(PATV) has been operating as a non-profit public access center for twelve years in the Iowa City community and has trained hundreds of citizens to use video equipment to create thousands of hours of local programming. Now, therefore, I, Ernest W, Lehman, Mayor of the City of Iowa City, Iowa, do hereby proclaim Friday, April 5, 2002, to be Public Access Television Day in Iowa City and urge all citizens to recognize the value of cable access television and the important role it plays in building a stronger community. Public Access Television, Inc. Mission Statement Public Access Television, Inc.(PATV) is a resource dedicated to diversity in community communication. PATV provides opportunities for !ocal citizens to make use of current technology to exchange information and ideas and to participate in the democratic process. Public Access Television, Inc. is an independent, non-profit organization incorporated on September 14, 1989, under the regulations of the Iowa Secretary of State. FUNDING PATV is funded through a contract with the City of Iowa City. The actual funding comes from Mediacom, as part of the cable franchise agreement between the City of Iowa City and Mediacom. One condition of the current franchise, which is in effect until the year 2006, is that Mediacom provides funding to pay for the operation and maintenance of a public access/community programming facility and channel. Mediacom pays the City a negotiated amount, which is then distributed to an entity that contracts with the City to provide the required services. Public Access Television, Inc. is the current contractor. The funding from AT&T for fiscal year 2001 was $173,926.00. PATV's operating budget for fiscal year 2001 was $214,345.00. A complete financial report is available at PATV. BOARD OF DIRECTORS PATV is managed by a nine-person volunteer board. Each member serves a three-year term. The board sets policies for the organization. These policies are then implemented through procedures determined by the director. Board meetJngs are held the third Thursday of each month and are open to the public. Ren6 certainly deserves many thanks from us for her timeless efforts in procuring our new home. She has worked like a dog. Although we have had some minor problems getting everything to work properly, most of the bugs have been worked out. I hope we can look forward to many years of television production in our very own access center. I've been involved with public access since the late 1980's and I've participated in the production of many different kinds of TV pograms. I believe that having access to the media is terribly important. The history of public access in Iowa City, as I remember it, began more than twenty years ago. Media companies were stringing cable all over the county and as part of their deal they had to provide a little space for the public. Some public spirited Iowa Citians saw to it that an access center would be a part of the then "new" library. Since then we have gone through many changes and there have been those who have wanted to pull our plug. We had to leave the library and find our own way. People have worked very hard for all that we have now, but we've been lucky too. I believe that we could lose our share of the media pie at any time. Now is not the time to take all of this for granted. The only advice I can give you is: don't take any advice from anybody who would produce "Tom's Guitar Show." But I will tell you that PATV is here for you. If you have taken the workshops but haven't gotten around to making the video that you'd been dreaming of, just come on down and work on someone else's show. Television is everywhere now and there are hundreds of channels out there. This one is for us. If you see something that you feel you need to share with others, point a camcorder at it and put it on PATV for the rest of us. If you just want to watch television, all you have to do is sit down and point a remote at one. But if you want to makeTV you have to put in some time and effort. Think of it as an exercise in democracy. Now is the time for all good producers to come to the aid of their country! FACILITIES AND STATISTICS All statistics were compiled by adding the number of bookings and multiplying that by the number of hours booked. Editing and studio time slots consist of 3 hours on weekdays and Saturdays. Studio - PATV's studio/control room is equipped with four cameras, video switcher, 16-input audio mixer, CD player, tape deck, roll-in deck, still camera and Amiga graphics system for adding titles. Usuage from January I - December 31 st: 207 timeslots booked/621 hours Camcorder - PATV has eight camcorders -- six SVHS and two digital -- for checkout. Usage from January I - December 31 st: 627 check-outs Editing -Three editing bays are available for use -- two SVHS and one digital station. Each S-VHS editing bay has an Amiga graphics system for adding titles. Usage from January I - December 31 st: I, 127 timeslots booked/3,381 hours PATV also has a dubbing station, PSA computer, two office computers with scanner and printer, a thirteen-deck playback system and a complete tape library. i il ~PATV 18 Nonprofit Organization U.S. Postage PAID 206 Lafayette Street Permit Number 22 Iowa City, IA 52240 ~owa City, ~A WORKSHOPS Three separate workshop tracks are now offered at PATV. After an initial introductory workshop is completed--Guidelines--which is mandatory for all PATV producers and providers, a person may take a field-and-post production track, and/or a studio production track. Graduates of the studio production track may produce access radio programs. Graduates of the field-and-post production track may then take a digital production track. A component of the training is that workshop trainees videotape a community event, assist with a studio shoot, or produce a public service announcement following their training. Workshop stats - Total number of new producers from January I - December 31 st: 86 Total number of workshops taught from January I - December 31 st: 38 PROGRAMMING PATV cablecasts programs from I I am to past midnight Monday-Thursday, Fridays from I I am to past I 0 pm, Saturdays from 9:30 am to past midnight, and Sundays from I 1:30 pm to I I:00 pm. They are computer generated and run continuously when video programming is not being cablecast. Public Access Television, Inc. March 2002 City of Iowa City PROCLAMATION Whereas, Iowa is struck by an average of more than 40 tornadoes annually, causing an average of one death every two years and 33 injuries per year since 1974. Tornado deaths in recent years include two deaths on April 11,200l; and Whereas, the number of tornadoes occurring in Iowa has increased in recent years, with the new reported record of 103 set in 2001; and Whereas, Iowans are also affected by severe thunderstorms and lightening. Over the past 30 years, more than 60 deaths have been caused by lightening; and Whereas, State and local emergency management officials, along with the National Weather Service, stress the continued need and importance of education and preparedness for severe weather that may affect Iowa Citians. Now, therefore, i, Ernest W.
