I will not be present at that special meeting because the City Attorney has previously advised the Council that as a result of the decision of the Objection Committee sustaining objections to each petition, a decision which State Code says is "final", the Council does not have the authority to place the amendments on the ballot. Of course, I would hope that you would vote yes to allowing citizens to determine whether or not they wish to pass the amendments. Especially in the aftermath of September 11, when we have had so much talk about a free country and democracy, the principle of the citizen vote becomes more crucial than ever. I also hope you will read the following documents, particularly Caroline's, which details the amount of time that was involved in preparing the amendments and gathering the signatures. I would also ask you to consider the burden that has been placed on the citizens to get the simple right to vote. I apologize if this message does not reach all councilmembers; some addresses get returned to me as undeliverable (Lehman/O'Donnell). Would you please forward to them for me? Thank you. Please distribute this widely. There will be a special council meeting tomorrow afternoon at 4:55 p.m. in the Emma Harvat Council Chambers. This meeting has been called by Steven Kanner and Irvin Pfab. Steven will introduce three resolutions to place the three proposed amendments to the Home Rule Charter on the November 6 ballot. We have no idea whether other council members will attend this meeting or how they will vote. But if you can come, do so, PLEASE. I know this is at the last minute, but this is a chance to make your voice heard that the signatures of 1,600 people of each of three petitions should not be ignored. Citizens deserve a chance to vote the amendments up or down. That's only fair and that's the basis of democracy. At last night's candidate forum the only issue that drew spontaneous reaction from the people in the audience was the mention of the right to vote on the Charter amendments this November 6. Tomorrow, Thursday, October 4, at 4:55 p.m. at the Civic Center. 10/3/0 1
