NOTICE OF PUBLIC HEARING
Notice is hereby given that a public hearing will
be held by the City Council of Iowa City, Iowa, at
7:00 p.m. on the 17th day of November June,
2009, in Emma J. Harvat Hall in City Hall, 410 E.
Washington Street, Iowa City, Iowa, or if said
meeting is cancelled, at the next meeting of the
City Council thereafter as posted by the City Clerk;
at which hearing the Council will consider:
1. An ordinance changing the zoning from
Interim Development Single-Family (ID-
RS) zone to Medium Density Single-
Family (RS-8) zone for 7.91 acres of land
located on Huntington Drive west of Taft
Avenue.
2. An ordinance amending Title 14, Zoning
Code, to allow specialized education
facilities in the Intensive Commercial (CI-
1)zone by special exception.
3. An ordinance amending Title 14, Zoning
Code, to allow flexibility in fence screening
requirements for salvage yards.
4. An ordinance amending Title 14, Zoning
Code, to allow wheel chair ramps and

Indexes contained in the most recent
edition of the Engineering News Record
rather than the Means Square Foot Costs
Manual and to hold any negative changes
to the cost index of the preceding year.

MEMORANDUM
Re: Notable Changes Contained in the 2009 Editions of the Codes, and Local Amendments
The Building Inspection Division presents for your review, significant changes made by local
amendments and notable changes between the 2006 codes and the 2009 codes for your
review. The Board of Appeals, at their public meeting on November 2, 2009, voted
unanimously to recommend approval of the code as amended. The adoption of this code is
supported by the Greater Iowa City Area Homebuilders Association.
1. International Residential Code (IRC)
The majority of amendments of the IRC are for clarification of a code requirement or to
reflect local practices that have evolved from previous building codes and their
amendments.
Following are notable changes or proposed new amendments:
a. New requirement in Section R313: Eliminate the requirement to install afire
sprinkling system in all dwelling units and adds a new regulation requiring fire
protection on the underside of floor/ceiling areas where the dwelling incorporates
light weight materials.
Comment:
Dwellings incorporating designed lightweight materials such as trusses or
engineered lightweight material (including but not limited to wooden I-Beams,
cold-form steel or light gauge bar joist trusses) in the structural floor or ceiling
areas, shall protect the floors/ceilings areas with not less than 'h -inch gypsum
board with joints taped and fastener heads treated on the underside of the
floor/ceiling system.
Exception:
If the underside of a floor system is a crawl space where no combustible
materials are stored or if the dwelling unit is has an automatic residential
fire sprinkler system installed the dwelling unit is exempt from this new
requirement.
b. New requirement in Section R315: Requires carbon monoxide alarms in all new
dwelling units and in dwellings where work requiring a permit occurs in existing
dwellings that have an attached garage or that have fuel-fired appliances.
Comment:

The section requires carbon monoxide alarms outside each sleeping area in the
immediate vicinity of the bedrooms in dwelling units that have attached garages
or have fuel-fired appliances.
c. Amendments to Section R320: Add visit-ability standards.
Comment:
The amendment applies to new one- and two-family dwellings and is not
required for new townhouses, or existing structures for repairs, alterations,
change of occupancy or additions unless the square footage of the addition is
more than 25% of the existing structure, then, the addition must comply.
Exception: Applies to new townhouses constructed using public funds.
The minimum usability requirements are as follows:
1. Interior doors: At least one bedroom, one bathroom and all other passage
doorway header widths, on the level served by the designed step-less
entrance, must be framed to accommodate a minimum 38" clear rough
opening. The framing for the doorway width opening may be reduced to
accommodate any door size provided public funds are not used in which the
minimum door clear opening shall be thirty-two inches (32") when the door is
open ninety degrees (90 ), measured between the face of the door and the
opposite stop.
Note: A 34" door hung in the standard manner, provides an acceptable 32"
opening.
Exception: Doors serving closets twenty-four inches (24") or less in depth.
2. Switch and outlet requirements: All wall switches, controlling light fixtures,
fans, all temperature control devices and all receptacles shall be located in
an area between fifteen (15) and forty-eight (48) inches above finished floor.
The height will be determined by measuring from the finished floor to the
center of the device. When the control or receptacle placement is prohibited
by the height of the window or design feature, alternative locations may be
approved by the building official.
3. Electrical panel requirements: Electrical panels shall be located so that the
individual circuit breakers are located between 15" and 54" above the floor.
4. Sanitation facilities: There must be at least one bathroom containing a water
closet (toilet), lavatory (sink) and a shower, bathtub, or combination bath/tub
located on the level of the dwelling to be accessed by a step-less entrance.
The room must be designed in a manner that will provide a minimum of thirty
inches (30") by forty-eight inches (48") clear floor space at the water closet
and lavatory. The clear floor space shall not be obstructed by a doorway
swing; however, clear floor space at fixtures may overlap if sufficient
maneuvering space is provided within the room fora person using a
wheelchair or other mobility aid to enter and close the door, use the fixtures,
reopen the door and exit. Doors may swing into the clear floor space
provided at any fixture if the maneuvering space is provided. Maneuvering
space may include any knee space or toe space available below bathroom
fixtures.
Exception:
1. If public funds are not used and a proposed bathroom design shows
a shower, bathtub or combination tub/shower can be provided
within the room or an adjoining room than the shower or bathtub is
not required.
2. The building official may waive this requirement based on the
determination that strict compliance is financially impractical.

5. Wall Reinforcement: A bathroom must be provided with wood blocking
installed within wall framing to support grab bars as needed. The wood
blocking, when measured to the center, will be located between thirty-three
inches (33) and thirty-six inches (36") above the finished floor. The wood
blocking must be located in all walls adjacent to and behind a toilet, shower,
or bathtub.
6. Step-less Entrance: At least one building entrance must be designed, without
encroaching into any required parking space, that complies with the Iowa City
Building Code standard for an accessible entrance on an accessible route
served by a ramp in accordance with section R311.8 or a no-step entrance.
The accessible route must extend from a vehicular drop-off, or parking to a
building entrance. The entry door must have a minimum net clear opening of
thirty-two inches (32").
Note: Iowa City .code only requires one parking space for single family
dwellings
Exceptions:
1. If public funds are used the step-less entrance must be provided.
2. The building official may waive this requirement based upon the
determination that strict compliance is financially or environmentally
impractical. Split-level and townhouse style homes may be exempted.
7. Garages: Must be wired for power operated overhead doors.
8. Decks: All exterior decks and patios surfaces adjacent to the level served by
the designed step-less entrance must be built within four inches (4") of the
dwellings finish floor level or top of threshold whichever is higher.
d. Amendment to Sections R612.2 & 1405.13.2: Eliminate the provisions that have
been added for window sill height and protection of fall from exterior operable
windows when such windows are located more than 72 inches above exterior grade.
Comment:
Amendment eliminates the requirement that all windows greater than 72 inches
above exterior finished grade be 24 inches above the finish floor unless the
window is fixed; or if operable, the opening is limited to no more than 4 inches; or
there is a guard installed on the window.
e. Amendment to Section G2415.1: Eliminate the requirement prohibiting gas piping
not extend through any townhouse unit other than the unit served by such gas
piping.
Comment:
Amendment is consistent with the mechanical and fuel gas code with regard to gas
piping being installed through dwelling units. Zero lot-line units will still be required
to have separate services but single structures that contain multiple units will be
allowed to have the gas piping extend through other units. This is consistent with
how gas pipe is installed now and in the past.
f. New requirements in Sections M1502 and G2439: Requires dryer ducts in concealed
spaces to have their length permanently identified. Also, duct protection is required
where the duct is subject to damage from nails or screws during finish work.
Comment:
1. Where the exhaust duct is concealed within the building construction, the
equivalent length of the exhaust duct shall be identified on a permanent label
or tag.

2. Protective shield plates shall be placed where nails or screws from finish or
other work are likely to penetrate the clothes dryer exhaust duct.
g. New requirement in Section M1601: Requires duct work seams and joints to be
sealed.
Comments:
Joints of duct systems shall be made substantially air tight by means of tapes,
mastics, liquid sealants, gasketing, or other approved means.
h. New requirements in Section 2101.10: Requires hydronic piping to be pressure tested.
Comment:
Hydronic piping shall be tested hydrostatically at a pressure of not less than 100
pounds per square inch for a duration of not less than 15 minutes.
i. New requirement in Section M2103.2: Requires installation of a thermal barrier in
floors that incorporate a radiant floor heating system. Also, the piping must be
pressure tested.
Comment:
1. Radiant piping used in slab-on-grade applications shall have insulating
materials having a minimum R-value of 5 installed beneath the slab.
2. In suspended floor applications, insulation shall be installed in the joist bay
cavity serving the heating space above and shall consist of materials having a
minimum R-value of 11.
3. Piping to be embedded shall be tested by applying a hydrostatic pressure of
not less than 100 pounds per square inch. The pressure shall be maintained
for 30 minutes.
2. International Building Code (IBC)
a. New Section 703.6: Requires fire walls, fire barriers, and other walls required to
have protected openings or protected penetrations to be identified above the ceiling
where a concealed space is created.
Comment:
Helps assure the integrity of the fire and/or smoke separation walls are
maintained during the life of a building.
b. Revision to Section 1009.12: Requires handrails when there are four or more stair
risers within dwelling units of certain residential occupancies.
Comment:
The requirement for handrails at stairs within apartments has been modified to
provide consistency with the IRC by not requiring handrails on stairs within an
apartment if the stair has three or fewer risers.
c. Revision to Section 1013.1: Clarifies when a guardrail is required on an elevated deck
located where there is a substantial change in the ground below.
Comments:
Specifies that a guard is required when there is more than thirty inches (30")
measured vertically from the walking surface to the grade below at any point within
thirty six inches (36") horizontally to the edge of the walking surface.
3. Uniform Plumbing Code
a. New Section 402.3.1: Non-water Urinals are now approved for use.
Comment:
New provision allows the use of waterless urinals with language similar to how
we allowed their use at Iowa City Schools where adequate water supply must be
provided so they may be changed to flushometer urinals in retrofit.
b. Section 1211.15.2: Electrical Bonding of Corrugated Stainless Steel Tubing is
required at the point where the gas service enters the building. The bonding jumper
shall be no smaller than six (6) AWG copper wire.
Comment:
New section provides a specific location for bonding of the gas piping system
and a minimum size bonding jumper.
4. International Mechanical Code and International Fuel Gas Code
a. New requirements in Section 506.4.2: Provides termination requirements for Type II
Commercial kitchen hood exhaust.
Comment:
This new section will provide designers, installers, and inspectors with clear
direction for terminating the exhaust from a Type II hood.
b. New requirements in 507: Provides clarification on what type of commercial kitchen
hood is required above an appliance.
Comment:
The revisions eliminate the references to specific appliances such as fryers,
broilers, steamers, etc. and replaces them by tying the provisions to defined
terms of light-, medium-, and extra-heavy-duty cooking appliances.
5. International Fire Code

Re: Notable changes to the 2009 edition of the International Fire Code
The fire department presents for your review, notable changes to the 2009 International Fire Code (IFC).
105.6.16 NEW SECTION. Flammable and Combustible Liquids- Requires an operational permit for
biodiesel stored and dispensed from tanks or portable tanks.
106.2.1 NEW SECTION. Inspection Requests and Approvals- Establishes that the permit holder is
responsible for arranging required inspections when completed work is ready.
113 NEW SECTION. Fees -Introduces new requirements that allow a jurisdiction to establish
fees for plan review and inspections. The provision was added to align the administrative
provisions of the fire code with the other model codes.
202 NEW DEFINITION. Emergency Communications Center -Shall mean the Iowa City
Emergency Communications Center unless and until the operation of the Johnson County
Joint Emergency Communications Center.
304.3.2 NEW SECTION. Container Capacity Exceeding 5.33 Cubic Feet -Requires waste
collection containers with a capacity more than 5.33 cubic feet must be constructed of
materials with a limited heat release rate. Many of the commercially available waste
collection containers are constructed of polyethylene, which exhibits a heat release rate
similar to that of many petroleum solvents.
315.3.1 NEW SECTION. Storage Beneath Overhead Projections from Buildings -Storage of
combustible commodities is prohibited beneath canopies and similar projections in buildings
protected by an automatic sprinkler system unless the sprinkler protection is extended over
these areas.
403.3 NEW SECTION. Crowd Manager -Trained crowd managers shall be provided for
facilities or events where more than 1,000 persons congregate. The requirement broadens
venues where a crowd manager is required.

404.3.3 NEW SECTION. Lockdown Plans -Establishes requirements for the development and
implementation of lock-down plans. The requirements ensure that when a lockdown is
implemented, the event is done in accordance with an approved plan and the fire protection
and life safety systems in the building are not disabled.
505.1 NEW SECTION. Address Identification -For buildings that are not visible from the public
way. This is a retroactive requirement that can be applied to existing and new buildings. In
instances in which access is by means of a private road or the building cannot be viewed
from the public way, a sign monument or a sign mounted on a pole or other approved means
is required to identify the address of the building(s).
510 NEW SECTION. Emergency Responder Radio Coverage -New requirements now address
the signal coverage of public safety radio systems in new and existing buildings. The radio
coverage is considered acceptable if signal strength can be maintained in 95% of all areas on
each floor of a building. In existing buildings, if the wired system cannot be repaired or is
undergoing replacement, the fire code official can require the installation of a building radio
amplification system. Requirements for an in-building amplification system are found in
Appendix J.
603.4.2 NEW SECTION. Portable Outdoor Gas-Fired Heating Appliances -Requirements for the
selection, use, and operations of outdoor patio heaters, which are commonly used to heat
outdoor seating areas at restaurants are established.
604.2.14.1.3 NEW SECTION. Connected Facilities -Fire pumps serving high-rise buildings must be
connected to an emergency power source and branch circuit. The primary difference
between standby and emergency power in the IFC is the time limit from the time that the
primary power source is disconnected and the time that the power source becomes available.
For standby power circuits, the maximum time duration is 60 seconds, versus a 10-second
maximum time duration for emergency power circuits.
607.3 NEW SECTION. Fire Service Access Elevator -High-rise buildings more than 120 feet
above the lowest level of fire department vehicle access are now required to have a dedicated
elevator for use by the fire service.
609.3 NEW SECTION. Operations and Maintenance -Requirements for the operation and
maintenance of commercial cooking equipment now include cleaning frequencies based on
the type of cooking operations: high-volume = 3 months; low-volume = 12 months;
operations utilizing solid-fuel burning appliances = 1 month; all other operations = 6 months.
903.2.2 NEW SECTION/AMENDMENT. Ambulatory Health Care Facilities -Group B
occupancies now include ambulatory health care facilities (buildings or portions thereof used
to provide medical, surgical, psychiatric, nursing, or similar care on less than a 24-hour basis
to individuals who are rendered incapable of self-preservation). Requires installation of
automatic fire sprinkler system in all fire areas containing a Group B ambulatory health care
facility occupancy.
903.2.3 NEW SECTION. Group EOccupancies -The automatic fire sprinkler system requirement
was reduced from 20,000 square feet to 12,000 square feet.
903.2.7 NEW SECTION. Group M Furniture Stores -Regardless of the fire area, automatic
sprinkler protection is now required in any new Group M occupancy that displays or sells
upholstered furniture. This provision does not apply to retailers who sell only mattresses and
box springs or furniture that is not upholstered. Some retailers commonly locate into
buildings with an area that is less than 12,000 square feet knowing that this limit is the
threshold for automatic sprinkler protection. This is no longer the case under this new
provision.
903.2.11.1 NEW SECTION. Stories and Basements without Openings -Location of openings in
stories and basements without openings is clarified. The requirement for an automatic
sprinkler system applies if the required openings are not distributed such that the lineal
distance between adjacent openings does not exceed 50 feet. The requirement applies only
to the affected basement or story and does not mandate protection throughout the entire
building.
903.3.1.2.1 NEW SECTION. Balconies and Decks -Sprinklers protecting combustible exterior decks
and balconies in a Group R-2 occupancy now require a combustible deck or roof above the
sprinklers.
903.3.1.3 NEW SECTION. NFPA 13D Sprinkler Systems - If an automatic fire sprinkler system is
required in one- and two-family dwellings and townhouses, the system shall be installed in
accordance with NFPA 13D.
903.3.5.3 NEW AMENDMENT. Water Supply Safety Margin -Requires inclusion of a safety
margin of 10%, but not less than 5 psi, in the hydraulic calculation.
903.6.2 NEW SECTION. Group I-2 Occupancies -Automatic sprinkler protection is retroactively
required in all unsprinklered Group I-2 occupancies. The code change aligns the IFC with
NFPA's 101, Life Safety Code requirements.
912.8 NEW AMENDMENT. Water Supply -Requires water supply for fire department
connections for a sprinkler system to be located not more than 100 feet from a hydrant.
This change mirrors standpipe water supply requirements found in NFPA 14.
1005.1 NEW SECTION. Minimum Required Egress Width -The allowance for a reduction in the
minimum required calculated means of egress width due to the presence of an automatic
sprinkler system has been eliminated.
1007.3 NEW SECTION. Required Areas of Refuge -Areas of refuge are no longer mandated as
required elements of accessible means of egress in those buildings equipped throughout with
an automatic sprinkler system.
1007.6.3 NEW SECTION. Two-Way Communications- Ameans of communication is required for
use by impaired individuals in multiple-story buildings.
1008.1.9.8 NEW SECTION. Electromagnetically Locked Egress Doors - In limited occupancy
groups, doors that are electromagnetically locked during building occupancy are now
permitted to be used if equipped with listed hardware.
1016.2 NEW SECTION. Travel Distance Increase for Roof Vents -The allowance for an
increased travel distance in fully sprinklered Group F-1 and S-1 occupancies that are

provided with automatic smoke and heat vents has been eliminated. There remains a lack of
comprehensive understanding. of the interaction between smoke and heat vents inside of a
fully sprinklered building. This lack of understanding is further complicated when high-
piled combustible storage is introduced.
1024 NEW SECTION. Luminous Egress Path Markings - Photoluminescent or self-luminous
exit path markings are now required in exit enclosures of new and existing high-rise
buildings.
1501.2 NEW SECTION. Nonapplicability for Flammable Finishes -Liquids that do not have a
fire point and certain water-based liquid formulations are no longer treated as a flammable
finishing material. The code change was developed to address the use of water formulated
paints and coatings that contain a small amount of flammable or combustible liquids.
2206.8 NEW SECTION. Alcohol Blended Fuels -Requirements for the design, construction, and
maintenance of motor vehicle fuel-dispensing stations dispensing alcohol-blended fuels are
now specified in IFC Chapter 22.
2305.6 NEW SECTION. Designation of Storage Heights -Code officials are now granted the
authority to require that the maximum allowable storage height in buildings used for high-
piled combustible storage be visually indicated.
Chapter 46 NEW CHAPTER. Construction Requirements for Existing Buildings -Retroactive
construction requirements for existing buildings have been consolidated into this new
chapter.

The Home Builders Association and our members take great pride in our craft and are
committed to building quality homes. We enjoy a good working relationship with
Building Official, Tim Hennes, and Director of Housing, Doug Boothroy, and are
appreciative of their willingness and desire to involve our Association in policy decisions
and Code implementation that affect our industry. While we may not agree with every
item in the proposed code, it represents the collaborative effort between City officials and
the housing industry and symbolizes what can be achieved through open communication
and a collaborative process.

Public notice is hereby given that the City Council
of the City of Iowa City, Iowa, will conduct a public
hearing on plans, specifications, and estimated
cost for the construction of the North Dodge Street
Pedestrian Bridge Over I-80 Project in said city at
7:00 p.m. on the 17th day of November, 2009,
said meeting to be held in the Emma J. Harvat

next meeting of the City Council thereafter as
posted by the City Clerk.
Said plans, specifications, and estimated cost
are now on file in the office of the City Clerk in the
City Hall in Iowa City, Iowa, and may be inspected
by any interested persons.
Any interested persons may appear at said
meeting of the City Council for the purpose of
making objections to and comments concerning
said plans, specifications, contract or the cost of
making said improvement.
This notice is given by order of the City Council
of the City of Iowa City, Iowa and as provided by
law.
