NOTICE OF PUBLIC HEARING
Notice is hereby given that a public hearing will
be held by the City Council of Iowa City, Iowa, at
7:00 p.m. on the 14th day of December, 2009, in
Emma J. Harvat Hall, 410 E. Washington Street,
Iowa City, Iowa, or if said meeting is cancelled, at
the next meeting of the City Council thereafter as
posted by the City Clerk; at which hearing the
Council will consider:
An ordinance amending the Planned
Development Overlay Medium Density
Single Family Residential (OPD-8) Zone
for approximately .44 acres of property
located on Westbury Drive, South of
Middlebury Road.
Copies of the proposed ordinances and

2011-2015 CONSOLIDATED PLAN
(a.k.a CITY STEPS)
The City Council will be holding a public
hearing and considering the approval of Iowa
City's 2011-2015 Consolidated Plan (a.k.a.
CITY STEPS) on December 14, 2009, at
7:00 p.m., City Hall, Emma J. Harvat Hall,
410 East Washington Street, Iowa City, IA.
The City of Iowa City is making this
opportunity available to citizens wishing to
comment on the 2011-2015 CITY STEPS
plan. At their December 3, 2009 meeting, the
Housing and Community Development
Commission recommended approval of this
plan to the City Council.
The 2011-2015 CITY STEPS plan outlines a
range of activities to be undertaken by the
City and its subrecipients to address the
housing, jobs and service needs of low-
income citizens.
Copies of the 2011-2015 CITY STEPS Plan
are available from the Department of
Planning and Community Development, 410
East Washington Street. In addition, a copy
of the 2011-2015 CITY STEPS plan is
available for review at the Iowa City Public
Library 123 S. Linn Street or on Iowa City's
web site (www.icgov.org/commdev).

Re: 2011-2015 Consolidated Plan Review
This spring the City hired Mullin &Lonergan Associates to prepare the City's 2011-2015
Consolidated Plan (also known as CITY STEPS). The purpose of the CITY STEPS plan is to
provide a framework for the provision of housing, jobs and services for low and moderate
income residents and it is required by the U.S. Department of Housing and Urban Development
(HUD). A 'draft" copy of the Plan was included in your December 3 packet and it is also
available at www.icgov.org/actionplan.
Mullin and Lonergan Associates (M & L) held a series of public meetings and consultations to
attract community input, including surveys to a variety of groups and an online survey for the
general public. In general, these meetings were well attended. Wherever possible, M & L used
updated demographic and statistical data; however, there are several HUD requirements that
rely on the 2000 U.S. Census information.
CITY STEPS is most often used by the Housing and Community Development Commission
(HCDC) and the City Council for the annual allocation of Community Development Block Grant
and HOME Investment Partnership program funds. The priorities and strategies outlined in this
planning document will assist the City and its partners in meeting community needs ranging
from affordable housing to child care to job creation.
Below is a brief description of the changes to the draft 2011-2015 CITY STEPS Plan
recommended by HCDC at their meeting on December 3, 2009.
Table of Contents: Add a Strategic Plan chapter before the Appendix. Summarize the process
for community input and developing the strategic plan. Summarize the priority (high) needs for
housing, community development, homeless and non-homeless special needs based on HCDC
recommendations.
Table of Contents: Add a section for definitions as contained in the prior 2006-2010 CITY
STEPS.
Add narrative under the Priority Housing needs regarding the priority level for owner-occupied
housing. Since the priority for owner-occupied housing is mostly set at a medium, HCDC
requests a statement added to reflect various funding opportunities for owner-occupied housing
that exist during this 5-year period that have typically not been available such as the Single
Family New Construction Program (CDBG Disaster Recovery Funds) and the UniverCity Project
(I-Job Funds). The City anticipates that 50 homes will be available for purchase to income
eligible homebuyers from these two programs during the 2011-2015 Consolidated Plan.
P. 24, 76, 86 Basis for Assigning Priorities.
Add a caveat that the City will fund projects meeting a high priority need based on the capacity
of the applicant, type of project, impact, and project budget. This may mean that the proposed
project may not be funded or fully funded even though the project addresses a high need.
After funding projects addressing a high need with the noted caveat, the City will then review

projects meeting a medium priority. Projects with a low priority will be funded if there are
remaining funds.
P. 27 Proposed Actions -Lead Based Paint
The City does not test the lead blood levels of children under the age of seven as a standard
practice. Replace statement with the following, ~~The City's Housing Rehabilitation Program
performs visual risk assessments or contracts for lead inspection on all homes built before 1978.
Blood lead level tests may be paid through the Rehabilitation Program for targeted populations
such as children under seven when needed."
P. 17, 51-52, 87. Clarify the Housing Choice Voucher Program (Section 8) and Public Housing
waiting list information and update the figures for disproportionate need based on racial or
ethnic group. The waiting lists for both programs include residents and non-residents
(applicants not from the Iowa City Housing Authority's jurisdiction -Johnson County and parts
of Washington and Iowa Counties). The general pool the Housing Authority draws from to
determine program eligibility is approximately 750 households that live in the Housing
Authority's jurisdiction. The ICHA has a residency preference that is verified at the time the
applicant begins the eligibility determination process for admission.
The racial characteristics of the current pool of applicant families that the Housing Authority will
screen to determine eligibility and who may eventually receive housing assistance are:
435 (55%) are white;
• 315 (40%) are black,
4 are Asian (<1%),
• 3 American Indian/Alaskan Native (<1%),
• 29 (4%) did not report race; reporting race is not required by HUD.
The remaining 1,591 applicants are either non-residents, or resident single non-elderly, non-
disabled individuals. The Housing Authority does not foresee assisting families in these
categories, their wait is indefinite. Please note there is a great deal of duplication between the
Housing Choice Voucher (HCV) and Public Housing waiting list as the majority of applicants
apply to both. Families applying to just one list typically apply to the HCV list. To gauge the
actual demographics of who is waiting for assistance, the HCV list is the better source of
information.
P. 37 Priority Housing Needs and Activities.

Revise the 6 bullet point under, To address these needs, the City anticipates funding the
following activities: to read ICHA will continue its Section 8 Housing Choice Voucher Program
and provide rental assistance to low income households. The ICHA will prioritize victims of
domestic abuse under the HOME TBRA program.
Appendices -HUD Table
Housing Needs Table:
Owner: Elderly 0-30% Median Income & Elderly 30-50% Median Income. Change from medium
to high priority.
Housing and Community Development Activities Table:
03C -Homeless facilities (includes general use, youth and domestic violence shelters) change
from a no need to a medium priority.
03K -Street improvements change from a high to a low priority, 0 units for each year
03L -Sidewalk improvements change from a high to a medium priority, 0 units each year

05J -Fair housing change from a high to a medium priority.

Four written comments were received and one Iowa City resident provided oral comments at the
December 3 Housing and Community Development Commission meeting. These comments
are attached for your review.
At your meeting on December 14, there will be a public hearing followed by an agenda item with
a resolution to adopt the CITY STEPS Plan. City Council may make revisions to the Plan
before adoption, including all or some of the HCDC recommendations. The Council must
approve the Plan before the FY11 CDBG and HOME allocation process begins since the
priorities and needs identified in the Plan will guide the allocation process. Community
Development staff anticipate having the application materials available to FY11 applicants by
December 16. If you have any comments or questions please contact either Steve Long or

Thank you for the opportunity to comment on the upcoming City Plan. Much thought and documentation has
gone into the draft. However, one theme which permeates the public's negative perception of lower income
communities is the belief that crime is centered in low income census tracts. While police records show the
greatest amount of crime to be downtown, the public media highlights crime in the SE corner of Iowa City.
The questions I have for the upcoming City Plan are:
a) What is being done to upgrade rental units and/or helping them transition to ownership units where crime is
high?
b) What creative models can be brought to bear for capturing homes owned by the elderly and keeping them
as LMI owner-occupied rather than losing them to the student rental market?
c) What planning and zoning actions are proposed to encourage and/or require lower income housing (both
rental and ownership) development? Will inclusionary zoning be included in future residential proposals and
annexations to the city? If the concentration of poverty is too great in 1/2 of the city, what is being proposed to
make the other 1/2 of the city affordable to new and/or rehab projects for LMI residents, ownership or rental?
d) What is being proposed to the University to replace 1:1 every housing unit which is lost when the university
expands?
e) What is being proposed to the University to increase the graduate and married student housing units to
relieve the pressure on rentals in the wider community?

Tracy,
I have finished reading through the draft and appendix for City Steps 2011-2015 and have a few reflections about
some of the data:
1) How is it that Shelter House reports a count of 2400 homeless individuals with maybe 3x that as a projected amount
when AI Axeen's group could only count 21 people?
2) A 2007 Black population stat is listed as 2871 people in Iowa City which is 4.4% Probably there are a number of UI
students in that group as well as all the Sudanese families at Pheasant Ridge. Current ICHA stats show 417 Black
families or 33% of the total using public housing or vouchers. It is unclear how many people are in a family for a total head
count. Feb 28, 2009 data shows 3505 Black families on waiting lists for ICHA. This has now shrunk to 2455 families but is
still about 70% of the waiting list. Where are all these people?? Doesn't this artificially inflate the way need is calculated?
3) Survey results suggest a real shift in citizen perception of how available monies should be spent (especially given that
almost 20% of responders have a vested interest in the survival of their programs and jobs). This citizen reaction is not
made clear in the body of the document.
Perhaps there should beatable summarizing that the vast majority of responders want money spent on crime prevention,
fire stations, neighborhood revitalization, tear down of deteriorated buildings, NO expansion of rental housing for LMI, NO
rental assistance to LMI, NO assistance to buy a home, and NO new construction of affordable housing.
Agencies may disagree but city council should at least debate the meaning of these survey results.
4) There are clear demographics on recipients of HCV and public housing but not for recipients of HOME Tenant-Based
Rental Assistance. Is that kept somewhere else?
I do strongly support the "Advocate human services coordination" client database idea. Many agencies are likely spending
a lot of money on the same clients. This coordination may at least give more accuracy to data. It is no wonder that the
citizenry are having an outcry to spend money to serve more of the masses.

In City Steps 2011 - 2015 Consolidated Plan, Housing and Community Development Activities,
indicates a goal of providing Tenant Based Rental Assistance to 16 families per year, or 80
families during the 5-year plan period. I would suggest dedicating at least 25% of the total
vouchers, or 4 vouchers per year to providing Transitional Housing opportunities to victims of
domestic violence. I believe this is an area of high need in our community and would provide
stability and additional assistance to victims of domestic violence to transition into economic
self-sufficiency.

Hi Tracy,
I would like to comment on the need for sustained support for victims of domestic violence
to move from crisis shelter to transitional housing.
I believe dedicating a portion of Tenant Based Rental Assistance vouchers to victims of
domestic violence represents a commitment to sustained housing, economic self-sufficiency,
and independence from a violent and abusive partner. Providing safe housing for victims
of domestic violence is a high need and I believe Tenant Based Rental Assistance is an
appropriate resource to meet this need.

Oral comments from the public received at the December 3, 2009 Housing and
Community Development Commission meeting.
Charlie Eastham attended and stated he agrees with the housing priorities as identified in
the draft that emphasize the need for affordable rental housing. He stated on page 46-47
he would like to see the number of units planned by The Housing Fellowship to be 100
units over 5 years. On page 37 he would like additional emphasis placed on rental
housing. He questioned if a racial or ethnic group has a disproportionate need what
assessment must be made? He stated that the resident survey showed strong racial biases.
Believes the responses violate fair housing laws, should not be considered and due to the
strong public opinion that the Analysis of Impediments to Fair Housing should be
updated to reflect strong racial bias.

NOTICE OF PUBLIC HEARING ON PLANS, SPECIFICATIONS, FORM OF CONTRACT AND
ESTIMATED COST FOR MERCER PARK AQUATIC CENTER SOLARIUM REPLACEMENT
PROJECT IN THE CITY OF IOWA CITY, IOWA
TO ALL TAXPAYERS OF THE CITY OF IOWA CITY, IOWA, AND TO OTHER INTERESTED PERSONS:
Public notice is hereby given that the City Council of the City of Iowa City, Iowa, will conduct a public
hearing on plans, specifications, form of contract and estimated cost for the construction of the Mercer Park
Aquatic Center Solarium Replacement Project in said City at 7:00 p.m. on the 14th day of December, 2009,
said meeting to be held in the Emma J. Harvat Hall in City Hall in said City, or if said meeting is cancelled, at
the next meeting of the City Council thereafter as posted by the City Clerk.
Said plans, specifications, form of contract and estimated cost are now on file in the ofFce of the City Clerk
in City Hall in Iowa City, Iowa, and may be inspected by any interested persons.
Any interested persons may appear at said meeting of the City Council for the purpose of making
objections to and comments concerning said plans, specifications, contract or the cost of making said
improvement.
This notice is given by order of the City Council of the City of Iowa City, Iowa and as provided by law.
