Whereas, somewhere in the United States, a home fire occurs about every
85 seconds resulting in approximately 3,000 deaths, 50,000 injuries and
$5 billion damage to homes; and
Whereas, about 94 percent of American homes have smoke detectors;
however, 20 percent do not work because of worn or missing batteries;

Whereas, the designation of a special day to remind residents of Iowa City
to change the batteries in their smoke detectors, timed to coincide with
the fall ritual of changing clocks, would greatly diminish the chance of
this tragedy occurring in Iowa City; and
Whereas, smoke alarms should be replaced every ten years; and
Whereas, October 28,2001, is the day the citizens of Iowa City change their
clocks from daylight savings time to standard time.
