In making the announcement Mayor Matt Hayek said "Four excellent candidates came to town, and the Council was impressed with all of them. By the end of the interview and input process, it was clear that Tom Markus was the person to hire. The entire Council agreed that Tom's experience, creativity and poise make him an excellent fit. We are excited to bring him to Iowa City." F Downtown Iowa City is populated with unique and vibrant retailers, restaurants and professional offices, including a variety of ente+-ra;nrnent venues including bars. The Downtown Association is absolutely committed to partner with the City Council, City Staff, University of Iowa and baz owners to make downtown Iowa City an even better place and specifically to address the issue of overconsumption of alcohol. That commitment stands regardless of the result of the upcoming referendum: Downtown is the place for community and campus to congregate, even more so with the opening of the Wellness Centex and with Voxman-Clapp moving downtown. This is a very exciting time for Iowa City. Our downtown offers events and programming throughout the year that highlight the creative nature of our community: Englert Theatre Events, Surnrner of the Arts series (including Iowa Arts Festival, Iowa City Jazz Festival, Friday Night Concert Series, Downtown Saturday Night, Free Movie Series, Sand in the City), Taste of Iowa City, Art + Craft, Landlocked Film Festival and countless other events put on by both local residents and University students. Iowa City is recognized in the national press as one of the best cities in the country, which in no small part, is due to our vibrant downtown. In order to make a difference on the issue of overconsumption it is critical that we all come together and cooperate. It will require a level of cooperation that has heretofore not existed. While it will take a lot of hard work, we believe we can forge a relationship with everyone, including bars, which will bring about ,positive changes. The current debate surrounding the 21-Only ordinance has a tendency to spark passionate discourse on both sides of the issue. We fear that at times this debate is painting Downtown Iowa City in a light that is not accurate and is unfair to those who have taken enormous risk and invested large amounts of money in our Downtown. We are a small City and a large percentage of our population is students. It is imperative that students, who make up a substantial part of our population and directly or indirectly contribute greatly to our local economy, know that we respect them and welcome them as part of our community. We all share the common goal of promoting our downtown to be the best it can be and any assistance you can give us to avoid fostering a negative perception of downtown would be greatly appreciated. Tempering our comments between now and November 2°d will also be a significant help after the referendum in bringing everyone to the table to address overconsumption. The formal meeting will be the usual start time of 7:00 PM. ^~®~ C I T Y O F IOWA C[ T Y IP5 ~III~~~ ~E~~R Date: September 29, 2010 To: City Council From: Rick Fosse, Director of Public Works Jeff Davidson, Director of Planning and Community Development Re: Update: Flood-related activities Engineering Division • Requesting proposals to perform the Archaeological Survey for the new Animal Shelter site. • Providing FEMA with the additional costs to relocate the Animal Shelter building to the preferred site. • Preparing specifications for the demolition of two HMPG properties and four CDBG properties. • Preparing specifications for the Asbestos Abatement of CDBG demolition properties. • FEMA presented City Staff with a letter of recognition for the work the City has done regarding HMPG demolitions. Iowa City has been the leader in developing the specifications for the demolitions in regards to flood recovery across Iowa. Dubuque Street Elevation and Park Road Bridge Reconstruction Project • Staff is in the process of reviewing scope with the consultant for Phase I -Project Management, Coordination, Public Involvement and Environmental Assessment and for Phase II -Design Related Services. Phase III, Bidding and Construction Services will be negotiated at a later date under a separate contract due to funding from the EDA. • A fee estimate has been provided and staff is in the process of review and negotiation with the consultant. • The EDA has been contacted about the proposed schedule for contract and scope review prior to Council approval; they would like 2 weeks of review time based on the size of the project. ININTP Consolidation Project • A draft Flows and Loads report was reviewed with the City on September 21 • I/I flow projections were lowered for future portion of collection system • Working on finalization of Flows and Loads report for submittal to IDNR • Continued QC and calibration on Collection system model • Continued with preparations for energy workshop on Thursday September 30th • Progressed with configuration of BioWin model, awaiting flow and loading itinerary • Progressed with clarifier modeling based on findings from recent field work • Working on first draft of existing conditions chapter • Finished QC review on plant hydraulic evaluation tech memo • Adapted a standardized cost estimating approach to planning level estimating needs • Processed survey information for use on floodplain analysis September 29, 2010 Page 2 Water Division - 9/29/10 River Crossings • This project includes replacement of two 12" water main river crossings that were undermined by the flood of '08. They are located at the Old Water Plant and Hwy 6. • The original PW which included interim repair was de-obligated on 7/9/10. • Anew PW which includes replacement of the two water mains was signed on 7/9/10. • Howard R Green Consultants (HRG) has completed 95% of the design and specifications for the projects. A contract for bid documents and optional inspection services for the replacement have been negotiated. • Congress voted to replenish the FEMA Disaster Relief Fund (DRF) as part of the Supplemental Appropriations Act for FY2010. • FEMA has responded favorably at the request to have project inspection services provided by HRG. • We are expecting notification of funding obligation in the next few weeks at which time we will proceed with completing final design and bidding these projects for construction. Peninsula Source Protection • The HRG Hazard Mitigation Study is the source of planning for proposed funding and projects on the peninsula site and the plant site improvements. • The PW and Hazard Mitigation Plan for peninsula work; CW 3, CW 4, SW 4, JW 2 and the respective electrical systems has been `obligated' by FEMA. • Plans and Specifications for the Hazard Mitigation projects are being scheduled for public hearings with the City Council in order to put them out for bid. The proposed schedule will have the projects completed by 12/31/10. • A City Floodplain Development Permit Application was approved by Julie Tallman with HIS for the project(s). • City Council voted to award a contract to Price International Electric, Inc. on 7/12/10. Notice to Proceed is scheduled for 7/26/10 with project completion scheduled for 12/31 /10. • Apre-construction meeting was held on 7/28/10 with the general contractor, consulting engineers and Water Division staff. • The contractor began work on the project on 8/5/10. Inspection services are being provided by HRG and Water Division staff. • The project is proceeding with installation of the medium voltage cabling, grading and compaction of the generator switch gear pad and equipment submittal review. • The generator pad was poured this week and medium voltage was installed between collector wells. Water Works Prairie Park Source Protection • The HRG Hazard Mitigation Study is being used for additional funding requests for hazard mitigation for plant site well houses. • We have received notice that the FEMA funding application has been approved. We are awaiting the funds to be approved by Congress. • David Purdy and Sara Sproule attended a Grant Pre Award Meeting in Urbandale on 6/18/10. • Congress voted to replenish the FEMA Disaster Relief Fund (DRF) as part of the Supplemental Appropriations Act for FY2010. • A meeting with David Purdy and Sara Sproule and the Water Division was held on 8/9/10 to discuss Federal and State documentation for project funding. September 29, 2010 Page 3 • Official notification of funding obligation was received by Iowa Homeland Security and Emergency Management Division dated 8/16/10. City official signatures are required to accept the funding. • An RFP for engineering services was sent to 6 engineering firms this week. Planning and Community Development • A total of 58 residential properties and 16.5 acres of property from Parkview Church along Taft Speedway have been acquired with Federal and State funds. Of the 58 properties, 32 of the properties have been acquired through the Hazard Mitigation Grant Program (HMGP), 20 with Community Development Block Grant (CDBG) funds, and six with Community Disaster Grant (CDG) funds. A total of 42 properties have been demolished in the Parkview Terrace and Taft Speedway neighborhoods. All structures in the Showers Addition have been demolished and cleared. The Iowa Department of Economic Development (IDED) recently allocated an additional $1,390,227 to construct new single family homes in Iowa City to replace homes lost during the 2008 flood. A total of 77 new homes have been approved in first two rounds of the Single Family New Construction (SFNC) Program. The City will now be soliciting proposals from the building community to construct approximately 31 additional homes in Iowa City by December 31, 2012. The proposals are due October 1, 2010. • The City Council set a public hearing for October 11t" to consider changes to our local floodplain management ordinance. The potential changes would affect any new construction in the 500 year floodplain. State Community Development Block Grant (CDBG) Disaster loan to a local housing developer is being paid back to the City so $2.8 million in CDBG funds has become available for a wide range of CDBG-eligible projects, including housing, public facilities, neighborhood or recreational facilities, economic development activities, and infrastructure improvements. Each project must meet at least one CDBG national objective; primarily benefit low- to moderate-income people or help to prevent or eliminate slums and blight. The deadline to submit applications is noon on Friday, October 29, 2010. The Housing and Community Development Commission will review the applications and City Council will make final recommendations on how the funds will be allocated. • Staff is working with the EPA Office of Brownfields and Land Revitalization on a design plan for a subarea of Riverfront Crossings. • Staff is continuing to work on an HMGP application for a tornado safe room near the Public Works building in Napoleon Park. The park is heavily used during the summer. The safe room would protect park users against high winds and tornados. • Staff continues to review Jumpstart applications for disbursing State Jumpstart 2 and State Jumpstart 3 funding for housing rehab/repair, down payment assistance and interim mortgage assistance. A total of $2.08 million in State Jumpstart funding has been used to assist 79 flood- impacted residential households and $861,000 in Federal Jumpstart funding has been used to assist 17 households. • The City continues to accept applications for the following disaster business assistance programs: Loan Interest Supplement Program, Residential Landlord Business Support Program, Commercial Rental Revenue Gap Program, Equipment Reimbursement Assistance Program, Flood Insurance Reimbursement Program, and Expanded Business Rental Assistance Program. The deadline for all business programs is December 31, 2010. Residents, busi- ness owners, and others interested in the future of the Towncrest area are invited to attend the session, scheduled Monday, September 27 from 5:30 to 6:30 p.m. at Church of the Nazarene, 1035 Wade Street in Iowa City. RDG Planning & Design was hired by the City of Iowa City to create a streetscape plan for the Towncrest redevelopment, including design concepts for sidewalks, landscaping, signage, basic architectural treat- ments, parks, public open spaces, and other amenities such as lighting, benches and public art. The firm created two separate concepts - Concept A, which represented a more modern architectural approach, and Concept B, which was more traditional -which were presented to the public in an earlier session. Participants at the session and visitors to the firm's website were encouraged to provide feedback on both designs. RDG then reviewed the input and used it to create the final plan, which combines design elements from both concepts. The final phase of the project will be to create guidelines and requirements that will provide specific details on how to implement the new design standards for Towncrest business owners, investors, and the City. The pro- posed public and private improvements are part of the efforts being made by the City and area property own- ers to revitalize Towncrest and make it more accessible, useful, and attractive for area businesses and resi- dents. Later this fall, the Planning and Zoning Commission and City Council will be considering an Urban Re- newal Plan for Towncrest that will provide financial incentives for investment in the area. Historic preservation nominations sought for 2010 awards One of Iowa City's greatest assets is its beautiful historic homes and buildings -and How's the time to recognize property owners who have undertaken historic preservation projects by nominating them fora 2010 Historic Preserva- tion Award. The annual awards highlight the ef- fort and commitment of local citizens to retain or enhance the historical or architectural integ- rity of their property. Christina Kuecl<er, Historic Preservation Planner for the City of Iowa City, said that the Iowa City Historic Preservation Commission, along with Friends of Historic Preservation and the Johnson County Historic Preservation Commission, are seeking nominations for a variety of awards, in- cluding additions, new construction, rehabilita- tion, stewardship (for long-term maintenance), paint and exterior finishes, and other historic preservation projects. The nominated properties do not have to be located in a designated his- toric district, nor do they have to be a single- family home -one of last year's award winners was a barn in rural Johnson County. Resurrected One of the most gratifying historic preservation pro- jects we've had the pleasure to watch over the past year has been the restoration of the home at the intersection of Dodge and Burlington Streets. For years, it was rental property; and then for some time after that, sat vacant and continued to deteriorate. Enter new owner Marl< Holtl<amp. While many of us have admired the architectural details of the home's curved porch for a long time, it wasn't until Holt- I<amp's preservation project got underway that we realized how beautiful the rest of the home once was -and now, is again. These photos were taken almost a year ago, when new windows were being installed and asbestos siding was being removed. Iowa City Historic Preservation streamlines review processes, releases new handbook After two years of work on the project, the Iowa City Historic Preservation Commission received approval from the City Council for release of the newest version of its Historic Preservation Handbook, revised to help make the historic preservation process easier to understand and more streamlined. The changes have created different levels of historic review, so that only major projects must go before the Historic Preservation Com- mission for approval; minor projects can be approved by the City's Historic Preservation Planner and the His- toric Preservation Chair. The handbook, which includes more illustrations and examples than the previous version, contains: ^ guidelines for the historic review of properties in historic and conservation districts and historic landmarks; ^ an explanation of the historic preservation process and regulations; and ^ information about best practices for historic property owners. Volunteers will help residents of the neighborhood on a variety of clean-up, spruce-up, and neighbor- hood beautification projects, including painting, yard work, house re- pairs, gardening and landscaping, and working on the neighborhood's community garden. Volunteers will meet at the Roosevelt Elementary School parking lot at 61 I Greenwood Drive in Iowa City. Donuts will be provided in the morning, along with freshly roasted coffee donated by Cafe del Sol. At noon, volunteers will gather again for a lunch grill-out. Mailing sent to University neighborhoods with guidelines on hosting house parties Partying in Iowa City? There's a right way and a wrong way to do it, and the City's Neighborhood Services Division recently sent a mailing to University-area households to provide some guidelines on how to host a party that won't disrupt the neighborhood, irritate neighbors, or result in legal ramifications now that the City's 21 Ordinance is in effect and more students are hosting parties in their homes or apartments. One side of the mailing provided information for students, encouraging them to get to Know their neighbors, exchange phone numbers, Keep parties clean and quiet, monitor their guests, and be a good host. Information also was given on the potential legal consequences of a party that gets out of control. The flip side offered information for residents who live next door to students, and how to effectively address student-partying issues. The honor will be presented at an awards ceremony today, Tuesday, September 28 during the IEDC Annual Conference, September 26-29 in Columbus, Ohio. "We thank the IEDC for this recognition and I congratulate all of our staff for the work they did to produce this report," said ICAD Group President Joe Raso. "In addition to communicating our work to investors and clients, this report has been helpful as a reference document for ongoing development and community projects pursued by ICAD Group." The Excellence in Economic Awards Program annually recognizes the world's best economic development programs and partnerships, marketing materials, and the year's most influential leaders. The program honors organizations and individuals in 28 categories for their efforts in creating positive change in urban, suburban, and rural communities. "We recognize ICAD Group for providing successful strategies to promote new paradigms in economic development in this period of global recovery," said William Best, IEDC chair. "Our awards honor organizations and individuals for their efforts in creating positive change in communities." For the 2009 Annual Report, the theme was influenced by the organization's 25th anniversary. ICAD Group showcased the history of the organization, but still produced a report that was forward looking. A review of historical material, including past reports, newsletters, and promotional material was undertaken for inspiration. "ICAD Group is showing that they are at the forefront of the economic development profession and are using innovative and effective practices that can be replicated in other communities," added Best. Working with a Robyn Hepker and TruArt, Eric Hanson, ICAD Group Communicaitons Director, created an engaging and educational report that combined the most information ever included in an ICAD Group Annual Report in its 25 year history. The changes have created different levels of historic review, so that only major projects must go before the Historic Preservation Commission for approval; minor projects can be approved by the City's Historic Preservation Planner and the Historic Preservation Chair. The handbook, which includes more illustrations and examples than the previous version, contains guidelines for the historic review of properties in historic and conservation districts and historic landmarks; an explanation of the historic preservation process and regulations; and information about best practices for historic property owners.
