I'm, uh, Mayor Matt Hayek and this is the City Council, and we're very honored to have you here with us. It's an exciting time at our meetings when we get to hear from (mumbled) elementary school. So here's how the deal goes. We'll hear from each of you. If you just tell us a little bit about yourselves, and then I'm going to (mumbled) I'm going to turn this on! (laughter) Let me start all over! (laughter) How `bout that? We'd like to hear a little bit from you about, uh, what you do in school, and then I have an award that I'm going to present to you on behalf of the City Council. Welcome and...and you can go first! Watkins: Hi, my name is Julie Watkins and I'm a sixth grade student at Roosevelt Elementary. I've gone to this school since I was in kindergarten. Since then my family has been very involved in Roosevelt School. On game day Saturdays my family and I often help with parking cars. Personally (mumbled) lunch helpers and the peer assistance team. I have also recently been tutoring one of my classmates. Textperts is a program where you learn about cameras, TV's, and video cameras. Some textperts go around the school and take pictures or videotape performances. Lunch helpers is a program where you leave your class early and you serve lunch to all of the grades. Peer assistance team is a team of volunteers who supervise the playground and work out problems with the younger kids. These are the ways I help make Roosevelt a better place. (applause) Shoppa: Good evening. My name is Caecilia Shoppa. I'm a fifth grader at Roosevelt Elementary School. I think I was chosen for the Citizenship Award because I'm respectful, responsible, and safe. Last year I kept other people safe by joining PAT, or peer assistance team. Every recess we would go outside and help students solve problems. And once a week we would have our training session with our supervisor. I share responsibility by being in Student Council. In Student Council we try to figure out ways to help the school and make it better. One way we did this was raising money for electronic books for kindergartners and first graders. We also report information for our assigned classes for spirit days. I am also in textperts. In textperts we work with computers and take videos and pictures for the school web site. We also volunteer in the Library and help the younger kids with computers. I am a respectful person. I'm a good listener and communicator. I treat people kindly and also try to make friends with as many people as I can. I have a positive attitude and I'm always willing to help. I try to show gratitude to the people who care about me. From Roosevelt and my family I have learned to be respectful, responsible, and safe, and those are lessons I will use throughout my life. I would like to thank the teachers and City Council Members for giving me this award. It's something I will always remember. Page 2 Hayek: Well I have to say those are two of the best, uh, little presentations I have heard in my time on City Council, so kudos to both of you! Uh, you know the City Council's job is to...to make decisions, uh, for the community, and clearly that's what the two of you do at Roosevelt for your community there, and we're very proud of you for that and this award is...is very much deserved by both of you, and I also understand that, uh, Mrs. McDonald is a teacher over there. Well, I know her. She's a friend of, uh, mine and uh, I taught her husband how to play baseball. (laughter) If you're watching Reed, we'll talk later! (laughter) This award is called a Citizenship Award, and it says as follows: For her outstanding qualities of leadership within Roosevelt Elementary, as well as the community, and for her sense of responsibility and helpfulness to others, we recognize you, and your name is listed there, as an Outstanding Student Citizen. PROCLAMATIONS. a) International Day of Peace -September 21, 2010 Hayek: Okay, we have several proclamations. The first is the International...Day of Peace. (reads proclamation) Karr: Here to accept the proclamation is Nancy Porter. (applause) Porter: Thank you very much. You certainly read exactly what needs to be stated on our International Day of Peace, started by the United Nations back in 1981 and yet it wasn't until 2001 that the United Nations said September 21 ought to be... set aside annually as the Day of Peace, and I just want you to know in our community and locally that in Dubuque we just had a...the first, um, peace initiative conference that was sponsored by several peace groups, including Mothers for Peace and Veterans Against the War, and my official title right now in this, uh, behind this podium is the Chair of the National Education Association, Peace and Justice Caucus. So as...as Chair I certainly appreciate your recognition of this day. Um, it's very appropriate, although, um, hard to follow such a great act as having wonderful, beautiful children doing what we know they're doing in the schools and you recognizing that, that on this particular day of peace the Secretary General of the United Nations spread the word to all students, what can you do to remember a day of peace, and some of the students in Canada came up with peace cafes. These cafes are meeting places for families and for children, and for anyone to get together to discuss what we can do better to support a peaceful world. Um, especially noting peace cafes in this day and age of what we're going to vote on within the near future, and knowing that on your agenda tonight you have several liquor licenses to approve, so that, uh, coincidentally all fits together. Um, I would like to, uh, thank the Council again and I would like to mention that I do have some documents that I'll share with you. Uh, one of the original documents I got the information in August, and your wonderful, uh, Marian Karr who helped me write the, uh, petition actually helped me with a lot of things. You...you are fortunate to have such hard-working staff! But in doing the research for this, I would like to present to you two pages of information of how much we have spent on the war in Iraq and Afghanistan, and the first page of the document has a little graph that starts out from 2002 and works its way up to 2010, and the figure along the side, thank goodness someone interpreted for me because as a long-time educator, when I see all those figures and more than three commas, I have a little problem but the figure currently for our country is approximately 1.9 billion dollars, and what I have done for you is gone to the web site that you can also go to -the nationalpriorities.org, and broken down what the taxpayers in Iowa City, Iowa will pay in FY2011 for the war, and this figure is 24.3 million dollars. That's for those of us living in the Iowa City community. This particular sum of money could...hire 508 elementary teachers, or it could support 5,733 households with renewable energy, solar power, or 3,504 Headstart slots for our children, or 4,383 students receiving Pell grants, or 549 firefighters This represents only a reasonably accurate transcription of the formal Iowa City City Council meeting of September 21, 2010. PROCLAMATIONS. b) Iowa City Genealogy Month -October 2010 Hayek: Okay, our next City proclamation concerns family history month in Iowa City. (reads proclamation) Karr: Here to accept the proclamation is Trudy Burns. (applause) Burns: Thank you, Mr. Mayor. I would like anybody in the community who's interested in genealogic research to join the Iowa City Genealogy Society. We meet every, uh, the last Saturday of the month, typically. Um, some of the projects that we're involved with is...are the gravestone photo project where we're trying to take pictures of the gravestones in cemeteries of Johnson County. We also have a Johnson County, um...schools' project where we're trying to, uh, identify pictures and individuals who have gone to county...to county schools, rural schools. Uh, and I would invite you to look at the Iowa Gen-Web, iagenweb, web site to, uh, look at all the records that are available in terms of, uh, genealogic research for Johnson County. Thank you. Wilburn: Thank you and your group for the work that you do, um, and enc...I echo that, uh, fascination with genealogy... genealogical research. Appreciate the work that you all do. I was, uh, done a little bit and found a lot of records with, uh, great-great- grandfather who (coughing, unable to hear) Civil War, so it's really fascinating, fun exercise to do. You know, it's much, uh, more efficient, much more cost effective, much safer to stop fires from starting than it is to try to put them out, and everything that you do to help us with that, I just wanted to say thank you! Hayek: And for the public's information the State has made fund... funding available to help cities update their Comprehensive Plans to comply with the recently adopted Iowa Smart Planning legislation and this would authorize us to apply for grant funding of up $50,000. O'Malley: Honorable Mayor, esteemed Council, for the viewers at home my name is Kevin O'Malley. I'm Director of Finance. I'm here to answer any questions you have, and to recommend adoption of the first amendment to the 2011 budget. This...this first amendment is mainly carryovers. I think about $50 million in carryovers, something like that. And most of that's CIP related, the...mostly it's flood, Univer-City, and uh, several CDBG applications. There were about 585,000 of operating...$585,000 of operating transfers from...from, uh, from last year, 20101ast year. Any questions? This is a State form. Hayek: Uh, FEMA has awarded the City a grant to construct atornado-safe room at Hickory Hill Park. Uh, the City would, under this, have to cover 15% of the cost, which we estimated around $28,000. Wright: Just worth pointing out that the...this sounds like a little bit of moving around, but actually what we'll end up doing is saving about $2,150 a year. Hayek: Thanks for that clarification. You're trying to get the same work out of 'em and just downgrading this position. I don't see why you're not doing that to yourselves if you're trying to cut costs, you know, and just doing it that way. I don't see...this next person coming in, they're going to say, oh, I'~m doing the work that this person was doing, but I'm going to get less for it. That just seems wrong...wrong. You know, I just don't see why you would do that. Why you pick on your staff to try to close the budget. Just doesn't seem right. Wilburn: (mumbled) name for the record? I'm Jeff Stratman, uh, recently retired AFSCME member. I was a State employee, not City. Hayek: Thank you, sir. O'Brien: Good evening, Chris O'Brien, Director of Transportation Services for the City of Iowa City. Page 15 all of which do the same amount of work each evening, um, I think three or four years ago we had the same instance, and that's when we evaluated the positions. We had a retirement, um, in evaluating those positions we wanted to make sure that, uh, with all the people that are doing the same work that they're getting the same pay, and we have several MW I's that are doing that, and that's what kind of led to...to this decision was in evaluating that they all do the same work to make sure they're all in the same...same level of pay. Hayek: Uh, at last night's work session, uh, Terry Dickens volunteered to represent the City Council on a task force being created by the School District to look at, uh, appropriate ways to repurpose the Roosevelt facility, uh, on the other side of the river. Hayek: We'll start with you! Dickens: Oh, just wanted to have a little positives about Iowa City. I came yesterday morning to the pinning of three new firemen that just joined our staff. It was a very moving, very nice ceremony, uh, Fire Chief Andy Rocca gave a wonderful talk and welcomed `em to our, uh, into our fold here, and then uh, many of you may have read the September 15th issue of Forbes. It just listed Iowa City as Number 2 of the top ten best cities for business and career, and featured a picture and a little article on the, uh, Plaza Towers downtown, so it was a very positive spin on Iowa City. Bailey: I just want to say happy birthday, Ross. Wilburn: Thank you! Wilburn: Um, thanks for the birthday well wishes to a lot of folks, uh, in the electronic age the, of Facebook, etc., it's overwhelming to try and thank everyone that, uh, wishes you well, so I appreciate that. Also, we hear lots about, uh, sometimes the, uh, tension between cyclists and motorists, and I had a accident on my bicycle a few weeks ago, and uh, just want to thank the motorist who did stop to assist me and offered to take me to the hospital. I really appreciate it. I didn't get her name, but uh, the great deed was very much appreciated! Wright: Uh, just a couple things I want to bring to everybody's attention. A speaker at the Public Library this Thursday at 7:00 P.M., John Paulfrey. Uh, he is a noted writer on issues dealing with the First Amendment and intellectual freedom. He will, uh, be addressing the crowd as part of the annual Carol Spazsioni Intellectual Freedom Festival, sponsored by the Public Library. And a week from Thursday, uh, at the Public Library and the City Plaza as well we will be having the, uh, Iowa City's first banned books read-out, which is an event where folks, we encourage the public to come down and read a passage from their favorite banned book. If you'd like a list of banned books just contact the Public Library. Unfortunately, it's a long list. And both of these events are sponsored in part by a very generous grant the Library got from the Freedom to Read Foundation, the Judith Krug Memorial Grant, that the staff applied for and got and that we are very excited that it was the largest grant given by the Foundation, uh, to any library in the country! Champion: That's cause we have the best library! Wright: That's right. Champion: Happy birthday, Ross. Are you 136 also? Mims: Uh, I just would comment, uh, between our last meeting and this one I had the opportunity to go out on the annual Parks and Rec Commission tour, um, of all the parks, not that we hit all of them. That would have taken more than the time that we had, but just, uh, a really, really interesting trip. Nice to have some time with the Commissioners and see some areas that I hadn't really seen before, even though I've been in the community a long time, and particularly the new Terry Trueblood area down on South Gilbert, and for people who have not been down there, um, it already is a nice area and that is going to just be an incredible, incredible asset to our parks and so it's really, really nice. Hayek: I was also going to congratulate you on your 29th, but um (laughter) the others beat me to the punch. Um, I would like to remind the public that next week the City Council takes up the, uh, City Manager search interviews, and uh, that we will be providing an opportunity for the public to participate through the meet and greet, uh, scheduled for Tuesday and we would encourage you to watch the papers for, uh, more....more news, which will be forthcoming on that, uh, but we do encourage the community's participation in that portion of the search, and we look forward to, uh, your involvement.
