PROCLAMATION
Whereas, nearly forty years after the passage of the Equal Pay Act and Title VII of
the Civil Rights Act, women and people of color continue to suffer the consequences of
inequitable pay differentials; and
Whereas, according to statistics released on September, 2001 by the U.S. Census
Bureau, year-round, full-time working women earned only 73% of the earnings of year-
round, full-time ~vorking men, indicating no change or progress since 1999; and
Whereas, wage discrimination laws are poorly enforced and legal remedies for
discrimination are extremely difficult to obtain; and
Whereas, although women's earnings have been slowly catching up to men's over
time, the National Committee on Pay Equity tells us that this reduction in the wage gap has
more to do with a fall in men's earnings than with an increase in women's earnings; and
Whereas, a vast majority of households depend on the wages of a working mother
and working families are often just one paycheck away from hardship; and
Whereas, fair pay equity policies can be implemented simply and without undue
costs; and
Whereas, fair pay strengthens the security of families today and eases future
retirement costs, while enhancing the American economy; and
Whereas, Tuesday, April 16th symbolizes the day on which the wages paid to
American women catch up to the wages paid to men from the previous year,
Now, therefore, I, Ernest W. Lehman, Mayor of the City of Iowa City do hereby
proclaim Tuesday, April 16, 2002 to be
Equal Pay Day
in Iowa City and urge the citizens of Iowa City to recogjx~the full value of~ome)~

Whereas, the coming of Spring produces a renewal of interest in tree
planting for beauty, shade, conservation, and many other purposes
beneficial to all people, and
Whereas, the observation of Arbor Day has long been characterized by the
planting and preservation of trees, and
Whereas, we hope that the future will see the creation of a better
environment through the use of trees throughout our cities, towns and
countryside.
Whereas, trees in Iowa City beautify our community, increase property
values, and enhance the economic vitality of business areas,
Now, therefore, I, Ernest W. Lehman, Mayor of the City of Iowa City,
Iowa, do hereby proclaim Friday, April 26, 2002, to be

Whereas, os city continues to make strides in reducing the crime rate, we must
remember that there are still far too many victims of crime; and
Whereas, crime victims play an indispensable role in bringing offenders to justice; and
Whereas, victims of crime deserve respect, resources, restoration, and justice; and
Whereas, crime victims' rights are carried into 2002 and beyond, let us bring honor to
victims and create a world where respect and dignity will be basic rights for everyone
victimized by crime, and where those responsible for implementing the rights of victims are
accountable for their actions; and
Whereas, despite significant progress in providing rights and services to crime victims
over the past two decades, large segments of our population, including crime victims who
are elderly, disabled, or living in rural areas, are still under-served; and
Whereas, as a nation devoted to liberty and justice for all, America must increase its
efforts to protect, restore, and expand crime victims' rights and services; and
Whereas, the City of Iowa City is joining forces with victim service programs,
criminal justice officials, and concerned citizens throughout Iowa City, Iowa, and America
to observe National Crime Victims' Rights Week.
Now, therefore, i, Ernest W. Lehman, Mayor of the City of Iowa City, do hereby
proclaim the week of April 21 to 27, 2002, to be

Network in Iowa City; and

Whereas, Project GREEN has, since its inception, conducted 31 annual
GREEN Garden Fair and Plant Sales which have raised nearly $527,000; and
Whereas, Project GREEN has, from 1968 to the spring of 2002, invested
almost $1.3 million in public and school landscaping in the greater Iowa City
area; and
Whereas, Project GREEN honors Emilie J. Rubright (1937-2001) for her 34
years of committed leadership at its 32nd Annual Garden Fair; and
Whereas, it seems proper and fitting to accord official recognition to this
wonderful organization.
Now, therefore, I, Ernest W. Lehman, Mayor of the City of Iowa City,
Iowa, do hereby proclaim and designate the week of April 29 to May 5, 2002, to
be
Project GREEN Week
in appreciation of those volunteers who have raised the community's awareness
of the natural environment and dedicated time, ideas, energy and money to

community since 1970 and will conduct Crisis Center Week April
29-May 5, 2002, to observe the 32"d anniversary of service to the

and backgrounds through short-term counseling, suicide prevention,
intervention and post-vention, information and referral, Food Bank,
Project Holiday, transient transportation assistance, and community

Johnson County residents during 2001 through the efforts of 150
dedicated volunteers from the community, who gave over 57,000
hours of work, and
