PROCLAMATION
Whereas, somewhere in the United States, a home-fire death occurs about every
three hours, of which the highest risk groups are children aged five and under,
and senior citizens; and
Whereas, 8o percent of fatal home-fire victims are aged 20 and under, and are
killed in homes without working smoke alarms, between the hours of 10:00
PM and 06:00 AM, when most people sleep; and
Whereas, households with inoperative smoke alarms now outnumber those
homes with no smoke alarms, and smoke alarms most often fail because of
dead or missing batteries; and
Whereas, the designation of a special day to remind residents of Iowa City to
change the batteries in their smoke detectors, timed to coincide with the fall
ritual of changing clocks, would greatly diminish the chance of this tragedy
occurring in Iowa City; and
Whereas, smoke alarms should be replaced every ten years; and
Whereas, October 30, 2005, is the day the citizens of Iowa City change their clocks from daylight savings time to standard time.
Now, therefore, i, Ernest W. Lehman, Mayor of the City of Iowa City, Iowa, do hereby proclaim the day of October 30, 2005, to be
"Change Your Clock,
Change Your Battery" Day
in Iowa City and urge all residents to change their smoke alarm batteries and to
install new smoke alarms if they are ten years old or older.

PROCLAMATION
Whereas, the United Nations was founded in 1945, and the anniversary of its founding
is observed each year on October 24; and
Whereas, in September of 2000, 189 countries, including the United States, agreed on
the Millennium Development Goals; and
Whereas, one fourth of the Millennium Development Goals focuses on the reduction of
child mortality, and seeks to reduce by two-thirds the mortality rate among children under
five by 2015; and
Whereas, the United States is a champion of children's rights, most recently in its work
in South Africa, Afghanistan and Iraq; and
Whereas, the United States must continue to work with the United Nations and UN
agencies in order to provide a coordinated, multilateral effort in both assessing the current
problem of children's health and survival and determining the strategies and mechanisms
best suited to reduce child mortality and improve children's health; and
Whereas, the United Nations Association of the United States of America (UNA-
USA), in cooperation with other organizations, has declared "Child Health and Survival"
as its theme for the 2005 United Nations Day commemorations; and
Whereas, Virginia Spaulding has been appointed Chair of UN Day in Iowa City to
work with a UN Day Committee composed of community leaders to organize events and
activities to educate citizens about the continuing need for the United Nations, and the
importance of undertaking efforts on the local and international level to promote global
cooperative initiatives toward a peaceful and more just world;
Now, therefore, I, Ernest W. Lehman, Mayor of the City of Iowa City, Iowa do
hereby proclaim October 24, 2005 as
United Nations Day
and urge the citizens of Iowa City to participate/ffi'~ll activities related/ap 1>I~ Day.

PROCLAMATION
Whereas, home should be a place of warmth, unconditional love, tranquility
and security and, for most of us, home and family can indeed be counted
among our greatest blessings. Tragically, for many Americans, these are
blessings that are tarnished by violence and fear; and
Whereas, domestic violence is more than the occasional family dispute. Last
year, the Johnson County Domestic Violence Intervention Program
sheltered 230 women and children and provided community support
services to 905 women, men, and children; and
Whereas, according to the National Crime Victimization Survey report
Intimate Partner Violence, 494,570 individuals were victimized by
domestic violence in 2002; and
Whereas, despite significant progress in providing rights and services to crime
victims over the past two decades, large segments of our population--
including crime victims who are elderly, young, disabled, or living in rural
areas, are still underserved; and
Whereas, a coalition of organizations has emerged to directly confront this
crisis. Law enforcement officials, those involved with shelters and hotline
services, health care providers, clergy, and other concerned citizens are
helping in the effort to end domestic violence.
Now, therefore, I, Ernest W. Lehman, Mayor of the City of Iowa City do
hereby proclaim the month of October 2005 as
Domestic Violence Awareness Month
in Iowa City and urge our citizens to become aware of the tragedy of domestic
violence and support victims and those who are working toward its end.
