OUTSTANDING STUDENT CITIZENSHIP AWARD-
Horace Mann Elementary
lfthe students could come forward, please. Okay. Welcome, thanks for
coming down tonight. Do I know you? How do I know you? (laughter)
I know your daughter.
Oh, okay, all right. Okay, this is a real special time for the City Council.
We really enjoy having you all come down and you're receiving an award,
but we're really all just impressed with the amount of work that you've
done. So, I understand you have something to read to let us know about
your nomination. Do you want to start? Do you want me to hold this or
do you want to hold it? Okay.
Hi, my name is Teara Richards. I'm 12 and I have an older sister and a
younger sister. During school, I am in many different programs. I am a
(can't understand) for Ms. Bolen's class. I'm in orchestra, band, Big
Brothers/Big Sisters, Book Club, Checkers and Chess Club, and I am a
Media Assistant. I think I deserve this award because I work well with
others and I like to make people feel welcome in our classroom. In my
free time, I like to read, write, watch TV, play outside, and play with my
brother and sister. I also like to spend quality time with my mom.

Hello, my name is Sage Behr. I am a 6th grader in Ms. Taylor's class at
Horace Mann Elementary. I enjoy playing the violin, which I have played
for three years. I like reading books about wonderful fantasies. My
favorite series of books is, "Red Wall," and my two favorite authors are
Brian Jakes and Roldol. In school, I like to write and do math. I like to
write about extraordinary things, like other people's lives. In (can't
understand), I'm writing a mystery about crime, even though I do not
approve of crime. (laughter) I love to make up names for my characters.
I live with my lovely mother and my dog, Spike, and my two cats. At
home, I write a neighborhood newsletter that I distribute to my neighbors
every month or so. This year I joined Iowa City Girls' Choir. I like choir
because I like to sing fun songs and listen to the people around me sing. I
am proud that my class chose me to be their Outstanding Citizen, and I
owe it all to them. Thank you. (applause)
Shimmick-Gordon: Hi, I'm Alex Shimmick-Gordon. I feel honored to be the first
Canadian to receive this Citizenship Award from Horace Mann School.
I'm in the Chess and Checkers Club at school and in the band made up of
students from the eastside elementary schools. I have served in the
Student Council at our school in the 2nd grade. I'd like to thank my class

for voting for me for this award. I also play in the Alliance Soccer
League. (can't understand) (laughter and applause)
Wilburn:
Well, thanks again for all your hard work and the time that you give
helping your.. .in your school and in your community. We really
appreciate it. All right, you're each going to get a Citizenship Award. I'm
going to read one, but they all say the same thing, except they have your

COMMUNITY COMMENT (ITEMS NOT ON THE AGENDA)
If you wish to speak, please approach the podium, say your name.
Mark Ginsberg, speaking on behalf of Summer of the Arts and funding for
Summer of the Arts. I am a Co-President of the newly formed Summer of
the Arts program, which encapsulates the Arts Festival, the Iowa City Jazz
Festival, the Friday Night Concert Series, and as a pilot project last year,
we had a Saturday Night Film Series, which is going to go from four
programs to sixteen, so it will mirror the Friday Night Concert Series, as
well. Starting Memorial Day and lasting through Labor Day, or slightly
beyond Labor Day, but basically that 102-day period is what we're
looking at to run the Festival. This year is key, because since we've
consolidated all these festivals, one of the things we're looking for is to
meet our budget of $300,000. While we're not asking you for more than
$500,000 at this time (laughter). Just kidding! Wanted to see if you were
listening. (laughter) We do feel that $50,000 commitment over the next
three years, $50,000 a year for the next three years to total $150,000, at
which time you can scale it back to $49,900, but until then, we'd like the
$50,000 to be a seed, or a challenge, to the rest of the community, the
business leaders and individuals alike, who have looked to leadership from
the Council, to help support programs like this. There have been small
businesses - not so much large businesses in our community - that have
devoted their time, effort, and dollars. These have been small grassroots
efforts that have led the way for these programs. It is because of this that
I'm attracted to the community, because of this that has given me
incentive to continue to provide for the community, and I look to all of
you to do the same thing, not because it's going to chill my efforts to
continue to contribute, but it may chill my future attempts to try and bring
other people on board. We're not asking you to support the entire
program. We're asking you to continue to say it's worth the economic
impact that it provides, not just the CB-I 0, but this entire county, and the
whole state. So, we're asking for programs like this to be supported. We
realize you're tugged and pulled from all over the place, but these are four
great organizations that are absolutely free. So, it does not cost this
community anything. Those who want to participate in the movies or the
concerts or the jazz or the children's or the art's fest programs, and we
are... this is only one of four seasons. So, this is just the beginning for us,
in an attempt to bring you an entire year's worth of programming, not just
Summer of the Arts. The other portion of this is as this program grows
and as we get support from you, we're going to expand this beyond just
what's in downtown Iowa City. As an example, we've talked about using
the Jazz Festival which is Friday, Saturday, and Sunday, Wednesday night
going to Mercer Park starting a pre-band concert there, so all day
Wednesday or Wednesday evening, starts the concert series, and then
going on Thursday night to Coralville, and then Friday, Saturday, Sunday,

home running it in downtown Iowa City. This is in order to get greater
participation for the entire community, not just the Iowa City contingent,
but the entire county, and same thing with the Arts' Fest, Friday Night
Concert Series - we've talked about expanding that in both directions, as
well. So, I won't belabor the point. I've talked to most of you already
before I came here this evening, but I will encourage you to try to find an
additional amount of money to help support this program. You can take
100% of my property tax bill, which went up this year, so if you want to
contribute that to the program, that I think comes to maybe one-fifth of
what we're asking for this year. And that's just one little building! So,
imagine if you just took five little buildings and threw that into the fund.

Elliott: Mark, one thing. I'm a huge fan of the Jazz Festival and the Friday Night
Series, but for tonight, you put a face on the volunteers and the financial
contributors, and I've said several times before, I think people have to stop
looking for City and State government to fund just a lot of things, and it's
going to be up to volunteers, so we really appreciate the volunteers and
contributors. It makes our community terrific.
Ginsberg: I'm the first of many, Bob. So, you're going to be seeing a lot of us, and
another thing that's pretty interesting, we've gotten a lot more
participation from the James Gang, Andy Stoll and Katie Roach, and Rob
(can't understand), and Natalie Wicklund, and that entire group. What's
exciting about that is it's a whole new generation of25 to 35 year olds that
haven't, up to this point, participated at this level, and now they're
beginning to get much more involved. So, it's exciting for us to see a
whole new generation carrying this forward. So... thank you.

AGREEMENT BETWEEN THE CITY OF IOWA CITY AND THE
IOWA CITY ASSOCIATION OF PROFESSIONAL
FIREFIGHTERS, IAFF, LOCAL #610.

Champion: I think it's a really nice contract, thank you.
Wilburn: It's a three-year agreement; wage increase 3.1 in the first year, 3.25 the
second year, and 3.3 in the third year, and they have a $5 a month increase
for family health insurance each year. All those in favor say "aye."

Elliott: Are there two other people who would support me in asking that we have
the Fire Chief and Police Chief appear before the Council to present their
feelings as to why the, they would like to have and need to have I believe
it's four additional police persons and nine additional firefighters.
Wilburn: Will point out that at least the Fire Chief will appear with a, because of
items on the Capital Budget, but the Police Chief will not.
O'Donnell: Are you talking of doing this at a work session?
Elliott: Yes, I would like to have that, so there's plenty of time for us to ask
questions.
O'Donnell: Sure, I would, I'd support it.
Wilburn: One more?
Vanderhoef: It's fine with me.
Wilburn: Okay. We'll put that on...
Champion: Maybe they could come during our, one of our budget work sessions?
Atkins: That's the idea.

Bailey: And I also just want to announce that Non-Profit Management Academy
in February, on February 16'\ from 9:00 to 4:00 is doing a terrific
workshop on "Grant Writing." Ron Mirror will be the presenter, and Ron
is a very good presenter, and also a very good grant writer, and for those
who are interested in signing up for this, the number is 337-2145, and
that's Iowa State University Extension.
Wilburn: He's also an excellent clarinetist.
Bailey: Oh, there ya go! How can you beat that?
Elliott: One quick, I would be surprised if we all don't feel the same way that
there was some very, very upsetting and sad news (can't hear). Terrible
blow for Iowa City (can't hear).
Wilburn: Dee?
Vanderhoef: Just a reminder to public, we are starting in on budget consideration, and
these are open meetings, and everyone is welcome to come down and
listen. I believe we are set up also to be on TV for the Capital
Improvement. . .
Atkins: I didn't set it up. We have a PowerPoint...
Champion: No, we don't televise those.
Bailey: Last year we talked about that, last year.

Boulevard, the changing of it. I would like to wish President Skorton well

Correia: I just want...I had a nice visit at Lucas Elementary School with (can't
hear) and Joan Vandenberg a couple of weeks ago, they showed me
around and talked about the workings of trying to start a Family Resource
Center there.
Wilburn: Go ahead.
O'Donnell: We are....Ernie brought it up before he left about the MidAmerica
franchise (can't hear). Have we got anything scheduled on that?
Atkins: No we don't.
O'Donnell: Maybe we should.
Atkins: Yeah. I think with the Des Moines lawsuit, whether that has any bearing
on what we might do, just a matter of... .putting it on for a work session to
see what your interests are.
O'Donnell: I'd like to put that on for a work session.
Bailey: Can we wait until after budget?
Champion: Right.
O'Donnell: I don't really....
Bailey: I just think that we have so many items in the first, you know, until that
budget is certified, that it would be just, it would get better attention, I
think, if we waited until after.
O'Donnell: It's fine with me, I just want to make sure and get it on.
