Capital Improvements Proiects - Council Members reviewed the Projects for Fiscal Year 2002
and 2003 (2004, 2005, 2006) as distributed by the City Manager at the 01/10 budget work
session. Staff provided information to questions on the following projects in Fiscal Year 2002:

STORM WATER REGULATIONS
· Storm Water Phase I program has
been in place since 1990 and was a
result of the 1987 Amendments to
-- the Federal Clean Water Act.
· The Phase I program applies to
storm water discharges for
industrial activities and
construction sites over 5 acres and
medium to large cities with
populations over 100,000.

· Storm Water Phase II Rule was
~mplemented in 1999 by the
Environmental Protection Agency
(EPA), but is being phased in from
1999 to 2003.
· The Phase II program applies to
storm water discharges for
construction sites over 1 acre and
small cities with populations over
10,000.

· Purpose of the new regulations is to
reduce and prevent sediment &
pollutants from entering the streams
and rivers from the mumcipal storm
water systems.
· The City of Iowa City must submit
a Storm Water Management Plan in
March 2003 to the Iowa DNR that
contains six m~nimum control
measures.

estimated at $800,000.

The allocation of storm water and
storm sewer costs to those that
contribute. Fee will be proportional to
the amount of storm water a property
contributes.
The amount of storm water that runs
off a property is proportional to the
amount of impervious surface on the
property.

Impervious surface is any hard
surface that doesn't allow rain
water to penetrate or soak in such as
a building roof or a surface
constructed of concrete or asphalt
pavement such as driveways,
parking lots and sidewalks.

times more than the single family
residential home across the street

single family residential property ~s

water budget of $800,000,

example would then pay 20 x $2 -

The first step ~n determining a rate
structure is to measure the amount of
hard surface on ~ndividual residential
properties ~n all areas of the city to
determine the average hard surface of
a residential property.

The second step is to measure all of the
commercial and industrial properties.
These properties each have to be
measured rather than using an
average because the amount of hard
surface vanes more than on
residential properties.

The next step is to measure some of
the multi family residential units,
and calculate the average hard
surface of a 4-plex, 8-plex, 12-
plex, and anything above a
12-plex.

The aerial photography and mapping
is essential to creating a storm
water utility fee. We can determine
the amount of hard surface from
site plans or field measurements but
it will take at least twice as long if
not longer. You can zoom in with
computer software to measure.the
building and driveway areas
quickly and accurately.

This aerial mapping will also be
useful as a base map for our storm
sewer system mapping that is
required as part of the storm water
management plan.
