BOARD OF ADJUSTMENT
One vacancy - Five-Year Term
January 1, 2001 - January 1,2006
Duties: In appropriate cases and subject to appropriate conditions and safeguards, the Board may make
special exceptions to the terms of the Zoning Chapter in harmony with the general purpose and intent of the
ordinance and in accordance with general or specific rules contained therein. The Board may grant variances to
the Zoning Chapter only in the case of "unnecessary hardship." The hardship must be substantial, serious, real,
and of compelling force, as distinguished from reasons of convenience, maximization of profit or caprice. The
Board may also hear and decide appeals where it is alleged there is an error in any order, requirement, decision,
or determination made by a City official in the enforcement of the Zoning Chapter.
Iowa City appointed members of boards and commissions must be eligible electors of the City of Iowa City.
The Board meets the second Wednesday of each month at 5:00 p.m.
This appointment will be made at the November 21, 2000, meeting of the City Council at 7:00 p.m. in the
Council Chambers. The City of Iowa City encourages diversity in the appointment of citizens to boards and
commissions. Persons interested in being considered should contact the City Clerk at the Civic Center, 410 E.

HOUSING & COMMUNITY DEVELOPMENT COMMISSION

Duties of the Housing and Community Development Commission include assessing and
reviewing policies and planning documents related to the provision of housing, jobs, and services
for low- and moderate-income residents; reviewing policies and programs of the Public Housing
Authority and Community Development Division and make recommendations regarding the same
to the City Council; reviewing and making recommendations to the City Council regarding the use
of public funds to meet the needs of low- and moderate-income residents; housing policies and
programs, and seeking public participation in assessing needs and identifying strategies to meet
these needs; recommending to the City Council from time-to-time amendments, supplements,
changes, and modifications to the Iowa City Housing Code.
Iowa City-appointed members of boards and commissions must be eligible electors of the City
of Iowa City. When possible, Council will appoint persons with expertise in construction and/or
finance, a person receiving rental assistance, and a member of the Local Homeless Coordinating
Board. The Housing and Community Development Commission will have monthly meetings.
Appointment will be made at the November 21,2000, meeting of the City Council at 7:00 p.m.

Experience And/Or Activities Which You Feel Qualify You For This Position:
Members of the Iowa City Human Rights Commission are responsible for reading
investigative summaries and files of discrimination cases and making determinations as
to whether there is probable cause to believe that discrimination occurred. I believe that
my experience as a minority has given me insight into the complexity of Human Rights
issues. As a youth, I had to confront the issues of cultural ignorance and economic
disadvantage. This gave me the ambition to seek the opportunity to apply and assert my
civil responsibility to insure and assist the development of Human Rights. Throughout
my studies at the University of Iowa, I had an opportunity to develop an understanding of
the complexity of Human rights issues concerning race, gender, sexual orientation,
religion, disability, age and economic background. While attending the University of
Iowa, I volunteered for two years at United Action for Youth. United Action for Youth
offers services to Youth throughout Johnson County between the ages of 12-18. Working
with the youth during this time allowed myself the chance to further develop skills, such
as conflict resolution, skill building, and cultural awareness and gender equality. After
finishing my studies in Religion and Latin American studies at the U of I, I decided to
join the Americorps National Civilian Community Corps. This experience has helped to
develop community organization and awareness skills. I believe that my work with
Americorps has helped my development and commitment to community projects. My
interest in Human Rights has inspired me to begin preparations for attending the U of I
Law School. This interest has encouraged me to be outspoken about issues concerning
discrimination and intolerance. Some of these experiences have manifested themselves
through my voice at the Iowa Latino Hearings, which were conducted by the Iowa Latino
Affairs Commission. My interest in the human fights has led me to be an active member
in the Iowa Latino Conference Committee and the Dia De Los Muertos Committee. I
believe these experiences have helped me to develop a strong tolerant voice based on
diversity and justice, which will continue to grow.
What Is Your Present Knowledge Of The Advisory Board: ~ ~
My understanding of the advisory board is that the committee members ~ecl'~ :
protect the citizens of the city against discrimination. That the assigned of~cialSii;?6to _
determine whether discrimination has occurred and to execute within the city, the
policies of the Iowa Civil Rights Act of 1965, the Federal Civil Rights Act, part 1 of the
International Convention on the Elimination of All Forms of Racial Discriminati0ii, and
promote the :cooperation between City, State, and Federal Agencies. Recent issue~jof the :'~
Advisory Board have been to resolve the recommendation on an Accessibility
Committee, to decide upon the Co-Sponsorship Request on "Iowans' for Peace in Iraq",
discuss age as a protected category in Public Accommodations section of HRC, and
promote the education of Human Rights.
What Contributions Do You Feel You Can Make To This Advisory Board:
My experience working with large numbers of minorities within West Liberty,
Iowa City, and Des Moines has provided me with the opportunity to explore and
understand the values of many cultural communities. Throughout my college career I
explored and made an effort to further my understanding of African American Studies,
Latin American Studies, Religious Studies, and Gender Studies. Applying this
knowledge to my childhood life, growing up in an extremely economic disadvantaged
community, I believe have given myself the intuition to learn and to understand the
conditions of the citizens most affected and protected by our Human Rights Laws. I have
also played an active role in these communities with the intentions of promoting diversity
and intolerance. As an individual of the fastest growing minority in the United States, I
believe will aid the committee in providing the proper assessment of issues concerning
the immigration population. Also, Governor Vilsack has considered bringing in 150,000
immigrants into Iowa to alleviate the labor shortage. I have had many experiences in the
area of immigrant labor such as attending the Iowa Latino Hearing in Marshall Town,
attending workshops on immigrants in Iowa, bilingual education, diversity, and
organizational planning.

It is the mission of the Iowa City Human Rights Commission to protect
residents of the city from discrimination as defined in the Human Rights
Ordinance. In order to further this goal, the city strives to ensure that the

The duties of the members of the Human Rights Commission are to receive and to determine
the merits of human rights complaints alleging unfair or discriminatory practices in the area of
employment, credit, public accommodation, education, and housing. The Commission shall
provide conciliation and the enforcement necessary to further the anti-discriminatory goals of the
Human Rights Ordinance and to protect citizens from unfounded charges of discriminatory
practices.
The Iowa City Human Rights Commission has an obligation to investigate and study the
existence, character, cause, and extent of discrimination in Iowa City in order to eliminate
discrimination by education, conciliation, and/or enforcement. It is also the duty of the Human
Rights Commission to draft revisions to the Human Rights Ordinance if necessary to eliminate
prejudice, intolerance, bigotry, and discrimination.
Iowa City-appointed members of boards and commissions must be eligible electors of the City
of Iowa City. The Human Rights Commission meets once a month at 7:00 p.m.
Appointment will be made at the November 21,2000, meeting of the City Council at 7:00 p.m.
The City of Iowa City encourages diversity in the appointment of citizens to boards and
commissions. Persons interested in being considered should contact the City Clerk at the Civic

of parks, recreation centers, playgrounds, and cultural facilities to serve the City--including the

Two Vacancies - Three-Year Terms
January 1,2001 - December 31,2003
The duties of members of the Senior Center Commission are to:
1. Serve in an advisory role to the City Council with regard to needs of the Senior Center.
2. Make recommendations with regard to policies and programs at the Senior Center.
3. Join staff and other interested persons in seeking adequate financial resources for
operation of the Senior Center.
4. Encourage full participation by senior citizens in the programs of the Senior Center.
5. Ensure that the Senior Center is effectively integrated into the community and cooperates
with organizations with common goals in meeting the needs of senior citizens.
6. Serves in an advocacy role with regard to the needs of senior citizens in Iowa City.
Iowa City-appointed members of boards and commissions must be eligible electors of the City
of Iowa City. The Senior Center Commission meets the third Tuesday of each month at 3:00 p.m.
Appointment will be made at the November 21, 2000, meeting of the City Council at 7:00 p.m.
The City of Iowa City encourages diversity in the appointment of citizens to boards and

Subject: Solid Waste Advisory Commisssion
I would like to apply for a position on the Solid Waste Advisory Commisssion.
Please excuse the tardiness of this application. I came in a couple of
weeks ago to apply and was directed up to the planning department where I
spoke with Jeff Davidson and John Yapp. They told me that this commission
was not going to come about, so I left. I heard yesterday that it may and I
think I have some experience that would be valuable.
As a citizen, I have for a long time recognized the importance of solid waste
management. I have been active in many recycling efforts including
Environmental Advocates institution of a recycling program in Iowa City. As
a teacher at Cedar Rapids Metro High School, I have taught a course on
current issues in science which has followed the struggle Cedar Rapids has
been, and is having, dealing with its solid waste and the filling of its
landfills.
I believe that this issue is a very important one for our municipalities to
deal with. At the same time, I recognize that there are many pressures
pulling in seemingly opposite directions, state law, community wishes, the
vaguarities of the market for recycled products, and the issue of transfer
hauling, to mention a few.
I would like to help Iowa City develop a responsible plan for its solid waste
and would like to be considered for membership on the Solid Waste Advisory
Commisssion.
