PROCLAMATION
Whereas, Emma J. Harvat was elected to the City Council in 1921; and
Whereas, her colleagues elected her to the position of Mayor of the City of
Iowa City when the position became vacant through a resignation in 1922; and
Whereas, Mayor Harvat was the first woman to be the Mayor of Iowa City;
and
Whereas, Emma J. Harvat was the first woman to be Mayor of any city in the
United States with a population over 10,000 people; and
Whereas, Mayor Harvat broke barriers for women in local and national
politics, and was recognized internationally; and
Whereas, Mayor Harvat brought a sense of order to the finances of our local
government--a tradition we are still recognized for by national financial
organizations and a top rate bond rating.
Now, therefore, I, Ernest W. Lehman, Mayor of the City of Iowa City, do
hereby proclaim that these Council Chambers be named after Emma J. Harvat.
From this day forward, these Chambers shall be referred to as
Emma J. Harvat Hall
