Hi, everyone! I'm Matt Hayek. I'm the Mayor, and this is the City Council, and we welcome you! Uh, this is the...probably the best part of our City Council meeting where we get to meet, uh, students from the various elementary schools in town and we're very honored to have you here and it's obvious you're considered leaders within your school because that's how your peers and your teachers selected you. So the way we'll do this tonight is I'll hand the, uh, microphone to each of you and give you a chance to tell us a little bit about yourself, and then I'm going to read an award that we're going to give to you. So, we'll start with you, young man! (mumbled) Okay, you want me to hold it for you? (laughter) No sweat! We all get nervous! Even me! You want me to start with another one? Okay. You want to start and we'll come back to you. (mumbled) Jordan: Hi, my name is Dashun Jordan and I'm in sixth grade and I go Mark Twain Elementary. I got selected for the Citizenship Award because I'm a good student. I help keep our community clean and I volunteer. This summer at the Broadway Neighborhood Center someone needed help setting up a computer and he asked me, and I said yes. He told me what to do, and I set the whole computer up. I'm thankful to my mom because she made me a smart student by making me read 30 minutes a day and finishing my homework before going outside. (applause) Corrales: Hi, my...hi, my name is, um, Ricardo Corrales. I'm from Mark Twain Elementary. I think I got the award because I'm a good student and I like to volunteer. I help the school and I take good care of our community and our environment. I care about everybody's education, and I just like making people smile. I'm thankful for being selected and I want to thank my (mumbled) turning me into a volunteer. I'm...and thank you. (applause) Hayek: (mumbled) You're doing just fine! Want me to hold it for you? Just read what you got there and you'll do just fine. Greenlee: Hi, my name is Bradley Greenlee and I'm a student at Mark Twain. I received this award because of my work as a conflict manager at school for two years. Also I have done volunteer work at the Hope Lodge, working with cancer...patients. Last but not least, I...I help my dad working...work, yeah, working in my neighborhood and I cycle with my family. Thanks for coming to...and to listen to me and for attending the ceremony. (applause) Hayek: You all three did a great job, and you're clearly leaders in your schools, and I want to recognize your parents and your teachers, some of whom may be here tonight, uh, for everything you do, for, uh, not only the children here tonight, but...but your school generally. (applause) Smith: Mayor Hayek, on behalf of the Iowa City Fire Department and the citizens of Iowa City, I would like to thank you for your commitment and to public safety, and recognizing November 7, 2010, as Change Your Clock/Change Your Battery Day in Iowa City. This simple task of changing the batteries in your smoke alarms and testing them monthly to ensure they are working more than doubles your chance of survival... in the event there's a fire in your home. PROCLAMATIONS. b) Hunger and Homelessness Awareness Week -November 14-20, 2010 Hayek: Okay, we have two other proclamations, but no one here to accept them, so I would read the...the end of each one of them, um, the first one is Hunger and Homelessness Awareness Week in Iowa City. (laughter) (reads proclamation) (applause) Fidelis: Mayor Hayek and Members of...Iowa City Council, as a former homes man for four and a half year out of six years ending in 2006, I am proud to say in behalf of Community Connection Day Committee in Iowa City, and in behalf of our coalition of various charitable and service organizations, government agencies, individual citizens, and businesses in Iowa City and Johnson County who support this project, we would like to thank Iowa City Council for this Hunger and Homelessness Awareness Week proclamation. We all thank Iowa City and Iowa City Council for confirming the important advocacy, defense, and assistance by Iowa City that is necessary all throughout the year, which provides the bridge to the homeless and destitute poor that can lead so many of them from their setbacks in life to go past their obstacles to reach a better and self-sustaining life. PLANNING AND ZONING MATTERS. c) FOR A VOLUNTARY ANNEXATION OF APPROXIMATELY 207 ACRES OF PROPERTY LOCATED EAST OF IOWA RIVER, SOUTH OF MCCOLLISTER BOULEVARD, AND WEST OF SAND ROAD SE. (ANN10-00003) 1. PUBLIC HEARING Hayek: Uh, this concerns the Sand Lake area to be developed as a public park. This is a public hearing. (bangs gavel) Public hearing is open. Davidson: Good evening, Mr. Mayor and Members of the City Council. I'm Jeff Davidson, the Planning Director for the City. Uh, your item, as the Mayor has indicated, is regarding the zoning, excuse me, regarding the annexation of, uh, Terry Trueblood Recreation Area, and we are the applicant for this project. I will cover both the annexation and the rezoning just to kill two birds with one stone, uh, while I'm up here at the podium. Uh, the rezoning is your next item. Uh, here's a location map of, uh, where the project is located, and just to orient, um, the Iowa River, oops...the Iowa River obviously here, uh, Gilbert Street, uh, and the new McCollister Boulevard, uh, at the top of the area. Uh, it is 207 acres in size, uh, located in south Iowa City. Uh, we evaluate this annexation the way we would evaluate an annexation from a private applicant. Uh, there are three criteria: does the area under consideration fall within the adopted long-range planning boundary. This was actually not originally part of our long-range planning boundary because it was not an area that we thought was going to develop, uh, we thought it was perfectly fine that it remain in Johnson County as a sand and gravel, uh, quarry, which is the...the former use. Uh, when it was determined, uh, we were interested in making it into a park, in particular to preserve the environmental features of the area, that is when the determination was made to extend the long-range planning boundary to the area. So it does...it is included in our long-range planning boundary. Uh, the second cri...uh, item is development in the area proposed for annexation will fulfill an identified need without imposing undue burden on the City. Obviously adding a 207 acre park to the City is going to impose some burden on the City in terms of maintenance and operation of that park, but we do not feel it is an undue burden, and you have, as a matter of public policy, extended funding to this area, uh, because it is a priority for the City to develop it. And then control of the development is in the City's best interest, because this is an entranceway, uh, to Iowa City from the south, uh, and is full of sensitive environmental features, we do feel like it is, uh, in our interest to, uh, have it annexed into Iowa City and have it under our control. Uh, in terms of the zoning, which is your next item, uh, on the agenda, this will be...this is currently county agricultural in the county. It will be zoned to P-l, which is what all of our City property is. The recommendation from staff and the Planning and Zoning Commission is to approve both the annexation and rezoning. Page 7 um, you can see it also includes the area just recently added over in this area, uh, which the City has just recently purchased, which used to include several cabins along the river and, uh, those cabins are now demolished and gone, and the area is under our ownership. Davidson: Uh, Mr. Mayor, just very quickly since you haven't officially seen the plat -here is the plat, um, it is nine... divides the area into nine lots. You' 11 recall we' 11 have the...this will be a...(mumbled) uh, this is an area where there will be some enhanced and recreated wetlands. We have two new public streets that'll help form the nine lots, and then, uh, the area up here will remain an undeveloped outlot for the time being. We'll develop that in a subsequent phase. All of the lots will have rail access and 420`h Street is being reconstructed at this time. Any questions? Bailey: Has this been certified then as...a shovel-ready site that ICAD is looking at? Davidson: We are working on shovel-ready site certification, hope to be one of the first in the state, but we're not quite there yet but this action is one of the things that will get us closer! Bailey: Okay, when do we expect that? Davidson: Um, well, it's up to us to fulfill all the requirements and then I don't know how long the process takes beyond that, but we are working at it. It's one of our highest priorities, cause that will really enhance us at the state level to have that certification on this property. Bailey: Thank you. Hayek: Do you anticipate that the sites...the lots will be sold in their present configuration or require (both talking) Davidson: We have...we have worked with ICAD, Matt, to size them such that they are at the smallest size that we think are realistic for the types of uses that are here, uh, that we anticipate here in this industrial park. It will be possible for them to be combined into larger lots, if needed, um, and we think they're a good size to do that, and then of course the area to the north, uh, is available for a large user if... if need be. The...the, um, mixed use area is in this portion of the site. There's then two other lots, uh, RDP lot here, uh, ORP lots...I should say `lots' here, uh, the, uh, the difference is in the minimum lot size. That's really the only difference between RDP and...and ORP. Um, the, uh, the lots along interstate 80 are larger because of the types of uses that we think will be attracted to the visibility from the interstate, as opposed to the more internal lots. Uh, two streets then also included in the plat, Oakdale Boulevard here, and Moss Place is the loop street that'll provide, uh, internal access. Any...any questions about, uh, about this or anything else? Champion: Jeff, was Moss Street going to be privately owned or... Davidson: It will be privately owned. We're going to use some...it will have to meet City standards, but we are going to use some innovative techniques and because of that, we negotiated a relationship with the developer that it will be a private street, with a public access easement over it. CONSIDER A RECOMMENDATION TO THE JOHNSON COUNTY BOARD OF ADJUSTMENT FOR APPROVAL OF A TEMPORARY CONDITIONAL USE PERMIT FOR S&G MATERIALS TO ALLOW ASPHALT AND CONCRETE RECYCLING AND STORAGE AT THEIR EXISTING SAND MINING SITE LOCATED GENERALLY WEST OF THE IOWA RIVER AND EAST OF OAK CREST HILL ROAD. (CU10- 00001) Davidson: This is an item, uh... Hayek: (both talking) let's get it on the floor again. Davidson: ...jumping the gun again! Mims: Motion. Dickens: Second. Davidson: Uh, this is a request that is occurring actually outside of Iowa City in the county, but it is within our two-mile extraterritorial area. It is not, incidentally, in, uh, the City's growth area. Just to orient you where the project is located, this map is a little bit grainy. Uh, but you can see the Iowa River along the, uh, east portion of the site. Uh, Isaac Walton League Road is here. Uh, Oak Crest Hill Road is here. Old Highway 218, and then the interchange with new Highway 218 is right here. Uh, this is Ryerson's Woods, uh, and then of course the County Fairgrounds is just to the north. Uh, the existing, uh, sand and gravel operation is...is located here. Um, it's across the river, um, and...and slightly downstream from Sand Lake Park. Uh, on the other side of the river, the former S&G quarry, uh, the applicant has a conditional use already for, uh, sand and gravel mining at this site. What they would like to do is, uh, basically amend that permit to do asphalt and concrete recycling. They have two large projects, one involving the Walmart which was demolished, and another involving a significant, uh, demolition project at the V.A. Hospital, and they currently have the demolition ruble from those two projects, uh, piled on this site. Uh, the applicant's been informed by the County that they do...that their current permit does not allow those operations to be done, and so they need to amend the permit, and that's the action that is, uh, suggested now. The...the materials are currently, uh, piled right here in parcel 1. They will actually...there's aninternal access road here and it'll actually be at this location labeled as parcel 2 where they will do the actual recycling operation. The material then, once recycled, will be sold at sub-base for...for road projects. So it's a good project in terms of, uh, keeping that material out of the Landfill. Page 17 County is requiring. I will be happy to go through those if you would like me to. They have to do with the condition of the road and that sort of thing, uh, they have indicated they will meet, uh, meet those requirements. Uh, County staff, with those requirements met, uh, County staff is recommending approval. Um...the...the, acondition placed on this as well will be that the condition is only for the two projects that they have identified with the Walmart and the V.A. Um, we're...we're perfectly willing to have them do additional projects, but they will have to come back and amend their conditional use permit. It will expire, uh, once those two projects are...are completed and it will have to be amended, uh, if they want to add additional recycling jobs, uh, to it. So again, the, uh, staff recommendation is to forward a letter to the County Board of Adjustment recommending that the conditional use... use permit be approved, subject to the expiration date that I just referred to...being tied to those two jobs, and any requirements as determined by the County Engineer. If you choose to not approve this, it requires afour-fifths majority of the Board of Adjustment to approve it. The County Board of Adjustment. Any questions? Thank you. Hayek: Further discussion? They may need three or four tracks width on this bridge, so take that into consideration, but Iowa Interstate would have a better opinion on this than I can give. Hayek: Uh, just briefly, yesterday we got some fantastic news about federal funding for, uh, passenger rail through Iowa City, uh, which we have not had for about 40 years now, and I did some background research, and the first passenger rail, uh, connection to Iowa City was New Year's Eve 1855, and uh, there was a lot of, uh, effort at the time to bring rail to Iowa City, uh, from the Quad Cities. In fact there was a contest to see who could get the...to see if the company could get the train into Iowa City on newly laid, uh, track, uh, by midnight, and the story goes that there was a 30, uh, 30-below temperatures and all sorts of terrible weather, uh, and they worked feverishly, uh, night and day, and just with a few minutes to spare, they had enough track to get the train into Iowa City, which of course at the time was the state capitol, uh, and that was 1855 and here we are a long, what, 155 (laughter) years later, trying to do the math, uh, and it may take a few more years, but this is a major step forward and...City Hall is ecstatic and I think this is a great thing for the community.
