NOTICE
THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING COMMISSION:
PLANNING AND ZONING COMMISSION
Two Vacancies - Five-year Terms
May 1, 2006 - May 1, 2011
The duties of the Planning and Zoning Commission members include making (or causing to be made)
surveys, studies, maps, plans, or charts of the whole or any portion of the municipality and any land
outside which--in the opinion of the Commission-bears relation to a comprehensive plan; also include
recommending to the City Council from time-to-time amendments, supplements, changes, and
modifications to the Zoning Ordinance.
Iowa City-appointed members of boards and commissions must be eligible electors of the City of Iowa
City. This Commission conducts formal meetings the first and third Thursdays of each month at 7:30 p.m.
(Informal workshops are held the preceding Mondays at 7:30 p.m.)
Applications must be received by 5:00 p.m., Wednesday, March 15, 2006. The City of Iowa City
encourages diversity in the appointment of citizens to boards and commissions. Persons interested in
being considered should contact the City Clerk at City Hall, 410 E. Washington Street. Application forms
are available from the Clerk's office upon request or on the City website at www.icgov.org.

WHAT IS YOUR PRESENT KNOWLEDGE OF THIS ADVISORY BOARD?
As president of The Housing Fellowship I was actively involved a few years age in applications for rezonning for two
3ffordable housing projects. Most recently I have closely followed the revision and adoption of the new Zonning
":;ode.
WHAT CONTRIBUTIONS DO YOU FEEL YOU CAN MAKE TO THIS ADVISORY BOARD (OR STATE
REASON FOR APPLYING)?
I have some 15 years of practical experience in developing and managing owner and rental affordable housing, both
new construction and rehabilitating exisiting properties, in the capacity of president of a local nonprofit. I believe that
this experience will provide a unique and useful perspective to the Planning and Zoning Commission as it begins to
apply the newly adopted zoning ordinance and as it works with the Council in putting together a comprehensive
housing policy. Since my family resided for well over 20 years in an established neighborhood (Longfellow) and we
have recently moved to a newer condiminium development (Idyllwild) I would also offer a perspective on residential
zonnlng issues that includes both established neighborhood concerns and the interests of newer areas. I also believe
that care sA9uld be !Wen to apply the zonning code and provisions of the comprehensive plans fairly and
expeditiou~to all ~ and exisiting residential, commercial, and industrial developments.

I participated in the discussions and have advocated policies for the recent zoning code rewrite. As a lay person I
"'ave good understanding of both the previous and current zoning code and policies.

A. I would be an advocate for" Smart Growth" policies as outlined by the Enviroment Protection Agency. See
Attached Press Citizen Editiorial.
B. I would be an advocate for" zoning incentives" to encourage larger community values ie...Historic Preservation,
Density Bonuses for Universal Design in Multifamily settings.
C. I am concerned about "zoning policies" that intentionally or unintentionaly encourage only one type of housing
development in our Central Business District ( Housing for the 18-24 year old demographic) Would try tQ3dentity I

aspects of the zoning code, both strengths and weaknesses, and have seen zoning "in action". I understand how
the code is applied and how the code can affect the quality of life and the business climate in the community. I am
already fairly familiar with the new code. I'm probably an anomaly as I find the zoning code and its ins and outs very
interesting. J like the kind of detail work required by members of the P&Z Commission but I also believe I have a
good sense of the "big picture". As an aside, I would resign from the Board of Adjustment should I be appointed to
P&Z.

As mentioned, I am familiar with zoning in Iowa City. I have attended P&Z meetings in the past, with members of the
Commission on many occasions, and am fuily cognizant of the demands and expectations placed on members of the
Commission.
WHAT CONTRIBUTIONS DO YOU FEEL YOU CAN MAKE TO THIS ADVISORY BOARD (OR STATE
REASON FOR APPLYING)?
I would bring knowledge of and interest in the subject, a generally logical, common-sensical and moderate approach,
an ability to work with others, and a pretty good sense of humor. I genuinely like Iowa City -- it's a great place to live
and work -- and believe P&Z would offer me a greater opportunity to give something back to the community.

The powers and duties of the Airport Zoning Board of Adjustment are:
1. To hear and decide appeals where it is alleged there is an error in any order, requirement,
decision, or determination made by an administrative official in the enforcement of the Airport
Zoning Chapter.
