PLANNING & ZONING ITEMS
PCD Director reviewed the following items:
A. Setting a public hearing for March 19 on an ordinance rezoning 18.2 acres from Low Density
Single-Family, (RS-5) to Sensitive Areas Oveday Low Density Single-Family (OSA-5) and a
preliminary plat of Hickory Heights, a 20-lot resident subdivision located west of Scott
Boulevard near its intersection with Dodge Street. (REZ01-00028/SUB01-00031)
B. Public hearing on an ordinance to rezone approximately 2,800 square feet from Low Density
Multi-Family Residential, RM-12, to High Density Multi-Family, RM-44, for properly located
at the north end of West Benton Court. (Oaknoll/REZ01-00027)
Mayor Lehman left the room due to a conflict. Mayor Pro tern Vanderhoef presiding.
C. Public hearing on an ordinance to amend the Sensitive Areas Development Plan for lots 3
and 4 of a resubdivision of Lot 53 of Walden Hills, located at the intersection of Rohret Road
and Shannon Drive. (REZ01-00026)
Mayor Lehman returned to the meeting. Developer Bob Burns and Alaina Welsh present for
discussion.
D. Public hearing on an ordinance to amend Section 14-6E of the Zoning Ordinance in order to
allow grocery stores in the Intensive Commercial Zone, C1-1, as a provisional use or as a
special exception.
Franklin indicated the Planning and Zoning Commission have declined further consultation with
the City Council on this matter.
E. Ordinance to rezone approximately 0.63 acres located at 707 N. Dubuque Street from High
Density Multi-Family, RM-44, to High Density Multi-Family Sensitive Areas Overlay,
OSA/RM-44. (Svoboda/REZ01-00010) (First Consideration)

F. Ordinance to rezone 95 acres located between Coud Street and Lower West Branch Road
from Low Density Single Family, RS-5, and Medium Density Single-Family, RS-8, to
Sensitive Areas Overlay. (Lindemann/REZ01~00023/SUB01-00025) (Second
Consideration)
G. Ordinance to vacate the northern 182 feet of the 20-foot wide alley right-of-way located
south of Burlington Street and west of Dubuque Street. (VAC01-00004) (Second
Consideration)
H. Ordinance to vacate a podion of Northgate Drive. (VAC01-00006) (Second Consideration)
I. Ordinance rezoning 4.01 acres located south of Herbert Hoover Highway east of Scott
Boulevard from County Local Commercial, C-1, to Commercial Office, CO-1. (Iowa City
Care CentedREZ01-00025) (Second Consideration)
AGENDA ITEMS
1. (Item #13 - Resolution awarding contract...landfill salvage yard barn & furniture project) In
responses to Kanner, Architectural Services staffer Morris explained the bid alternate and
stated the Iow bid was in order.
2. (Consent Calendar #5b(2) - Library Board minutes of December 10) In response to Kanner,
Architectural Services staffer Morris stated Joel Miller was construction Manager for the
Library project and that concerns regarding "underbidding" would be addressed with the
hiring of a construction manager that represented the City and the consultant or the
contractor, and checking the schedule of values against the project manual for all the items.
3. (Consent Calendar #5f(8) - letter from Geoff Johnson regarding Waterworks Park,
Apartment Complex, Hickory Hill, Mediacom) In response to Vanderhoef, the City Manager
stated explained that the project had been broken out and that the City felt it could get a
better bid by separating it out (not subbing it out).
4. (Planning and Zoning #7c - Lot 53 Walden Hills) PCD Director Franklin stated the applicant
had requested expedited action to meet the state deadline for tax credits.
5. (Consent Calendar #5b(2) - Planning and Zoning Commission minutes) !n response to
Kanner, PCD Director Franklin stated that them were alternates to addressing concerns of
dividing land to get around the sensitive areas ordinance such as either through a
conditional zoning agreement or a subdivision paper.
6. (IP5 of 2/14 Info Packet - Floodplain ordinance amendments, 711 4~h Ave) Council Member
Kanner raised concerns regarding allowing the building to proceed, and stated he would like
to have reasons why staff would be recommending amending the ordinance to be consistent
with the State Code rather than stronger than the State Code.

TRANSPORTATION VISION STATEMENT (IP1 of 2/14 Info Packet)
JCCOG Executive Director Davidson present for discussion. Majority directed staff to add
language to explore transit capital equipment innovations such as buses that have less polluting
emissions and Iow floor clearance that doesn't require wheel chair access.
STAFF ACTION: Vision statement modified to include two elements. (Davidson)

Reschedule for later time.
COUNCIL TIME
1. Majority of Council directed the City Manager to set up a work session/joint meeting with the
Airport Commission.
2. (Consent Calendar #5f(1) - Letter from Joe Rasco (ICAD) requesting presentation) Majority
of Council directed the City Manager to schedule a presentation at an upcoming work
session.
