ITEM NO.6 MOTION FOR CITY COUNCIL APPOINTMENTS
Karr: Mr. Mayor, Item #6
Wilburn: Ok, and thank you, and before we get started Ijust want to thank the council for
the opportunity to serve as Mayor and to help represent us in Iowa City, the
Corridor, the State and the Country, so thank you very much again. Item 6,
entertain the motion for City Council appointments, Marian, I forget in the past
have we kind of run through these and then vote on them in block or?
Karr: We certainly can if you like to do it that way or you can do it one by one, entirely
up to you.
Wilburn: Why don't we just go ahead and get the names, take them in a slate kind oflike
we do with the commissions if that is ok with the council.
Elliott: Sounds good.
Wilburn: Rules Committee, in the past we have had Connie and Mike. Are the two of you
interested or is anyone?
Vanderhoef: I would serve on that one.
Champion: It takes about 10 minutes a year.
O'Donnell: Or less.
Wilburn: Dee is interested, anyone else?
Vanderhoef: Maybe you can come back to some.
Wilburn: Come back and see how we do. Ok, Emergency Management, Mike you have
been serving that, would you like to continue on?
O'Donnell: I would like to drop off, I have been on that twice now.
Wilburn: Ok, just so that everyone else knows, how often do they meet and.....
O'Donnell: You meet once a month on a Wednesday.

opportunity to serve on that one time.

O'Donnell: That is one I would like to be on.

Vanderhoef: I was just going to say I have been on the Student Senate Subcommittee for 8
years and it is time for me to go off that.
Wilburn: Ok, why don't we make a mental note of that, Johnson County Council of
Governments, typically, traditionally the Mayor severed as the alternate and I
would look for that to continue. Iowa City Convention, Iowa City Coralville
Visiting Convention Bureau
Bailey: I am interested in continuing that, if that's acceptable.
Champion: You've done a good job.
Wilburn: Ok, so Regenia.

Wilburn: Student Senate Sub Committee? It's been Bob and Dee.
Elliott: As a matter of fact, I don't know that we did anything did we?
Vanderhoef: At this point we have asked for meetings several time and never had a response
from them since we have student liason.
Champion: Maybe they don't find it necessary any more
Vanderhoef: Well, I don't know, this particular student president and vice president have
apparently not been interested in meeting.
Champion: Well I wouldn't mind pursuing that a little bit.
Wilburn: Maybe we can put that in a work session have a conversation with the student
senate and see where they are at.
Elliott: Ifwe do have one Ross, I would enjoy doing that. I would say again but it didn't
do anything last year so....

Correia: I would be interested in that too.
Wilburn: Ok, alright. We'll go ahead and make the appointments and we will approach
them about revamping that if we need too. Economic Development Committee?
Elliott: Yes, I would like too.
O'Donnell: I would like too also.
Vanderhoef: So would I.
Champion: Everybody would like that.
Vanderhoef: I am interested in continuing.
Wilburn: Ok, umm, we have had some activities outgoing, I think it would be helpful to
have some carry over consistently if that makes sense to folks, which would
mean...
Vanderhoef: I have had 2 years on that committee and I have been gone for a few years and I
would like to come back on that committee.
Wilburn: Why don't we.... we've got Regenia is interested, Dee is interested, who else was
interested?
O'Donnell: I'm interested.
Champion: Mike's interested, Connie's interested, draw names out of a hat.
O'Donnell: I withdraw my name from that.
Wilburn: Mike is going to withdraw his name, that leaves us with I believe 4 interested?

Wilburn: Sure.
Vanderhoef: It's not an appointment here but yet it gets council nod, you have been serving
now for a number of years on the ECICOG, and I have served on it for 5 years and
that might be something that might interest other council's if you were ready to
step back from that, which I don't know.
Wilburn: I was looking at ECCOG, if there is some other interest it would be good to have
another face to represent it.
Karr: We can't do it at this meeting, cause it's not on the agenda.
Vanderhoef: I know we can't, if we are looking at
Wilburn: We can keep that in mind.
Vanderhoef: Sort of balancing everyone in some varies positions that might be another position
we can think about.
Wilburn: Okay. Actually, let's ah, let me back up a step, let's take care of the ones that
where, that are set. We have the Johnson County Council of Governments, Item
6c, with the mayor serving as alternate, and the other council members being
designee's, we've got the Student Senate Sub Committee, with Bob and Amy,
Item E, we've got the Youth Advisory Board, Item G
Bailey: You still need an alternate on that Youth Advisory Mr. Mayor.
Wilburn: Anyone interested in alternate?

Who's interested?

Amy is not interested. Bob, Dee, Connie, Amy, er, Bob, Dee, Connie and Regenia
Bob and Regenia would be continuing and I would like very much to be a
continuing member on that, I would like that committee to be much more pro-
active and we just starting talking about things like that. I think that is going to be
an extremely important committee for this city

Vanderhoef: Excuse me, that has typically been chaired by the Mayor, which means that if the
Mayor sits on that committee, we can't have 3 nominations.
Champion: It is very important that the Mayor sit on that committee
Wilburn: In the past I've back out of that committee because they do make the primary
recommendation for the committee development block grant funds, so I would
suggest that perhaps the Mayor Pro-tern should serve on that and share that
development committee.
O'Donnell: That makes sense.
Wilburn: So there was a motion to have....
O'Donnell: Bob, Regenia and Connie.
Wilburn: Bob, Regenia and Connie? Is there a second to that nomination?
Champion: I'll second it.

Champion: The other thing we could put on our work session is I think we need to talk about
the J ail Task Force and according committees. I think the county would like more
council representation on that. So maybe we could put it on our work session and
talk about it and I can fill you in.
Wilburn: Ok
Elliott: Connie, you said the jail committee and something else? Just the jail committee?
Champion: I said coordinating the task force.
Karr: And Dee did you want at the same time ECCOG or..?
Vanderhoef: Yes.
Karr: ECCOG.
Wilburn: Steve can you take care of that?
Elliott: I'll take care of that.
Wilburn: Ok, thank you very much. Item 7 is a motion to adjourn
Elliott: Before we do that I would like too congratulate the new Mayor and the new
Mayor Pro-tern, I said earlier that I wasn't terribly either interested or concerned
who got it because I had great confidence that anybody that did would a splendid
job so I have great confidence, I am happy for you, let's move ahead.
