Comment: This is for a three-year agreement which provides for wage
increases of 3.1 % in the first year, 3.25% in the second year, and 3.3% in
the third year. It also provides for a $5 per month increase for each of the
three years in the amount each officer contributes toward family health
insurance premiums.

ITEM NO. 4a CONSIDER A RESOLUTION REBIDDING THE PROJECT FOR THE
05-- 31!> CONSTRUCTION OF A DUPLEX HOME UNDER THE AFFORDABLE
DREAM HOME OPPORTUNITIES PROGRAM LOCATED ON
LONGFELLOW PLACE, DIRECTING THE CITY CLERK TO PUBLISH
ADVERTISEMENT FOR BIDS, AND FIXING TIME AND PLACE FOR
RECEIPT OF BIDS.
Comment: The previous bid on the Longfellow project was deferred at
the November 15, 2005 City Council meeting to allow a review of the
options to use a manufactured home on the site. Staff is recommending
the project be re-bid as stick built at this time to allow marketing the
homes in the Spring of 2006 and seeking bids based on current material
costs. Local contractors will be contacted to make them aware of the
project and to encourage their bidding. Bids are due December 21 and
will be awarded by City Council in January.

ITEM NO. 4bCONSIDER A MOTION TO RECONSIDER DEFERRAL OF THE
PARKING FIBER INTERCONNECT PROJECT.
Comment: At the November 15 City Council meeting staff
recommended deferral of the award until the December 13 Council
meeting. Staff is requesting reconsideration of the deferral to allow award
of the contract at this time, and work to begin December 5, 2005.

ITEM NO.4d CONSIDER A RESOLUTION AWARDING CONTRACT AND
AUTHORIZING THE MAYOR TO SIGN AND THE CITY
05 _ 374 CLERK TO ATTEST A CONTRACT FOR CONSTRUCTION FOR THE
PARKING FIBER INTERCONNECT PROJECT.
Comment: Bids were opened on November 8, 2005 with six bids
received, of which four were disqualified as being incomplete.
Gabe's Construction Co., Inc.
Michels Corp.,
$114,900.00
$230,899.00
The lowest responsive bidder was Gabe's Construction of Sheboygan,
Wisconsin, with a bid of $114,900.00. Both bids exceeded the original
Engineer's estimate. After analysis and survey of bidders, It was
determined that the original Engineer's estimate was low due to previously
unconsidered factors, such as the need to keep the area safe for the high
number of pedestrians in that area; the requirement that no more than one
block of Burlington be closed at a time; the requirement to replace
concrete within 48 hours of removal; additional traffic control devices
required for work on a State highway; and inclement weather expenses.
Therefore, the Engineer's estimate has been recalculated to $113,821.00.
The Parking fund will be financing 70% of this project, and 30% will be
from the General Fund (Court Street Transportation Center). The lowest
responsive bidder has done prior satisfactory work on similar City projects.
Staff recommends award of this project at this time.
