Comment: The proposed amendments to the City-University Project I Urban Renewal Plan would expand the urban renewal area, allow for the use of tax increment financing, and amend other portions of the Plan to make the Plan more current. (~/- ~._~O,_~ (1) CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO A'I'I'EST THE PARTIAL RELEASE OF A DRAINAGE EASEMENT LOCATED ON LOT 64, SOUTH POINTE ADDITION, PART 4. The City currently has a 30-foot drainage easement on Lot 64, South Pointe Addition Part 4. The owners of the subject property, Rick and Carol Butler, wish to build upon the nodh 15 feet of said easement area and have requested that the City release that portion of the easement. The owners submitted calculations from an engineer in support of their request. Public Works has reviewed the calculations and recommends the release of the north 15 feet of the easement. Comment: Council set a public hearing for September 25 at their September 11 meeting. However, the agreement was not fina~ized for Council consideration and no notice was published. ON A RESOLUTION APPROVING AND AUTHORIZING EXECUTION OF AN AGREEMENT FOR PRIVATE REDEVELOPMENT BY AND BETWEEN THE CITY OF IOWA CITY AND SEABURY & SMITH, INC. AND SOUTHGATE DEVELOPMENT COMPANY, INC. Comment: Council set a public hearing for September 25 at their September 11 meeting. However, the agreement was not finalized for Council consideration and no notice was published. Act,on: ITEM ~O. 9. PUBLIC DISCUSSION ON A RESOLUTION APPROVlNG THE ~'001-2002 DEER MANAGEMENT PLAN. Comment: Each year, the City Council will consider a Deer Management Plan based on the Long Term Plan approved by Council in March of 1998. The Long-Term Plan was affirmed by the Task Force on June 26, 2001, and by the City Council on July g, 2001. The public discussion is to receive public input on the 2001-2002 Deer Management Plan. PLANS, SPECIFICATIONS, FORM OF CONTRACT, ESTIMATE OF COST FOR THE CONSTRUCTION OF THE HICKORY HILL PARK TRAIL PROJECT, ESTABLISHING AMOUNT OF BID SECURITY TO ACCOMPANY EACH BiD, DIRECTING CITY CLERK TO PUBLISH ADVERTISEMENT FOR BIDS, AND FIXING TIME AND PLACE FOR RECEIPT OF BIDS. Comment: This project entails the construction of nearly three miles of trails, including a number of pedestrian bridges, in Hickory Hill Park. The trails will be constructed of crushed limestone; will be six feet in width; and will meet all standards to comply with the Americans with Disabilities Act (ADA). A great deal of public input was received during the planning process, particularly from the Friends of Hickory Hill and the Johnson County Coalition for Persons with Disabilities. Estimated construction cost is $403,000 and will be funded with General Obligation Bonds. a. PUBLIC HEARING (continued September 11 ) O/~,.~0~, b. CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST AN EXTENSION OF THE LISTING O/-,--~g~D'Z AGREEMENT BETWEEN THE CITY OF IOWA CITY AND LEPIC- KROEGER REALTORS OF IOWA CITY, IOWA FOR THE COMMERCIAL UNITS REMAINING TO BE SOLD AT TOWER PLACE AND PARKING. Comment: This is the second renewal of this agreement to market the commercial property in Tower Place. This resolution extends the agreement until September 29, 2002. CONSIDER A RESOLUTION APPROVING THE ALLOCATION OF PUBLIC ART FUNDS AND AUTHORIZING THE MAYOR TO SIGN AND THE CITY --',-~oe' CLERK TO ATTEST AN AGREEMENT BEWTEEN THE CITY OF IOWA CITY, THE OWNER, AND THE CURRENT TENANT OF 2 SOUTH DUBUQUE STREET FOR A MURAL ALONG THE IOWA AVENUE SIDE OF 2 SOUTH DUBUQUE STREET. Comment: At its September 6, 2001 meeting, the Public Art Advisory Committee recommended by a vote of 5-0-1 (Nagle abstaining) allocation of $6338.48 for the painting and maintenance of a mural along the north wall of the building at 2 South Dubuque Street subject to execution of a proper maintenance agreement. The total cost of this project is $10,384.50; the remaining costs are covered by contributions from area businesses and individuals. ITEM NO. 13. CONSIDER A RESOLUTION SELECTING A PREFERRED DEVELOPER FOR THE REDEVELOPMENT OF URBAN RENEWAL PARCEL 64-1A. Comment: By August 3, 2001, and in response to the City's request for proposals, the City received four development proposals for Parcel 64-1a. A committee consisting of City staff members has reviewed the proposals and has made a recommendation regarding the preferred developer. A memorandum is included in Council packet. Correspondence included in Council packet. ITEM NO. 14. CONSIDER A RESOLUTION AWARDING CONTRACT AND AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST '5i~:::) A CONTRACT FOR CONSTRUCTION OF THE SENIOR CENTER BUILDING ENVELOPE WATERPROOFING PROJECT. Comment: The bid opening for this project will be at 2:00 p.m. on Monday, September 24, 2001. The bids will then be evaluated and a recommendation for award will be made to Council that evening. CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO A'FI'EST A LICENSE AGREEMENT FOR C~/--~// TEMPORARY USE OF PUBLIC RIGHT OF WAY BETWEEN THE CITY OF IOWA CITY, BILL MILHALOPOULAS, AND ATLAS WORLD GRILL, INC. D/B/A ATLAS WORLD GRILL, FOR A SIDEWALK CAF¢:. Comment: Atlas World Grill, a restaurant located at 127 Iowa Avenue, is requesting Council approval for a sidewalk caf~ in front of the establishment, which will feature anchored fencing. Staff and Design Review have reviewed the application. A copy of the plan is included in Council packet. Action: ITEM NO. 16. CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST THE RELEASE OF AN ACCESS, Ch' --,,~/~ SANITARY SEWER, WATER MAIN, AND UTILITY EASEMENT AND AN ACCESS, WATER MAIN AND UTILITY EASEMENT LOCATED OVER AND ACROSS THE RESUBDIVISION OF LOT 52, WALDEN HILLS, IOWA CITY, IOWA. Comment: Various easements were granted to the City over Lot 52 of Walden Hills in connection with the final plat of Walden Hills. Lot 52 of Walden Hills was subsequently resubdivided, new easements were granted to the City, and it was determined that the previous access, sanitary sewer, water main and utility easement and access, water main and utility easement initially granted to the City are no longer required and should be released. This resolution authorizes the release of said easements. Act,on: ITEM NO. 17. CONSIDER A RESOLUTION TO OFFER FINANCIAL SUPP AMERICAN RED CROSS FOR THOSE IN NEED OF ASSISTANCE AND (~,/r ~:':~/,.~ SERVICES AS A RESULT OF ACTS OF TERRORISM. Comment: At the Iowa League of Cities Annual Conference, a resolution was proposed whereby the Iowa League of Cities pledged its support to the citizens of New York, Washington, and Summerset County, Pennsylvania. This resolution offers one dollar per Iowa City resident to the American Red Cross to provide support to those needing assistance and services as a result of acts of terrorism.
