SUBJECT: Recent ECICOG Activities of Benefit to Iowa City
I'm writing this memo as follow-up to our phone conversation about the JCCOG Urban Policy
Board's discussion regarding ECICOG assessments at their December 2, 2009 meeting. As we
discussed, while the City of Iowa City does not often find it necessary to avail itself of
ECICOG's planning services, there are services and programs that our agency delivers that have
a direct benefit to the Iowa City connnunity. Recent examples include:
Iowa City Hazard Mitigation Plan [this was written by ECICOG staff, fiinded primarily
with federal funds and some Iowa City staff time]
• The Iowa City-based Salvation Army community needs assessment
• ECICOG contracts with Johnson Count SEATS to provide regional hansit services,
including trips into and out of Iowa City. In addition, ECICOG provides capital for
operating equipment and facilities, which enhances SEATS' ability to provide
complementary para-transit service to the City of Iowa City
• ECICOG is the designated federal Economic Development District for East Central Iowa
and administers a $1.6 Million revolving loan fund. Iowa City-based Bocluier
Confections recently received a $190,000 loan from this fund to support 10 jobs. In
addition, ECICOG's development and maintenance of the regional Comprehensive
Economic Development Strategy (CEDS) provides access to EDA funding for local
jurisdictions
• ECICOG recently awarded $1,063,000 in Single-Family New Construction projects to
Iowa City Contractors/Developers/Financial Institutions
• ECICOG recently awarded a contract in the amount $216,000 for Project Administration
to the Housing Trust Fund of Johnson County for the Single-Family New Construction
Program
• ECICOG staffs the Johnson County -Linn County Leadership group, a discussion group
which includes representatives from Linn and Johnson County governments meant to
foster more regional cooperation.
