Re: Traffic calming measures on Whiting Avenue and an all-way stop control request at
Kimball Road /Whiting Avenue intersection
Dear Resident:
Survey results indicate that 38% of households support the installation of speed humps on
Whiting Avenue while 62% are not in favor. The household response rate was 70%. As a
result, the request for speed humps will not be forwarded onto the City Council at this time. The
neighborhood becomes eligible to re-petition for traffic calming after one year.
Following up on a few points of discussion from the June 29th neighborhood meeting; the City
will be installing "Check Your Speed - 25 mph" signs in the area within the next week to help
remind drivers of the speed limit. These signs are rotated throughout the community on an
annual basis. We are also working with the administration at Shimek Elementary to help remind
parents to be cognizant of driving speeds when they are picking up/dropping off children. As
always, you can also request targeted police enforcement and use of the radar speed trailer on
your street by calling the routine police business line at 356-5275.
Finally, at the request of several residents at the neighborhood meeting, we performed an all-
way stop control study at the intersection of Kimball Road /Whiting Avenue to determine if stop
signs on Whiting Avenue are warranted. The study indicated that the intersection did not meet
the criteria for installation of stop signs on Whiting Avenue based on traffic volumes, speeds,
and collision history. The danger in installing unwarranted stop signs (e.g. for speed control) is
that it encourages unwanted behavior from motorists. Stop signs only slow traffic at the
intersection itself. If an unwarranted stop sign is installed, speeds are often higher between
intersections as motorists try to make up for lost time by accelerating quicker and driving at
higher speeds. Also, drivers frequently ignore unwarranted stop signs and "roll-through" the
intersection which is unexpected and potentially more dangerous for pedestrians.

Engineering Division
• Staff attended the Joint Flood Recovery Meeting.
• Reviewed project plans with staff for the West Side Levee.
• Reviewed status of FEMA projects with staff.
• Provided information to FEMA in regards to the Archaeological Survey for the new
Animal Shelter site.
• Received approval form FEMA to demolish the existing Animal Shelter building. Further
study is necessary to remove all pavement form the site.
• Staff presented at the Iowa Section ASCE Annual Conference regarding the Iowa City
Flood Recovery. The presentation was made jointly with Coralville and the University of
Iowa.
Wastewater Treatment Plant Consolidation Project
• Continued QC review of calibrations of collection system models
• Started analyzing sewer system with SWMM trunk sewer model
• Development and finalization of IDNR Schedule G submittal regarding flows and loads
• Continued calibration of BioWin plant model
• Prepared for process workshop for various levels of treatment
• Continued work on energy assessment
• Collaborated on routing design hydrograph through headworks pursuant to considering
optimal equalization basin sizing
• Prepared for field work related to clarifier modeling and oxygen transfer testing during
week of September 13th
• Prepared qualitative screening of BNR alternatives for September 14th workshop
• Continued to organize energy optimization alternatives for consideration at September
28th workshop
Dubuque Street Elevation and Park Road Bridge Reconstruction Project
• Staff is in the process of reviewing scope with the consultant for Phase I -Project
Management, Coordination, Public Involvement and Environmental Assessment and for
Phase II -Design Related Services.
• Phase III, Bidding and Construction Services will be negotiated at a later date under a
separate contract due to funding from the EDA.
• A fee estimate will be provided by the consultant later this week for staff review.
• The EDA has been contacted about the proposed schedule for contract and scope
review prior to Council approval; they would like 2 weeks of review time based on the
size of the project.
• It is anticipated that the consultant agreement will be presented to the Council at the
October 11th meeting for approval.

• Staff attended the Joint Flood Recovery Meeting and is coordinating with the University
for the Mayflower Flood Mitigation Project.
Water Division
River Crossings
• This project includes replacement of two 12" water main river crossings that were
undermined by the flood of '08. They are located at the Old Water Plant and Hwy 6.
• The original PW which included interim repair was de-obligated on 7/9/10.
• Anew PW which includes replacement of the two water mains was signed on 7/9/10.
• Howard R Green Consultants (HRG) has completed 95% of the design and
specifications for the projects. A contract for bid documents and optional inspection
services for the replacement have been negotiated.
• Congress voted to replenish the FEMA Disaster Relief Fund (DRF) as part of the
Supplemental Appropriations Act for FY2010.
• FEMA has responded favorably at the request to have project inspection services
provided by HRG.
• We are expecting notification of funding obligation in the next few weeks at which time
we will proceed with completing final design and bidding these projects for construction.
Peninsula Source Protection
• The HRG Hazard Mitigation Study is the source of planning for proposed funding and
projects on the peninsula site and the plant site improvements.
• The PW and Hazard Mitigation Plan for peninsula work; CW 3, CW 4, SW 4, JW 2 and
the respective electrical systems has been `obligated' by FEMA.
• Plans and Specifications for the Hazard Mitigation projects are being scheduled for
public hearings with the City Council in order to put them out for bid. The proposed
schedule will have the projects completed by 12/31/10.
• A City Floodplain Development Permit Application was approved by Julie Tallman with
HIS for the project(s).
• City Council voted to award a contract to Price International Electric, Inc. on 7/12/10.
Notice to Proceed is scheduled for 7/26/10 with project completion scheduled for
12/31 /10.
• Apre-construction meeting was held on 7/28/10 with the general contractor, consulting
engineers and Water Division staff.
• The contractor began work on the project on 8/5/10. Inspection services are being
provided by HRG and Water Division staff.
• The project is proceeding with installation of the medium voltage cabling, grading and
compaction of the generator switch gear pad and equipment submittal review.
Water Works Prairie Park Source Protection
• The HRG Hazard Mitigation Study is being used for additional funding requests for
hazard mitigation for plant site well houses.
• We have received notice that the FEMA funding application has been approved. We are
awaiting the funds to be approved by Congress.
• David Purdy and Sara Sproule attended a Grant Pre Award Meeting in Urbandale on
6/18/10.
• Congress voted to replenish the FEMA Disaster Relief Fund (DRF) as part of the
Supplemental Appropriations Act for FY2010.
• A meeting with David Purdy and Sara Sproule and the Water Division was held on
8/9/10 to discuss Federal and State documentation for project funding.

• Official notification of funding obligation was received by Iowa Homeland Security and
Emergency, Management Division dated 8/16/10. City official signatures are required to
accept the funding.
• An RFP for engineering services has been completed and engineering firms have been
notified they will receive a packet.
Planning and Community Development
• The City acquired one more property (616 Manor Drive) this week. A total of 57 residential
properties and 16.5 acres of property from Parkview Church along Taft Speedway have been
acquired with Federal and State funds. Of the 57 properties, 32 of the properties have been
acquired through the Hazard Mitigation Grant Program (HMGP), 19 with Community
Development Block Grant (CDBG) funds, and six with Community Disaster Grant (CDG) funds. A
total of 38 properties have been demolished in the Parkview Terrace and Taft Speedway
neighborhoods. All structures in the Showers Addition have been demolished and cleared.
• Staff is working with the EPA Office of Brownfields and Land Revitalization on a design plan for a
subarea of Riverfront Crossings.
• Staff is continuing to work on an HMGP application for a tornado safe room near the Public
Works building in Napoleon Park. The park is heavily used during the summer. The safe room
would protect park users against high winds and tornados.
• Staff continues to review Jumpstart applications for disbursing State Jumpstart 2 and State
Jumpstart 3 funding for housing rehab/repair, down payment assistance and interim mortgage
assistance. A total of $2.03 million in State Jumpstart funding has been used to assist 79 flood-
impacted residential households and $861,000 in Federal Jumpstart funding has been used to
assist 17 households.
The City continues to accept applications for the following disaster business assistance
programs: Loan Interest Supplement Program, Residential Landlord Business Support Program,
Commercial Rental Revenue Gap Program, Equipment Reimbursement Assistance Program,
Flood Insurance Reimbursement Program, and Expanded Business Rental Assistance Program.
The deadline for all business programs is December 31, 2010.

Hi Carol -
Thanks for your email and sorry for the delay in responding. I needed to collect information from a
variety of sources in order to properly reply to you.
2622, 2630 and 2640 Whispering Prairie are Public Housing units owned by the City. 2622 has been
vacant since February and the City contracts with Davidson Maintenance to move and weed/feed the
lawn. Pat MacKay, who works directly with the Public Housing tenants, spoke with the residents of 2630
and 2640 after receiving your email and they have recently contracted with Davidson Maintenance to
mow their properties as well. The mowing will occur every 10 days. Pat has also spoken with the
families about litter control in their yards and in the street in front of their units. I hope you can see
some improvement in the near future. Anew garage door has also been installed for 2640 and one has
been ordered for 2622. Additional exterior maintenance will take place on the units, e.g. rejuvenating
the shutters, cleaning the siding and painting trim, so that should improve the appearance as well. Pat
would like to encourage you to contact her directly -either through email at Patricia-mackay@iowa-
cit .or or at 319-887-6069 if you find any further issues with these properties. .
The properties you referred to on Coneflower are owned by The Housing Fellowship. I have had contact
with them and they want to reinforce that they do care about who they rent to and conduct extensive
background screening. Unfortunately, some tenants, regardless of passing this screening, have not had
to maintain exteriors of their housing before and need some guidance. These tenants have been
received notices related to lawn mowing. It was not observed that there was a trash issue on these
properties. If you continue to have concerns about the maintenance of their properties, they are very
interested in your contacting them directly at either mdennis housin~fellowship.com or 319-358-
9212.
I referred your concerns regarding the lake on Dolphin Lake Point Enclave property to our housing
inspections department. They did inspect it and found that there was debris collecting around the pond
but that it was generally a healthy pond with lots of frogs inhabiting it. There is evidence that it is
suffering the same algae issue that all such small bodies of water are experiencing this time of the
summer. They have asked the Dolphin Lake Point Enclave management to remove the litter.

Subject: On-going Concerns with City Housing Properties in Our Neighborhood
Hello,
I am writing to you to seek help in solving an on-going problem with the city sponsored housing on
Whispering Praire and on Whispering Praire and Coneflower. and also with what I believe to be city
sponoored housing along Whispering Meadows and Indigo Ct.
I have lived in the neighborhood on Primrose Ct. for three years. When I moved to the neighborhood, I
realized that it had some issues, but we found a very nice house that was affordable for us. We have
neighbors who live next to us- and across from us- and along our street that take care to make necessary
repairs, mow the lawns, and keep their yards and street in front of their homes free of garbage---it is a
very pleasant area.
Unfortunately, I can not say the same the same for the city sponsored housing and it has become so
frustrating to me that after attempts to contact the city through emails on the general website-I turned to
friends who suggested I contact the two of you and the city council for further assistance. I am hoping
that we can work to gether to solve this problem as it has caused me considerable distress as a resident
of this city and as a homeowner. I, as one person, can not continue to walk up and down the street very
early in the morning to pick up the garbage left behind by people who don't care about our
neighborhood-on the city property where people who don't care about our neighborhood live. The
problem properties are on Whispering Prairie---2640, 2630, 2622---and the properties on the corner of
Whispering Prairie and Coneflower (next to the street)---and the property on Indigo Court and
Whispering Meadows on the eastern side of the street. These residents do not take care of the lawns,
they leave litter in the yards, and they do not keep the area around the properties free of litter. If it were
not for these few properties---the drive from Whispering Prairie to Whispering Meadows to Primrose
would be a fairly pleasant one day affter day---(well---except for the mess by the bus stop on Lakeside
next to the Creekside Market from all of the people who can't seem to wait to drop a wrapper or bottle
on the green grass---or into that now hazardously infested pond (which the city really needs to do
something about-it's disgusting--on the property of Dolphin Point---Lakeside
Apartments) but unfortunately it is not---and I can not tolerate it any longer.
Long-term there needs to be a serious re-evaluation of how those properites are managed and
maintanined. The city needs to be responsible to the rest of us who ARE taking care of our own
pooperty---as the city's lack of attention to maintaining the above mentioned properties and ensuring that
responsible residents inhabit those properties has damaged our neighborhood and the value of our
respective properties.
Short-term, the city needs to 1) talk directly to the residents and inform them that there have been
complaints---did you know that many people in my neighborhood share the same concerns as I, but no
one wants to speak directly to the residents or the city out of fear of being harrassed by the residents or
receiving more bad publicity from the press (like last year with the "crime spree" that left us labeled a
"crime ridden" neighborhood by KCRG-TV and had the anonymous posters at the Press-Citizen writing
"I would never buy a house in that neighborhood" and "What did those people expect when they moved
over to THAT part of town") 2) make a concerted and consistent effort itself (the city) to maintain its
own properties 3) enforce city ordinances pertaining to basic care and maintanence of property
4) improve communication efforts between the city and its tenants of expectations-and follow up just as
any good "landlord" would do with his or her own propperties.

If your weekend plans usually start out with, "What should we do?" the Grant Wood
Neighborhood Association has an idea --join them for Friday night rollerskating!
The association has resumed its rollerskating events at the Grant Wood School Gym, 1930
Lakeside Drive, every Friday night from 7 to 9 p.m. Skating is open to the public, and all ages
and skill levels are invited to participate. Slow skating /family skating time is scheduled from 7 to
8 p.m., followed by fast skate from 8 to 9 p.m. for skaters with more experience. Children under
the age of 8 must be accompanied by a parent or responsible adult.
There is no charge to participate, but a deposit of $1 or an ID is required to borrow a pair of
skates, which are available in sizes for young children through adults. The deposit will be
returned when the skates are turned in.

IOWA CITY AIRPORT COMMISSION

CALL TO ORDER:
Chairperson Horan called the meeting to order at 6:05 P.M.
APPROVAL OF MEETING MINUTES:
Minutes from the July 15, 2010, meeting were reviewed. Gardinier moved to approve the
minutes of the July 15, 2010, meeting as submitted; seconded by Crane. Motion carried
5-0.

carried 5-0.
PUBLIC DISCUSSION:
None.
ITEMS FOR DISCUSSION/ACTION:
a. Aviation Commerce Park -Tharp noted that Members have a report from the realtor
that gives an overview of happenings with Aviation Commerce Park. He added that Van
Meter is moving ahead with their plans and has started the FAA's study.
b. Airport Farm Management -John Yoemans addressed the Members next. He noted
that the thistles are now gone. He added that one of workmen hit the phone box in that
area, and that they will be repairing this. He spoke briefly about what the Commission
might want to do with the area on the northwest side that is currently weeds. Tharp
joined the conversation, noting what the FAA regulations are on what can and cannot be
planted around the Airport. The discussion continued with Members talking about what
they may want to plant in this area. Tharp will research this further and will have a
recommendation at the September meeting.
c. FAA/IDOT Projects - AECOM

i. Runway 7/25 8~ 12/30 -David Hughes stated that they still have a couple of
outstanding items on this project before they can close it out. Farris moved to
defer the resolutions in Items i and ii to the September meeting; seconded
by Assouline. Motion carried 5-0.
ii. Obstruction Mitigation -Hughes stated that they finally received the paperwork
on the United hangar project. They have one signature left to get before this can
be closed out.
iii. 2010 Pavement Rehab -Hughes -added that they have put the project out for
bid, and they have only received one bid to date. Dulek asked that Hughes
explain the bid process a bit further for the newer Members, which he did. On
the pavement rehab project, it is being recommended to go ahead and reject the
one bid received and to then re-bid this project for the 2011 construction season.
Farris moved to reject the bids received, Resolution A10-11, on this project
and to re-bid for the 2011 construction season; seconded by Assouline.
Motion carried 5-0.
iv. Hangar ADrainage -Hughes next addressed this project. He briefly covered
the bids they received. Four bids were within 10% of each other, according to
Hughes. The discussion continued, with Members questioning Hughes on the
construction bids. Gardinier moved to accept Resolution A10-12 awarding
the contract as discussed to Maxwell; seconded by Farris. Motion carried
5-0.
d. 2011 Air Race Classic -Gardinier noted that she sent Tharp an email today that
outlines the Airport's operations during the race.
e. Corporate Hanger "L" -Tharp noted that there is not much to update on this item.
Once the land sale appears imminent, they can approve the grant and get things rolling.
Gardinier left the meeting at 6:55pm
2010 - 2011 T-Hangar Rates -Farris recused himself from the discussion due to
conflict of interest. Tharp noted that the recommendation from staff is to leave the rates
as they are for another year. Tharp gave Members a brief run-down of why staff is
recommending this. Assouline moved to keep the T-Hangar rates the same for
another year; seconded by Crane. Motion carried 3-0; Gardinier absent and Farris
recused due to conflict of interest. Tharp noted that this is the time to make any
changes to the contract, as well, if the Members desire to do so. He stated that he has
no recommendations for this, but wanted Members to be aware of it. Tharp added that
the waiting list for hangars is steadily dropping.
g. Airport "Operations": Strategic Plan Implementation; Budget; Management -
Tharp spoke to Members about the need for some tuck-pointing on the west side of the
Airport terminal. He is gathering quotes at this time, but it looks like somewhere around
$1.5,000 to do this project. Tharp noted that they have some money carried over for the
parking lot rehab. This project starts tomorrow. New flooring in the terminal has begun
too, according to Tharp. Members then briefly discussed where they are with the fiscal
year budget. Tharp reminded Members of the upcoming Aviation Conference in Kansas
City, September 28 and 29, which he will be attending. If anyone else would care to
attend, they need to contact Tharp. Tharp then spoke to the Members about the budget
for FY2012, letting the newer Members know about this process. Members agreed that
a budget work session is a good idea, and Horan suggested a subcommittee.

h. FBO /Iowa Flight Training /Whirlybird Reports -Harrel Timmons shared the month's
activity report with Members. He shared a concern about incorrect information going
around regarding the length and width of the runways at the Airport. This sparked a brief
conversation on the need to have up-to-date information passed around.
i. Subcommittees' Reports -None.
j. Commission Members' Reports -Horan noted that the City has extended invitations
to boards and commissions for the City Manager search.
k. Staff Report -Tharp reminded everyone of the pancake breakfast on Sunday the 29~n
SET NEXT REGULAR MEETING:
The next regular meeting will be Thursday, September 16, 2010, at 6:00 P.M. at the Airport
Terminal building.
ADJOURN:
Assouline made the motion to adjourn the meeting seconded by Crane. Motion carried 4-
0; Gardinier absent. The meeting adjourned at 7:27 P.M.
