NOTICE OF PUBLIC HEARING
Notice is hereby given that a public hearing will
be held by the City Council of Iowa City, Iowa, at
7:00 p.m. on the 2nd day of May, 2006, in Emma
J. Harvat Hall, 410 E. Washington Street, Iowa
City, Iowa, or if said meeting is cancelled, at the
next meeting of the City Council thereafter as
posted by the City Clerk; at which hearing the
Council will consider:
1) An ordinance vacating the alley located
north of Benton Street between Clinton
Street and Dubuque Street (V AC06-00001)
A copy of the proposed ordinance is on file for
public examination in the office of the City Clerk,

PUBLIC COMMENT PERIOD
FY07 Annual Action Plan
The City of Iowa City is soliciting public
comments on the proposed Federal Fiscal
Year 2006 (City FY07) Annual Action
Plan. The Annual Action Plan is a portion
of Iowa City's 2006-2010 Consolidated
Plan (a.k.a. CITY STEPS).
The FY07 Annual Action Plan will include
information on the proposed use of
Community Development Block Grant
(CDBG) and HOME Investment
Partnership (HOME) funds for housing,
jobs and services for low-moderate income
persons. The FY07 Annual Action Plan
will outline proposed activities, project
locations, budgets and the scope of
activities being funded.
Copies of the FY07 Annual Action Plan are
available from the Department of Planning
and Community Development, City Hall,
410 East Washington Street, Iowa City,
52240. A copy of the FY07 Annual Action
Plan is also available for review at the Iowa
City Public Library or on the City's web
site www.icgov.org.
Written comments may be submitted to the
Department of Planning and Community
Development at the address above. A 30-
day public comment period will begin with
the publication of this notice and end on
May 2, 2006.
PUBLIC HEARING NOTICE
The City Council will be holding a public
hearing on Iowa City's FY07 Annual Action
Plan on May 2, 2006, at 7:00 p.m., City Hall,

Street, Iowa City, IA. Said plan is a sub-part
of Iowa City's 2006-2010 Consolidated Plan
(a.k.a. CITY STEPS).
The City of Iowa City has available a draft
FY07 Annual Action Plan for the use of
Community Development Block Grant
(CDBG) and HOME Investment Partnership
Program (HOME) funds. Said plan will also
be considered by the City Council on May 2,
2006.
The annual action plan describes the
federally funded activities to be undertaken
by the City and its recipients during the 2007
fiscal year (July 1, 2006 to June 30, 2007).
Copies of the draft FY07 Annual Action Plan
are available to the public at the Iowa City
Public Library, 123 S. Linn Street; and the
Department of Planning and Community
Development, 410 East Washington Street.
A thirty (30) day public comment period
began on March 31, 2006.

For FY07 CDBG and HOME Funding
The Iowa City HCDC recommended an allocation of $200,000 to the Iowa City Housing
Authority to operate Tenant Based Rental Assistance (TBRA) program. They also recommend a
restriction that the dollars be "used to assist households in Iowa City only". The Iowa City
HCDC also recommended a "holdback" of $89,000 of HOME Funds for the next allocation
cycle.
The Iowa City Housing Authority requests the following:
> The Iowa City Council approves the use of TBRA vouchers throughout our jurisdiction
(Johnson County, Parts ofIowa, and Washington Counties).
> Allocate the $89,000 "holdback" of HOME Funds to our TBRA program.
Restricting the use of the TBRA Vouchers to the City of Iowa City may negatively impact
elderly and disabled applicants who are currently living in Johnson County, but not within the
City of Iowa City limits. What typically happens is the elderly or disabled Head-of-Household
secures a suitable, accessible unit while they are on our waiting list. When they are determined
eligible for housing assistance and their unit passes a Housing Quality Standards (HQS)
inspection and the rent is determined to be "reasonable", these families will use the housing
assistance in the unit in which they currently reside.
Thus, those elderly/disabled families currently living in Coralville or North Liberty, for example,
will be faced with a decision to receive immediate TBRA assistance and move to Iowa City, or
continue to wait for Housing Choice Voucher (HCV) assistance to remain where they are
currently residing.
The Housing Authority's TBRA program promotes the scattering of assisted housing by
providing the opportunity for participating families to lease private market rental units located in
single family homes, duplexes, zero-lot lines, or small apartment buildings. Due to the
availability of rental units, families will most likely lease units in the three (3) largest
incorporated areas of Johnson County: The City of Iowa City, The City of Coralville, and The
City of North Liberty. We anticipate the TBRA supported families will lease rental units that
track with the current general population and HCV voucher utilization patterns:

The proposed TBRA program will mitigate the impact of federal budget reductions in the HCV
program and allow the Housing Authority to maintain assistance to low income families up to .
our Federal Department of Housing and Urban Development's (HUD) approved baseline of
1,213 families. Additionally, our proposal to operate a TBRA program best meets the objective
of the City of Iowa City's comprehensive plan to promote a diversity of housing types and mix
of all income levels and to promote the "scattering" of assisted housing units.

Re: CDBGIHOME Funding for Iowa Valley Habitat for Humanity
Dear Council Members,
After much deliberation, the HCDC committee recommended $220,000 funding to Iowa
Valley Habitat for Humanity for lot purchases. We were gratified in this vote of
confidence in this recommendation.
Within the $220,000 recommendation, $25,000 ofthe total is to originate from CDBG
money and the remainder is to come from HOME funding. At the same time, no money
was recommended for repairs to the proposed ReStore site on Scott Blvd. when more than
$100,000 was requested.
We have two requests for the Council to consider:
1) Taking the $25,000 ofCDBG funds out of the housing allocation for Habitat and
shifting it to the public facilities request for ReStore.
2) Substituting $25,000 of the remaining unallocated HOME funding for the CDBG funds
to bring back up the recommended $220,000.
Our board of directors has also asked if the Council felt a need to distribute the remainder
of the unallocated HOME funds to build more housing soon, then they would commit to
purchasing additional lots for single family Habitat homes.

Approval of the FY07 Annual Action Plan
A public hearing on the FY07 Annual Action Plan, which formally allocates the
City's CDBG and HOME funds, will be held at the May 2 City Council meeting. In
addition, on April 20 the Housing and Community Development Commission
(HCDC) held a public meeting to discuss the plan. At that meeting, HCDC voted
unanimously to recommend approval of the FY07 Annual Action Plan as presented.
At the May 2 City Council meeting we are requesting that the Council approve the
FY07 Annual Action Plan. If needed, amendments or changes to the plan may
also be considered at the May 2 meeting. If there are amendments or changes,
Council could then approve the plan, as amended, that same evening. The
deadline for submission of the plan to the U.s. Department of Housing and Urban
Development (HUD) is May 15.
A copy of the memo from the Housing and Community Development Commission
that explains their funding recommendations is attached. In addition, a draft copy
of the FY07 Annual Action Plan was included in the April 20 City Council

VI. Fundina deferral
The allocation plan recommended by the Commission reflects a decision (passed 5-1) to defer
allocation of $89,409, or 18%, of the City's FY2007 HOME funds. Deferring allocation of a
portion of the FY2007 HOME funds in no way jeopardizes the City's receipt of these funds or of
future HOME funds. Under HUD guidelines, the City has two full years-until June 30, 2008-
to allocate these monies.
Providing Affordable Housing for Today and Tomorrow
In order to serve the needs of the community, the City needs to develop both short-term and
long-term strategies to help create affordable housing, and it must strike a balance in doing so.
It must assist families and individuals presently in need of housing. And it must foster the
development of safe, affordable, durable housing stock to address the long-term needs, which
we expect will continue to grow.

Moreover, the City must accomplish this with funding that is not always well matched to the
problem. Shortage of affordable housing is, in part, a long-term problem. But the CDBG and
HOME programs are subject to annual appropriation by the federal government, and those
appropriations have been consistently decreasing in recent years.
The Commission did not feel that the projects before it, when taken in the aggregate, allow the
City to strike the proper balance between long-range and short-range solutions. The
Commission concluded that allocating every available dollar in this situation would be
inconsistent with our fiduciary responsibility to the Council. We are therefore recommending
deferring allocation of remaining HOME funds until additional options can be brought forward.
Structural Issues are exacerbating the Imbalanc&- The Commission noted that there are
several structural issues which are, to varying degrees, affecting the supply of affordable
housing in Iowa City and contributing to the less-than-optimal number, type, cost and
configuration of projects applying for HOME funds this year. These issues include unavailability
of good lots, land cost, zoning, and scattered site requirements, among others. This
memorandum is not intended to identify all such issues nor to state a position on those issues.
It is intended only to acknowledge the need to consider them as factors in the City's overall
housing strategy.

This correspondence is in regards to Item No.8 on tonight's City Council agenda: Iowa
City's FY07 Annual Action Plan, and specifically HCDC's allocation recommendations for
HOME and CDBG funding.
We submitted an application for the FY07 HOME funding to develop six single-family
affordable rental homes on scattered sites. HCDC chose not to recommend an award
for this project.
Our original application requested $360,000 to complete the development described
above. As communicated to the HCDC during the allocation meetings, we could build a
development similar to the Whispering Gardens project that was awarded City HOME
funds two years ago with an award of $150,000 (6 duplexes containing 12 units for
low-income large families and persons with a disability in the Whispering Meadows
subdivision).
We respectfully request the Council to consider allocating the $89,409 the HCDC has
recommended for deferral and an additional $60,591 (for a total of $150,000) to allow
our project to go forward at this scale.
The award would be structured as a loan. The loan payments could then be reused,
perhaps to fund rental assistance (tenant based or project based) on an on-going basis
throughout the life of the loan, thus doubling the use of these funds.

Public .notice is hereby given that the City
Council of the City of Iowa City, Iowa, will
conduct a public hearing on plans,
specifications, form of contract and estimated
cost for the construction of the 2006 Asphalt
Overlat Project in said City at 7:00 p.m. on
the 2nd day of May, 2006, said meeting to be
held in the Emma J. Harvat Hall in the City
Hall in said City, or if said meeting is
cancelled, at the next meeting of the City
Council thereafler as posted by the City
Clerk.
