consider a resolution approving the annexation of 69.37 acres of property located at the southwest corner of Lower West Branch Road and Taft Avenue. (ANN00- ooo 11 Comment: At its May 18 me~g, by a vote of 5-0, the Planning and Zoning Commission recommended approval of the proposed annexation. Staff recommended approval in a report dated May 4. Consider an ordinance to conditionally rezone 30.32 acres from County Suburban Residential (RS) to Low Density Single-Family Residential (RS-5) and 39.05 acres from County Suburban Residential (RS) to Interim Development Residential (ID-RS) for property located at the southwest corner of Lower West Branch Road and Taft Avenue. (REZ00-0012) (First consideration) ZZ,.),, ~.,..~w/~,~, ~__~ ~ ' Comment: At its May 18 meeting, by a vote of 5-0, the Plannin Zoning Commission recommended approval of the proposed rezoning, subject to the eventual development of the property being consistent with the policies in the Northeast District Plan, and the retention of a stone railroad bridge for public access use. Staff recommended approval in a report dated May 4. e. Consider an ordinance to rezone 54 acres from Public/Intensive Commercial (P/CI) to Sensitive Areas Overlay - Public (OSA-P) and for approval of a preliminary Sensitive Areas Development Plan for property located in the north part of the airport property, west of Riverside Drive. (REZ99-000.~,~~n~_.~op.t),,t . Comment: At its April 20 meeting, by a vote of 7-0, the Plannm~ Z/Zoning Commission recommended approval of the proposed rezoning. Staff recommended approval in a report dated April 6. Deferred on July 18. Staff recommends thatt this item be deferred to August 15. f. Consider a letter to the Johnson County Board of Supervisors recommending denial of a rezoning of 125.43 acres located within Fringe Area C east of Dane Road and west and south of the Lakeridge Mobile Home Park from County A1 Rural and RS Suburban Residential to County RMH Manufactured Housing Residential. (CZ0027) Comment: At its June 15 meeting by a vote of 6-0 the Planning and Zoning Commission recommended denial of this rezoning due to its non-compliance with the Fringe Area Agreement, the Iowa City Comprehensive Plan, and the Johnson County Land Use Plan. The Commission also recommended that if the Board entertains approval of this rezoning then the Board and City Council should meet to discuss merits of the proposal with relationship to the Fringe Area Agreement and the Future of the agreement. Staff recommended denial in a report dated June 9. Deferred on July 18. Correspondence included in Council packet. Petition included in Council packet. August 1, 2000 City of Iowa City Page 6 ITEM NO. 6. PROCEEDINGS TO TAKE ADDITIONAL ACTION FOR THE ISSUANCE OF $12,000,000 SEWER REVENUE BONDS. Comment: This public hearing is being held to receive public comment regarding the issuance of up to $12,000,000 Sewer Revenue bonds. Bond proceeds will be used to extend, improve and equip the sanitary sewer utility of the City. The resolution authorizes staff to proceed on behalf of the City with the sale of the bonds, to select a date for the sale thereof, and to take all action necessary to permit the sale of said bonds on a basis favorable to the City and acceptable to the City Council. a. PUBLIC HEARING Oo- 2~,¢f b. CONSIDER A RESOLUTION INSTITUTING / Action: ITEM NO. 7. PROCEEDINGS TO TAKE ADDITIONAL ACTION FOR THE ISSUANCE OF NOT TO EXCEED $13,000,000 WATER REVENUE BONDS. Comment: This public hearing is being held to receive public comment regarding the issuance of ~13,000,000 Water Revenue bonds. Bond proceeds will be used to provide funds to extend, improve and equip the water utility of the City. The resolution authorizes staff to proceed on behalf of the City with the sale of the bonds, to select a date for the sale thereof, and to take all action necessary to permit the sale of said bonds on a basis favorable to the City and acceptable to the City Council. a.PUBLIC HEARING Action: c>o - z.'l o b. CONSIDER A RESOLUTION AMENDING THE BY-LAWS OF THE HISTORIC -7_,'1[ PRESERVATION COMMISSION TO PROVIDE FOR A SECOND REGULAR MONTHLY MEETING, AS NEEDED. Comment: At its June 20 meeting, Council approved revised procedures which called for the establishment of a second regular monthly meeting of the Historic Preservation Commission as needed, dependent upon the filing of applications for the review of Certificates of Appropriateness. Associated changes are also needed to the Commission's by-laws to establish the second regular meeting. The Historic Preservation Commission recommended the proposed amendments at its June 8 meeting. ITEM NO. 9. CONSIDER A RESOLUTION APPROVING, AUTHORIZING AND DIRECTING THE oo- Z'~7- MAYOR TO EXECUTE AND THE CITY CLERK TO ATTEST AN AGREEMENT BY AND BETWEEN THE CITY OF IOWA CITY AND HOWARD R. GREEN COMPANY, TO PROVIDE ENGINEERING CONSULTANT SERVICES FOR THE DESIGN OF THE MORMON TREK BOULEVARD IMPROVEMENTS. Comment: This agreement is with Howard R. Green Company for the design of the Mormon Trek Boulevard Improvements Project from Melrose Avenue to the Iowa Interstate Railroad Viaduct. This project is scheduled for construction in 2001. The total cost of the services is 9205,000. This is a joint project with the University of Iowa. CO~81DER ~ REBO[~TIO~ ~gTHORIZI~G THE CITY ~GER TO 81G~ FOR~[ - Z~ ~ PURCHASE AGREEMENTS BETWEEN THE CITY OF IOWA CITY AND ECUMENICAL HOUSING CORPORATION FOR THE SALE OF ECUMENICAL'S SURFACE PARKING LOT TO THE CITY FOR CONSTRUCTION OF TOWER PLACE AND PARKING AND THE SALE OF CONDOMINIUM UNIT 1F IN TOWER PLACE AND PARKING TO ECUMENICAL FROM THE CITY, SAID AGREEMENTS TO BE IN ACCORDANCE WITH THE PARTIES' LETTER OF UNDERSTANDING DATED JUNE 29, 1999. Comment: By letter of June 29, 1999, the City of Iowa City and Ecumenical Housing Corporation reached a letter of understanding in connection with the City's acquisition of Ecumenical Towers' parking area and provision of replacement parking in Unit 1F of Tower Place and Parking. Formal purchase agreements are being prepared in accordance with the letter of understanding. This resolution will authorize the City Manger to sign said purchase agreements upon the approval of the City Attorney, assuming said purchase agreements are in substantial compliance with the letter of understanding previously approved by Council. CONSIDER A RESOLUTION DEDICATING AUDITORS PARCEL # 2000031 oo-_ 2~'iH- CONTAINING 32.79 ACRES AND LOT 38, FIRST AND ROCHESTER SUBDIVISION, PART I FOR PARK PURPOSES. Comment: This resolution will dedicate as parkland 32.79 acres of the "Gaulocher Tract" (the land remaining following the recent cemetery expansion) and Lot 38, First and Rochester Part 1 subdivision, which was recently purchased by the City. c ion: ITEM NO. 12.
