RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST A CHAPTER 28E AGREEMENT BETWEEN THE CITY OF CORALVILLE AND THE CITY OF IOWA CITY REGARDING RECONSTRUCTION OF FIRST AVENUE FROM THE CLEAR CREEK BRIDGE TO IMMEDIATELY SOUTH OF THE IOWA INTERSTATE RAILROAD VIADUCT. Comment: The proposed agreement provides for a total contribution of $408,924 by Iowa City to the U.S. Highway 6/First Avenue intersection improvements project. For the purposes of traffic capacity and pedestrian and vehicular safety, this project will reconstruct First Avenue from immediately south of the Clear Creek Bridge in Coralville through its intersection with U.S. Highway 6 in Coralville to an area approximately 150 feet south of the Iowa Interstate Railroad viaduct in Iowa City, including reconstruction and widening of the viaduct. Iowa City's contribution will not exceed said amount notwithstanding the final cost of the project. ITEM NO. 9. ADJOURNMENT August 29, 2000 City of Iowa City Page 2 ITEM NO. 3. PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE FIRST AVENUE WATER MAIN PROJECT, ESTABLISHING AMOUNT OF BID SECURITY TO ACCOMPANY EACH BID, DIRECTING CITY CLERK TO PUBLISH ADVERTISEMENT FOR BIDS, AND FIXING TIME AND PLACE FOR RECEIPT OF BIDS. Comment: This project includes the installation of a 24" diameter water main, an 8' wide sidewalk and buried electric cable along the west side of First Avenue from Rochester north to the end of the existing First Avenue pavement. Also a 24" diameter water main will be installed along the north side of Rochester Avenue from First Avenue east to the Rochester Avenue water storage tank. The estimated cost of the water main and sidewalk work is ~477,500. The estimated City cost of undergrounding the electric cable is ~60,000. The electric cable work will be performed by MidAmerican Energy Company. This project will be funded by Water revenues. a. PUBLIC HEARING Action: ~(,.~ c~O- Z¢]~ b. CONSIDER A RESOLUTION APPROVING ITEM NO. 4. PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE NORTH AIRPORT DEVELOPMENT PROJECT, ESTABLISHING AMOUNT OF BID SECURITY TO ACCOMPANY EACH BID, DIRECTING CITY CLERK TO PUBLISH ADVERTISEMENT FOR BIDS, AND FIXING TIME AND PLACE FOR RECEIPT OF BIDS. Comment: The Airport Commission desires to develop the north 54 acres of airpo~ property for lease to industrial and commercial users. This project will provide the infrastructure improvements necessary to begin marketing the property for lease. The improvements include street paving, water main, storm and sanitary sewer, storm water channel improvements and site grading. The estimated cost of this work is ~1,527,550 and will be funded by General Obligation bonds, Road Use taxes, and Water revenues. a. PUBLIC HEARING Action: '~ ~/~ ~~~_:~ ~ b. PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE WASHINGTON STREET TRANSIT INTERCHANGE PROJECT, ESTABLISHING AMOUNT OF BID SECURITY TO ACCOMPANY EACH BID, DIRECTING CITY CLERK TO PUBLISH ADVERTISEMENT FOR BIDS, AND FIXING TIME AND PLACE FOR RECEIPT OF BIDS. Comment: This project includes street paving, sidewalk paving, street lighting, storm sewer, sanitary sewer, water service, electrical conduit and landscaping site work on the south side of Washington Street between Capitol and Clinton in preparation for a new transit interchange facility. Also included in this project are pavement repairs to the north half of Washington Street in the same immediate area. The actual transit interchange facility will be constructed in the summer of 2001 under a separate construction contract. The estimated cost of this work is 9210,000 and will be funded by road use taxes for pavement repairs and the remaining by 80% Federal Transit Funds and 20% local matching funds. a.PUBLIC HEARING Action: o~>- 3c>l b. CONSIDER A RESOLUTION APPROVING ITEM NO. 6. CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND CITY CLERK TO ATTEST THE LICENSE AGREEMENT FOR TEMPORARY USE OF PUBLIC RIGHT-OF-WAY BETWEEN THE CITY OF IOWA CITY AND MIKE AND MARTY ENTERPRISES FOR A SIDEWALK CAF~. Comment: Mike &Marty Enterprises, Quinton's Bar & Dell, currently has authorization to operate a sidewalk caf~ on the public right-of-way in front of 215 E. Washington Street. In addition to the sidewalk caf~, Quinton's has requested to place anchored fencing around the sidewalk caf~. City staff has reviewed their submittal and find it to be in accordance with the applicable sidewalk caf~ ordinance. This resolution and agreement authorizes the operation of a sidewalk caf~ and placement of anchored fencing and rescinds Resolution No. 00-215.
