Women's Right to Choose Day - January 22, 2006 (reads proclamation) Here to accept the proclamation is Karen Kubby, Director of the Emma Goldman Clinic. (applause) It's a pleasure to accept this proclamation and I know it's by chance and not design that this is your first proclamation dealing with such important content of human rights issues, so I really appreciate it, Mayor Wilburn, and welcome Amy to the City Council. It's really a pleasure to see you here. I wanted to let people know about a couple of events that they can get involved in to help celebrate this important anniversary for this country. The first is on January 18th, which is a Wednesday night. It's an "abortion conversation" where we'll screen a film called "Speak Out - I Had an Abortion," where eleven women outline their personal experience, and there's a whole range of experience, and then part of our Board of Directors will be there to just facilitate a community discussion about the film itself, people's reaction to it, and if people feel comfortable sharing their own experiences directly or indirectly with abortion care, or their own experiences we welcome that, as well. And, the second one is our Choice Dinner 2006, which is January 28th, which is a Saturday night. We're going to be celebrating the Roe v. Wade decision with a fundraiser to help us raise money so that lower income women can access health care, because legal or not, if you don't have financial access, you don't have access, and we'll be having a keynote speaker from Georgia, Reverend Roslyn Satchel who will be talking about reproductive health care in a human right's framework. This is a time for the public to address the Council on items that are not on tonight's agenda. If anyone would like to speak to the Council, please step forward to the podium, state your name, write your name down, and you will limit your comment to five minutes. Good evening. Good evening. I'm Katie Roche. I'm the Executive Director for Summer of the Arts, which is a new 501C-3 organization which oversees the downtown festivals that I'm sure all of you are familiar with, which is the Friday Night Concert Series, the Saturday Night Free Movie Series, the Iowa City Jazz Festival, and the Iowa Arts' Festival. ljust wanted to tell you a little bit about our organization. We have an item in your budget that is really important to us, and the City has, over the years, really, really supplied everything from money to assistance in terms of police officers and picking up the trash and helping to arrange absolutely everything. The festivals would not happen ifit was not for the City. Going forward and working with the City, I'm really hoping that we can establish a way for the City to be really fully recognized for everything that they've done and I'm hoping that that becomes a part of our process. So, the Iowa Arts Festival showcases regional visual artists and musicians from all over the world. The Jazz Festival is one of the top ten in the nation. The Friday Night Concert Series exclusively features local musicians, and the Saturday Night Free Movie Series brings together the community to watch a film. This just happened for the first time last summer. Where they take the old Englert screen and lean it up against Macbride Hall and the first time we had it, 300 people came. So, that was a pretty successful community-building event. So, all of the Summer ofthe Arts events are free. They take place outdoors, in the central business district, and as I said, we're very proud of all the work the City has put into the festivals, and we feel as though this has helped to showcase all the hard work you've put into the downtown district. All of our events are family- friendly, and alcohol-free, and they bring nearly 70,000 attendees into the downtown area, through 72 events, over 100 days of summer, between May and September. A little over one-third of these attendees, of the 70,000, are estimated to be out of town visitors and with them they bring their dollars to spend, an estimated $5.3 million, and because ofthe creation ofthe Summer of the Arts, we expect these numbers to grow. By unifying these festivals, we're able to stretch the donor dollar, to advertise to a wider audience, and also we are able to streamline our operations for greater savings across the festivals. Summer of the Arts events are culturally diverse. We deliberately feature world music and Hispanic- speaking performers to better include our entire population. The Spanish- speaking population is the fastest growing population in the United States, as in the State ofIowa, and we also consider the world entertainment and Hispanic-speaking entertainment to be an educational tool. In addition to that, we feature children's events, which also have a measurable educational value. Finally, we help to build a sense of community. We use our festivals to benefit not only our future budget, but also other non- profits, such as the Iowa Center for Aids Resources and Education. The City grants us the sidewalks, the streets, police officers, the Department of Health, and as I told Steve Atkins and Kathy Johansen when I met with them last week, I do really want to speak with all of you about how to make sure that the City is shown to be a major benefactor. As you know, the value of arts is constantly debated and I think it's mostly because this is a hard thing to measure. Throughout the country, educators and cultural advocates, such as myself, are fighting to keep a school (can't understand) and art programs and community festivals alive and well, and often those who are attempting to cut our budgets, don't really see how these can be measured. I think that Iowa City is a real gem in this way. Weare an arts and cultural haven. We have branded ourselves as such. We are known for our abundance of cultural outlets and for the resounding support and attendance to our cultural events. So, when I'm asked to measure the effect and value of arts and culture in our community, I ask you try to imagine the downtown without these events. Try to image the downtown without the Friday Night Concert Series, without the Jazz Festival, without the Arts Festival, without the Saturday Night Free Movie Series. It will be a very different place. The Arts Festival has been happening for 20 years next year, and this has become just a major part of our identity. Josh Schaumberger of the Iowa City Coralville Convention and Visitors Bureau, who is a somewhat of an expert on tourism and is also one of our Board members, summarizes it this way: When we talk about quality of life, this is the definition, this is quality oflife at the core. It represents diversity, economic development, and family. Free, non-alcoholic summer fun for the entire family. Summer of the Arts collectively brings together thousands of people who spend millions of dollars in the Iowa City businesses and our organizations. Thank you very much for letting me tell you a little bit about the organization and I'm going to, I'm not sure how this works, but I'd like to leave a little bit of some materials with you. Okay. Bailey: This is a fantastic project with lots of potential for some great jobs in Iowa City, some well-paying jobs with good benefits. So I'm really excited about this possibility. Elliott: I agree. Champion: Could somebody explain the next process? All we have to do is support the letter that goes to the community. . . .just explain it to me a little bit. Nasby: With the resolution, we are sponsoring a CEBA application to the Iowa Department of Economic Development, as well as committing $70,000 in City funds as matching funds. That application will be reviewed by the Ipwa Department of Economic Development next Thursday, and should that be approved, they will then draft the contracts for the City and the company to sign and then we'll be working on the contract between the City ofIowa City and the company, and then we'll get the paperwork done and end with P&G and move forward. Champion: And what are our chances? I would think they'd be pretty good. Nasby: I think our chances are pretty favorable. We've had some conversations with the State about this. Champion: It's not gambling. Nasby: It's not gambling boat (laughter). Since I am stage left, I guess I have to become more liberal now. (laughter) Champion: Well anything would be an improvement. (laughter) Wilburn: Regenia? Champion: You know, I don't have anything personally, but I like, I'd like to congratulate Dee on her appointment. I'd like her to just spend a few minutes telling us about her new job. Vanderhoef: Well, as Vice Chair, I will be supporting my Chairman of Transportation and Infrastructure and Services at the National League of Cities. Weare a steering committee of about 35 and a policy committee of about 200 elected officials from across the nation. Our purview is every kind of transportation you can think of, whether it be ships, inland waterways, ocean, seaports, all the train activity - whether it is for passenger or freight. We also have the usual things of roads and streets. We cover the transit, so the dollars that we receive here in Iowa City are funded through the Federal Government, but certainly we've put together policies that we want in place so that there is fair distribution for those federal dollars. Our activities include lobbying on the hill for all cities. So when I go and serve on this committee, I am wearing a National League of Cities hat, not specifically locally; however, I do have that opportunity to put study issues on the agenda for the policy committee. I want to thank all of you for welcoming me over the last few months, and hopefully most of the meetings will be about this length (laughter). Vanderhoef: Dream on. Wilburn: Okay. Once again, welcome, Amy, to the Council and good luck. I want to, first of all again, just thank the Council for the opportunity to serve as Mayor. I've received lots of phone calls from not only around town, but across the state, and so hopefully this created some positive energy around the state about Iowa City. Secondly, I had an opportunity to attend a meeting at the, I'm going to ruin the name, Aguda Sakeem Congregation. It was an interfaith and community meeting about homelessness issues, and it was well attended and I want to thank them for the opportunity to share some information about what the City does in terms ofhomelessness and the programming that we do. I know they're trying to put together some policy recommendations, and I also had suggested to them that beyond policy, that the work they do is important in terms of trying to address and change community values because I pointed out that our budget and certainly reflects community values, but in terms of public acceptance of policy that comes related to not only homelessness, but other issues. You know, the work of them with their neighbors is probably, has more impact than what we do here on City Council of any policy that we pass. They will have their next meeting at St. Patrick's Parish Hall, 435 S. Linn, on January 31st at 6:30 P.M. And, I think that's...all I have.
