Well, welcome, young ladies. Uh, we spoke outside. I'm Matt Hayek, the Mayor, and this is the City Council, and we're very honored to have you here, uh, tonight and as you know, I'm a...an old Shimek Shark myself and I want you to go back and tell your teachers that, uh, there was a period of time when I was at Shimek and we were downgraded to the Shimek Squirrels (laughter). They considered the Sharks to be a little too aggressive and uh, protested and they ramped us back up to the Sharks, so...that's what it's been ever since! Well, it's a real honor to have you here tonight and the way this'll work is each one of you will read your statement and then I'm going to present an award to you. So, we can go ahead and start with you! Holmes: Hi, I'm Natalie and I'm a sixth grader at Shimek Elementary. I volunteer on Safety Patrol to watch over students before and after school. In my Girl Scout troop, we donated to the Animal Shelter, gave cookies to the Free Lunch program, sang for senior citizens, and more. Past summers I had lemonade stands and donated the proceeds to the Red Cross and a flood victim. I also volunteered in an autistic summer camp that teaches social skills. My sister and I enjoy knitting hats for the Ronald McDonald House and other places in need. Every little bit helps! (applause) Webber: Hi, my name is Emma Webber and I'm in sixth grade at Shimek Elementary. I do a lot of things in my community, but here are just some ways I contribute. Every Monday I volunteer at the Children's Center for Therapy and help autistic girls. I also give my old toys to Ronald McDonald House. I do fundraiser walks like NAMI, and I do events like ring the bell for the Salvation Army every year. I'm also a patrol member at my school and I help kids stay safe. Thank you. (applause) Payne: Hello, my name is Megan. I am so grateful to be one of the students chosen for the Citizenship Award. I have been honored to participate in the University of Iowa's Dance Marathon, and the Leukemia/Lymphoma Society's Eastern Iowa's Light the Night Walk for the past three years, showing my support for cancer patients and my little sister, Sophie, who is a recent childhood cancer survivor. I have earned money to donate by helping, by having lemonade stands in my neighborhood. I want to help find a cure for cancer because it is so scary and affects so many people. This is something I do to be a good citizen. You can do it too! (applause) Hayek: The three of you have described some very important activities for young people to be involved in, and I commend you and I know the City Council does, as well. Lot of the lessons I've learned I learned at Shimek, and being involved the way you are, so this is fantastic, and I also want to thank your parents and teachers, This represents only a reasonably accurate transcription of the regular formal Iowa City City Council meeting of November 16, 2010. Page 2 some of whom are here this evening, for all that they do to support you and your classmates. So we have a Citizenship Award, it's called, and it's the same for each of you, and each of you gets one with your name on it, and I'm going to read it now. It says for her outstanding qualities of leadership within Shimek Elementary, as well as the community, and for her sense of responsibility and helpfulness to others, we recognize you as an Outstanding Student Citizen. PROCLAMATIONS. a) Veterans Remembrance Day (November 11) Hayek: I'm not going to read the Veterans Remembrance Day proclamation. That was read last week, but uh, there was a fine celebration and remembrance dinner, uh, for the Johnson County Military Affairs Association. We read the proclamation there and they were very pleased to have representation from the City. PLANNING AND ZONING MATTERS. c)CONSIDER AN ORDINANCE REZONING APPROXIMATELY 207 ACRES OF LAND LOCATED EAST OF IOWA RIVER, SOUTH OF MCCOLLISTER BOULEVARD, AND WEST OF SAND ROAD FROM COUNTY AGRICULTURAL RESIDENTIAL (AR) TO NEIGHBORHOOD PUBLIC (P-1). (REZ10-00010) (SECOND CONSIDERATION) Hayek: This is second consideration, uh, and staff has recommended (noise on mic) action. As an initial matter, are there any ex-parte disclosures? Okay. Wilburn: I move that the rule requiring that ordinances must be considered and voted on for passage at two Council meetings prior to the meeting at which it is to be finally passed be suspended, that second consideration and vote be waived, and the ordinance be voted for final passage at this time. DETERMINING THE TOWNCREST URBAN RENEWAL AREA OF THE CITY TO HAVE CONDITIONS OF SLUM AND BLIGHT AND TO BE AN ECONOMIC DEVELOPMENT AREA, AND THAT THE REHABILITATION, CONSERVATION, REDEVELOPMENT, DEVELOPMENT, OR A COMBINATION THEREOF, OF SUCH AREA IS NECESSARY IN THE INTEREST OF THE PUBLIC HEALTH, SAFETY OR WELFARE OF THE RESIDENTS OF THE CITY; DESIGNATING SUCH AREA AS APPROPRIATE FOR AN URBAN RENEWAL PROJECT; AND ADOPTING THE TOWNCREST URBAN RENEWAL PLAN THEREFORE. a) PUBLIC HEARING Hayek: Uh, there is a staff recommendation to continue this, both the public hearing and the resolution, until after review by P&Z, and specifically, uh, continue it to November 30th. CONSIDER A RESOLUTION APPROVING FUNDING FOR BARONCINI, LLC FROM IOWA CITY'S COMMUNITY DEVELOPMENT BLOCK GRANT -ECONOMIC DEVELOPMENT FUND AND AUTHORIZING THE CITY MANAGER TO ACT AS CHIEF ADMINISTRATIVE OFFICER AND SUBMIT ALL NECESSARY DOCUMENTATION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. Hayek: For the public's information, uh, this stems from a recommendation from the Economic Development Council, or Committee, uh, to recommend $35,000 in funding for this project out of our CDBG Economic Development Fund. CONSIDER A RESOLUTION AWARDING CONTRACT AND AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST A CONTRACT FOR CONSTRUCTION OF THE TERRY TRUEBLOOD RECREATION AREA PHASE 2 IMPROVEMENTS PROJECT. (DEFERRED FROM 10/26) Hayek: Uh, for the public's information, uh, the engineer's estimate on this was $1,330,500 and Parks and Rec has recommended awarding the contract, uh, to Tricon General Construction of Dubuque in the amount of $1,192,089. CONSIDER A RESOLUTION APPROVING, AUTHORIZING, AND DIRECTING THE MAYOR TO EXECUTE AND THE CITY CLERK TO ATTEST AN AGREEMENT BY AND BETWEEN THE CITY OF IOWA CITY AND HNTB CORPORATION TO PROVIDE ENGINEERING CONSULTANT SERVICES FOR THE DUBUQUE STREET ELEVATION AND PARK ROAD BRIDGE RECONSTRUCTION PROJECT. Hayek: This is a...this will be a contract with a `not to exceed' amount of, uh, $4.7-some million dollars. Funding sources include, uh, $3 million from an EDA grant, which represents about...almost two-thirds of the total cost with the remaining one-third coming from local contributions. Fosse; Mr. Mayor, if I may, I'd like to introduce Melissa Clow who's our Special Projects Administrator on this. Melissa, would you like to come to the podium? Uh, Melissa is filling one of those two special projects administrator positions that...that you approved last year to help us manage the flood mitigation projects, um, Melissa is a Civil Engineer. She's a graduate of...of, uh, Bradley University. Comes to us with thirteen years of experience in the private sector and is a LEED accredited design professional. So I thought it'd be great for you all to...to meet her, uh, she's already having interaction with...with some of the public along the project and...and she'll be our point source on working with the consultant on this project. Is there anything you need to let us know about that's great, but we're thrilled to have you as part of the team and this is a very important project and uh... Bailey: I just think that we did the right thing in...in being very narrowed and focused. I...I attended the ECICOG, thank you, Susan, for bringing that, um, up last night, uh, forum today and it seems like it will be a very, um, focused session, uh, very limited discussion, given that some of the budget considerations. Hayek: (mumbled) down on your end. Mims: Nothing (mumbled) Champion: I would just like to remind, uh, bicyclists now that it's getting, and moped drivers, now that it's getting dark early, please have lights on your, um, vehicle...is that vehicle? Wright: Good enough. Champion: Yeah, cause it's so important. It's just so hard to see people on bicycles and dark clothes on dark nights, so please put a light on your bike. There are still a lot of bikes out there without any lights or reflectors. Wright: I would second that! It's very difficult to see bicyclists at night, and I notice I'm on my bicycle with all my lights and I don't see them very well either! And I'd also just like for, uh, the record to note that the Joint Emergency Communication Center has, uh, filed its...proposed budget for the next fiscal year with the County. The Board will be discussing that, uh, at its next meeting in December. Wilburn: For those who celebrate, uh, Thanksgiving and/or who will be on the road, um, away from town, safe travels and have a good Thanksgiving! Bailey: Um, I attended along with some of my colleagues the Convention and Visitors Bureau Annual Luncheon today, and I just want to congratulate them on a job well done, and congratulate Josh Schamberger for being here for ten years. He's done a wonderful job and we're privileged to have him working in our community. I also want to congratulate the West High Girls Volleyball team, and all the all-state musicians, all-state, um, music is this weekend and I want to congratulate all the musicians from our area who are in the all-state orchestra, the all-state band, and the all-state choir. It's quite a...quite an accomplishment to be in all-state and um, I hope they have a very good weekend in Ames. Dickens: I just second Ross' everybody have a safe... safe travels for Thanksgiving and the Iowa Children's Museum Gala is this Friday night.
