for themselves and their posterity, did ordain and establish a
Constitution for the United States of America, and
~l~ereR8, it is of the greatest importance that all citizens fully understand
the provisions and principles contained in the Constitution in order
to effectively support, preserve and defend it against all enemies; and
]~ereRs, the two hundred twelfth anniversary of the signing of the
Constitution provides an historic opportunity for all Americans to
remember the achievements of the Framers of the Constitution, and
the rights, privileges, and responsibilities afforded to us in this
unique document; and
~]~l~reRs, the independence guaranteed to American citizens, whether by
birth or naturalization, should be remembered,

do~reby proclaim the week of September 17 through 23, 2000, to
be
in Iowa City and urge all citizens to reflect during that week on the many
benefits of our Federal Constitution and the privileges and responsibilities
of American citizenship.

death of a relative or close friend; and
~][][l~rl~aB, it is estimated that the state's hospice programs provide end-of-
life care to less than one-fourth of dying patients; and
~l~erl~aB, the quality of end-of-life care is of concern to all of us as we
and our loved ones will need end-of-life care at some point in the
future; and
~l~][]l~rl~aB, end-of-life care is an employer issue as employees need leave from work to care for their dying loved ones; and
~re~ end-of-life care is a communiW concern because se~ices must
be provided for both the dying individual and their loved ones.

end-of-life, and to empower ongoing effo~s.

United States today; and
~l~]~ere~t, the newness of the technology has left all of us unsure at times
how to handle situations with cellular telephones and other wireless
technology; and
~l~[~er~tlt, a public education campaign regarding wireless etiquette in a
variety of situations would benefit wireless users and the general
public.
