On March 16, 2006 Steve Long mailed you a letter regarding a conflict of interest
issue that had arisen due to your status as a Board member of the Arc of Johnson
County and the fact they had applied to the Housing and Community Development
Commission for FY07 CDBG funds. The letter indicated that there were three
options to avoid a conflict of interest. The options were: 1) Resign from the Arc of
Johnson County Board of Directors, 2) Resign from the Housing and Community
Development Commission (HCDC), or 3) Remain on the Board of the Arc of Johnson
County and abstain from any discussion of the FY07 CDBG/HOME applications at the
HCDC meetings.
Steve Long contacted you shortly after this letter was sent and you stated that you
would be resigning from HCDC. As we have not received written correspondence
from you, we request that you sign this letter verifying your decision to resign from
the commission. As a policy, the City must obtain written verification from a
commission member upon their resignation. Please sign the following statement
and return this letter in the enclosed postage paid envelope.

The powers and duties of the Airport Zoning Board of Adjustment are:
1. To hear and decide appeals where it is alleged there is an error in any order, requirement,
decision, or determination made by an administrative official in the enforcement of the Airport
Zoning Chapter.
2. To hear and decide special exceptions to the terms of the Airport Zoning Chapter upon which
such board is required to pass under the Airport Zoning Chapter.
3. To authorize upon appeal in specific cases such variance from the terms of the Airport Zoning
Chapter as will not be contrary to the public Interest, where owing to special conditions a literal
enforcement of the provisions of the Airport Zoning Chapter will result in unnecessary hardship,
and so that the spirit of the Airport Zoning Chapter shall be observed and substantial justice done.

renovations have been needed, I have researched what would have been appropriate to the period of the house in

experience with older homes and respect for maintaining the integrity of older homes. I have read through the
Historic Preservation Handbook and the Historic Preservation Plan for the city.

I met with the board to discuss an application for historic review for a roof repair job on my home.

I am applying for this position because I respect and appreciate the mission of the Historic Preservation Commission.
I have a passion for historic homes and buildings, and understand the importance of stewardship of these resources.
I believe that historic neighborhoods are an asset to the entire community, and wish to be a part of protecting the
integrity of these neighborhoods and buildings. In conjunction with that, I also respect and appreciate that the needs
of homeowners in the 21 st century can be quite different from those of the original builders and owners of these
buildings, and that consideration must be made of current usage pattems, modern materials, and safety concerns. I
believe I can provide fair and thoughtful input into the process of determining how to best safeguard the integrity of
historic neighborhoods while making allowances for contemporary needs, and would serve the commission well with
an intelligent and respectful point of view.

Duties of the Housing and Community Development Commission include assessing and reviewing
policies and planning documents related to the provision of housing, jobs, and services for low- and
moderate-income residents; reviewing policies and programs of the Public Housing Authority and
Community Development Division and make recommendations regarding the same to the City Council;
reviewing and making recommendations to the City Council regarding the use of public funds to meet the
needs of low- and moderate-income residents; housing policies and programs, and seeking public
participation in assessing needs and identifying strategies to meet these needs; recommending to the City
Council from time-to-time amendments, supplements, changes, and modifications to the Iowa City
Housing Code.
Iowa City-appointed members of boards and commissions must be eligible electors of the City of Iowa
City. When possible, Council will appoint persons with expertise in construction and/or finance, a person
receiving rental assistance, and a member of the Local Homeless Coordinating Board. The Housing and
Community Development Commission will have monthly meetings.

My experience as a mentor for Big Brothers/Big Sisters familiarized me with the Pheasant Ridge low income housing and the

Ie an intereste in building my community to be its best. I feel that this starts by giving of my time and efforts to help build
Iowa City. I work well in teams. I work hard to bring a new and different perspective. I work hard to listen first, then speak. I
believe in trying to make a difference. I want to build a stronger community of friends and neighbors. It is also about helping
persons to realize this is a community that we all belong to. It is about helping people find housing, opportunities and a place to
belong. It is about empowering persons in Iowa City. I feel a civic duty to build, belong and work for my community. I hope to
work hard to make as many contribution to this committee or any other committee I work for.

I am a fairly long-time Iowa City resident, of limited/moderate income. For most of my time in Iowa City, I haW been a
renter, and expect to be one again in the intermediate future. I have observed the trends for available and affordable rental
properties and housing over the years, and feel this would enable me to make a valuable contribution to this board.
Through observation of several city council and school board meetings and work sessions, and involvement in several city
council races over the past few years, I have become more familiar with some of the issues relating to both owner-occupied
and rental housing in Iowa City. I have reviewed affordable, "inclusive-zoning" housing policies from several other cities.
In the mid-90's, I served for a little over 2 years on the Board of the then-Emergency Housing Project (now Shelter House).
During the same period, I helped re-Iocate a newly arrived family from Bosnia.
I am currently on the Uptown Bill's Small Mall Board of Directors, and have been part of the Advisory Committee for Musick's
Feast (ensemble whose proceeds go toward hunger relief).

.. s a long-time Iowa City resident on limited/moderate income, I have had an interest in availability and affordability of
he .ing, in Iowa City. I have a physical condition that makes it impossible to sit, and therefore must live where I will be able
to walk to my workplace. I believe I may be fairly typical of a segment of Iowa City's population who generally are not able to
own their own homes, but who are able to rent - if rental housing is available.
I believe the city council has created several good programs concerning affordable housing, and am especially interested in
implementation of a scattered site housing policies and neighborhood- and community-friendly development. Regarding the
rental situation, I especially see a need to foster the continuance of the "small" landlord, and to address the consolidation
of rental management under a few companies (which appear to do a poor job in general).
Regarding community development, I have been on the Board of Directors for Uptown Bill's Small Mall since it was created.
Uptown Bill's consists of several small businesses owned and partly-managed by individuals with various disabilities.
