Iowa's Alcoholic Beverages Division (ABD) is hosting three ICN training
sessions next week for communities and counties to learn more about
participating in the state's enforcement efforts to reduce youth access to
tobacco. While a letter has been sent to local and county officials, we would
appreciate your help in publicizing these important training events to your
police department, city attorney, city clerk and other interested parties.
The Tobacco Enforcement program is designed to work with retailers and local
law enforcement to reduce youth access to tobacco through a contractual
arrangement. Communities and counties that contract with ABD are compensated
for conducting compliance checks.
Training is scheduled next Tuesday, Wednesday and Thursday at various ICN
sites throughout the state. A complete list is attached. Whatever assistance
you can provide in relaying this information to your members is appreciated.

We are delighted to hear that three City Council members will be attending our upcoming
Student Forum on Alcohol Laws. As a reminder, the forum is to be held on November 15'h at
the Fieldhouse Bar (111 E. College Street, Iowa City) starting at 7pm. The forum will feature an
open discussion of how best to encourage responsible drinking. In the next couple of months
City Council will probably be debating stricter enforcement of alcohol laws. We hope that you

STUDENT FORUM ON ALCOHOL ENFORCEMENT
Students for Local Politics is sponsoring an upcoming forum on alcohol use by students.
The forum is to be held on November 15, 2000 (7-9pm) at The Fieldhouse (111 E. College
Street, Iowa City). An open invitation is being extended to students, community members and
City Council members to attend the forum. City Council members Connie Champion, Steven
Kanner and Irvin Pfab have confirmed their attendance.
Students for Local Politics is a new campus group dedicated to increasing student
participation in local issues and campaigns. The non-partisan group of students has been active
in informing students about current local issues. Matt Blizek, President of Students for Local
Politics, said "we believe it is important for students to be heard on this issue of immense
importance."
Council member Steven Kanner says that he is delighted how students are planning this
forum. "It's important we go to the students. This is an opportunity for students to have a say in
their community."
Students for Local Politics has invited many other organizations to be involved in the
forum. Invited organizations include Woman's Resource Action Center, the Inter-Fraternal
Council and Panhellenic Council. Anyone needing additional information or special

Dear Andy and Matt:
The City Council has been advised of an upcoming meeting on November 15 at the Field House Bar to
discuss alcohol laws and, I assume related issues. First of all, due to the nature of the subject and the
likelihood of Council participation in this meeting, it will need to be considered an open meeting.
Accordingly, only three Council members may attend this meeting to satisfy the state law, that is a
majority may not be present. It is not that other members of Council are not interested; it is a matter of the
open meetings law and the participation by a majority of Council in this type of meeting.
Secondly, as you are aware, our City Attorney is actively involved in drafting ordinances and other
information which will be helpful to the Council in deciding this complex issue. From a personal
perspective, I would prefer having a draft ordinance or some other policy position in front of the City
Council for discussion so that we may, when we convene interested citizen groups, target our discussion
and secure comments and thoughts on specific issues. Without a well-researched draft ordinance or
policy proposal, anything put forth can, unfortunately, be of little formal merit if it is contrary to existing
law. A well-researched ordinance will take full notice of all aspects of state and local law. While
spontaneous discussion can be helpful, it does need to be focused in order to achieve a thorough and
thoughtful discussion of the issues without being contrary to state law.
Thirdly, it has been the intent of the City Council to conduct a public informational meeting or public
hearing on alcohol-related issues. Personally this meeting appears to be a bit premature in that we have
no formal position with which to respond to or provide comments directed toward.
Fourthly, as I assumed you were aware, we have a City Council committee of council members Wilburn
and Champion who serve as a liaison with the University's student government. I would hope that in the
future any such meeting proposals or ideas would be directed to their attention.
Again I wish to remind you that only a maximum of three council members may attend this proposed
meeting. Thank you.

I have hired Mitchel Behr to fill the new Assistant City Attorney position. Mitch has been in
private practice for seven years, first in Eldora, Iowa and during the last two years at the Lynch,
Greenleaf & Michael, LLP firm in Iowa City. I believe his general practice experience, including
substantial work in real estate, will be an asset to my office. Mitch will start on November 27,
2000. I will reduce my time to 60% effective December 11, 2000 so I will be full time for Mitch's
first two weeks.

RE: Housing Conditions Study
Earlier this year the Community Development division conducted a housing
conditions study. The intent of this type survey is to visually assess existing
housing conditions and identify areas of the community that may be targeted for
housing rehabilitation programs.
The windshield survey data and the photographic examples providea herein are
intended only as a snapshot of current exterior housing conditions. A windshield
survey attempts to assess every housing unit in the area. However, the purpose
of such a survey is to provide a general overview of housing conditions. Due to
the nature of this type of survey method, any interior deficiencies that may be
present cannot be accounted for in the attached document. This study found that
approximately 78% of the housing units surveyed were in need of major or minor
exterior repairs.
Since this study was focused on areas that may be in need of residential
rehabilitation we did not survey the entire city. Map 4, showing the study area, is
on page two. The study area was selected, based on the following criteria:
· areas with low to moderate income households
· areas with high levels of owner-occupied housing
· areas in which a large percentage of the housing is over 50 years old
Using these criteria the study sample included 8,325 housing units. Of these,
4,659 were non-attached single-family homes that comprise 49% of all non-
attached single-family housing units in Iowa City.

Condition of Single Family Dwellings: Neady one-third (31%) of all single-
family homes in this section were in need of major repairs. This was the highest
percentage in the entire study area; as such it received the lowest single-family
ranking.

SUMMARY
As stated eadier, the data indicate that overall housing conditions in Iowa City
are good, with 88% of all housing units in either "excellent" or "good" condition.
Even among the areas with the most exterior repair needs there were high
percentages of housing in "good" condition. This study also found that the
homes with high needs of repair did not, in most cases, negatively impact the
surrounding housing units; it was not uncommon to find a home rated in "fair" or
"poor" condition directly next to a home in "excellent" or "good" condition. This
study did, however, confirm a need for an exterior repair program. In the study
area, 571 single-family homes were found to be in need of major repairs, and
additional 3,096 single-family homes were found to be in need of minor repairs.
In the section with the most extedor repair needs (section 12), over 90% (210
units) of the single-family units were in need of major or minor repairs.

We will be starting the FY02 allocation round for Community Development Block Grant
(CDBG) and HOME Investment Partnership program (HOME) funds in December. Attached
to this memo are "draft" copies of the applications for housing and non- _housing projects.
Several changes to these forms have been made for FY02. The biggest change9 is in the
format. The Housing and Community Development Commission (HCDC) requested that the
questions on the application coincide with criteria on the ranking sheet. By making this
format change it should be easier for HCDC to complete the ranking forms.
Second, in response to the issue on the dispersion of affordable housing and human services
we have added a question asking the applicants how the proposed project will fit into the
neighborhood and meet the goals of the Comprehensive Plan. In addition to this new
question we have included a mapping requirement.
Last, we have expanded the financial section to provide a more detailed analysis on the use
of funds. This alteration is intended to provide HCDC and the Council with a more
comparable "cost per person" figure for each project.
HCDC received draft application forms at their October meeting. At HCDC's November
meeting we are planning to discuss these forms and approve their use for the FY02 funding

Re: Capitol Street Ramp Lighting Project
The Capitol Street Ramp lighting project was completed and inspected on June 13,2000. The
scope of the project was to replace all existing ramp lights to bring them up to IES (Illuminating
Engineering Society) standards and replace the exit lights on all levels, with the exception of the
roof level. The cost for the project was $138,844.00. The light fixtures were also equipped with
bird shells to prevent birds from nesting on the light fixture.
This project was undertaken due to the age of the existing light fixtures and the ramp itself (20
years). The engineering consultant conducted a lighting enhancement study on June 4, 1999.
The consultant's findings indicated that the lighting levels in this ramp ranged from 0.6 to 6.0 fc
(foot candle). This is the standard unit for measuring illumination. The lighting levels in the ramp
driving lanes ranged from 2.7 to 6.0 fc. Average fc throughout the ramp was approximately 2.5
fc. The IES average recommended level of illumination is 5 fc.
As a result of this project the lighting levels in the Capitol Street Ramp were increased to IES
recommended levels. The enhancement of the lightning in this ramp has resulted in many
positive comments from customers.

The past few months have been exciting times for IGAD ... and the next few months
promise to be even more exhilarating.
More than 200 friends, family and community leaders joined us for Marty's retirement
party in early September. It was a wonderful event - with great conversation and a fun-
filled, yet serious, tribute to Marty's career and contributions to our community.
The next week we interviewed the top five candidates for the new president of ICAD.
Each candidate brought fresh insights, perspectives and ideas to the interview. Board
members and staff learned a lot from these visits. In many ways it was like having five
expert consultants provide advice and concepts for ICAD's future. These candidates,
plus the 55 other applicants, reaffirmed our beliefs that the Iowa City area is a
wonderful place to live and work.

New York, Hay delighted in relating stories about the "can-do" attitudes of Iowans. He
told us of his amazement at the way people generously gave of their time and expertise G R O U P
as they asked, "'what can we do to help you?" then followed through with the help they
had promised and more. The Iowa City Area Development Group (ICAD) is a

Denis Frischmeyer
Denis L. Frischmeyer is currently President of Brenton Bank, Inc. in Coralville,
Iowa.
In 1999, Denis was appointed President of the Coralville location with the
responsibility of expanding Brenton Banks presence in Iowa with the addition of
new office in Coralville. Denis has been with Brenton Banks, Inc. since May of
1989. Prior to his appointment in Coralville, Denis was President of Indianola. His
responsibility at that location was to increase market share, reorganize retail staff
and to incorporate Brenton's sales culture.
Denis is a graduate of Iowa State University, with a Bachelor of Science Degree,
majoring in Agricultural Business and Finance & Management Emphasis.
Denis joined the ICAD Board of Directors in March and is also involved in the
Coralville Chamber of Commerce, Coralville Convention Center Focus Group, and
Iowa City Home Builders Association.
Denis is part of the Website Committee and has been involved in the development

that, my nearly 10 years as the Office Manager at the public library gave me experience with

Heather and the other commission members. I know each of the current commissioners and work

and the Mayor's Youth Employment Board. My nearly 17 years of public service at the library
and all o~ these volunteer activities have sensitized me to the needs and rights o~ all who
reside in Iowa City.
Since its inception in January, 1999, I. have served as the Human Rights Commission's (over)

Having served on the commission since January, 1995, I am well aware of the duties and
responsibilities of each member of the Human Rights Commission.
WHAT CONTRIBUTIONS DO YOU FEEL YOU CAN MAKE TO THIS ADVISORY BOARD (OR STATE REASON
FOR APPLYING)? L am re-applying for appointment to this commission because I still do not
feel that my work is complete. I feel a responsibility to Heather and her staff to assist
them in any way that I can in order to free them to focus only on the very important work
of the Human Rights Office. The backlog of cases continues to exist bu much progress has
been made these past several years.
Since I no longer work, I am able to devote as much time as necessary to assist Heather with
public relations, running errands, deliveries to commission memDe~s, etc. I am also available
to attend conferences and meetings of the Iowa Civil Rights Commission which other commission
members are unable to attend due to work or famxly demands.

representative on the Hate Acts Rapid Response Team (HARRT). I would like very much to
continue my relationship with this very important community resource.
I believe in and support the human rights of all regardless of race, age, sexual orientation,
economic status or mental ability. Human rights are just that - a basic human right to
be treated with dignity and respect.
While I know it is unusual for anyone to apply for a 3rd term on a commission, the business
of this commission has become a very important part of my life after retirement and I
feel that I have found my niche on the Human Rights Commission.
I believe that continuity is very important on any board or commission. 'I wish I had
kept track of the number of commissioners who have come and gone during the past six
years. Some moved out of state or out of the immediate Iowa City area. Some resigned
due to conflicts with family or work life. Therehave been many more changes than just
the normal term-ending appointments by the Council.
PERSONAL INTEREST IN HUMAN RIGHTS:
I would like to share with you my first experience in the world of inequality. It continues
to fuel my passion for human rights nearly 50 years later.
At the age of 11 or 12, my cousin and I traveled by car to Florida with my parents to visit
grandparents. One of our "rest" stops was somewhere in the immediate vaCinity of
Montgomery, Alabama. I remember my father pulling the car into the parking lot of a
Dairy Queen. I can still see the two drinking fountains on the outside of the building
with strange and unfamiliar signs reading ."colored" and "whites only". Charlotte and I
asked my parents what that meant. The meaning was explained to us with an emphasis on
the difference between life in Wisconsin and Iowa and Alabama. Neither my cousin nor I
said a word but we both left the car and marched defiantly up to the fountain marked
"colored". We each took a turn drinking and found that it tasted the same as what we were
used to in the Midwest. Our skin did not change color. Our teeth did not fall out.
Suddenly a very large intimidating white man approached us and in no uncertain terms,
told us not to do that ever again. I remember this whole episode as if it were yesterday
even though it occured in the early 1950's. I have often marveled that we were not
shot or seriously injured by an angry crowd. It is a picture that replays itself often
in my mind.

I feel confident that it would not be interpreted as a conflict of interest but I feel
you need to know that I serve on the Board of Directors of the Iowa Valley affiliate of
Habitat for Humanity. In the past, Iowa Valley was awarded CDBG funding (I believe) for
the purchase of land for building sites in the Whispering Meadows subdivision.
I do not feel that Iowa Valley will be applying for such funding again in the near future
and believe this will be a non-issue.
