CLERK TO PUBLISH NOTICE OF SAID HEARING.
Comment: The Iowa City Housing Authority is required to submit an
updated Annual Plan for 2011 under the Quality Housing and Work
Responsibility Act of 1998 ("QHWRA"). The Public Housing Reform Act
requires submission of an Annual Plan. The Annual Plan provides
details about the Housing Authority's current programs and the
residents served, as well as the Housing Authority's strategy for
addressing the housing needs currently assisted families and the larger
community. The QHWRA requires that the plans be made available to
the public for review not later than 45 days before the public hearing is
to take place.

2. CONSIDER A RESOLUTION SETTING PUBLIC HEARING FOR
FEBRUARY 1, 2011, ON A PROPOSAL TO CONVEY A SINGLE
FAMILY HOME LOCATED AT 517 SOUTH GOVERNOR STREET.
Comment: The grant for the UniverCity Neighborhood Partnership
Program allows the City to purchase twenty-five rental units located in
designated neighborhoods surrounding the University, rehabilitate them
with up to $50,000 in grant funds, and then sell them to income-eligible
buyers. Under the UniverCity Neighborhood Partnership Program, the
City proposes to sell 517 South Governor Street. The amount of the sale
will be $180,000 (this is what the City paid to purchase the home) plus
the "carrying costs," which are which are all costs incurred by the City to
acquire the home, maintain it and sell it, including abstracting and
recording fees, interest on the loan to purchase the home, mowing and
snow removal, utilities, real estate taxes, and any costs in excess of
$50,000 to repair and rehabilitate the home.

Motors, to change the sign face on the existing 50-foot freestanding sign

OF COST FOR THE CONSTRUCTION OF THE FY2011 ELEVATOR
MODERNIZATION PROJECT, ESTABLISHING AMOUNT OF BID SECURITY TO

Comment: This project involves the modification and replacement of five elevators in
three facilities. Two traction elevators at Capitol Street Ramp, two hydraulic elevators at
Dubuque Street Ramp and one hydraulic elevator at Robert A. Lee Recreation Center.
The contractor will be responsible for all associated mechanical, structural and electrical
work. The estimated construction cost is $788,200 and will be funded with Parking
Operations revenue and G.O. Bond proceeds.

Comment: This ordinance would eliminate the 100ft. separation requirement for outdoor
service areas when they are located in the CB2, CB5, and C610 zones (downtown
zones). Under the current code, the downtown zones place no residential location
requirement on sidewalk cafes but require it of outdoor service areas which are similar to
sidewalk cafes. Elimination of the 100ft. restriction for outdoor service areas provides
equal treatment for outdoor service areas and sidewalk cafes. Staff recommends

CLERK TO ATTEST AN AGREEMENT WITH NEUMANN MONSON PC

MULTIUSE PARKING FACILITY
Comment: This agreement authorizes the City to enter into a contract for design
services with Neumann Monson PC Architects of Iowa City. The contract is for Phase I
schematic design services for the Near Southside Multiuse Parking Facility on the
former Saint Patrick's School site. This includes the parking, housing, and commercial
space portions of the project. This design process will develop a concept for the
project we hope to build and provide an estimate of expense. There will be subsequent
decision-making as to whether or not we wish to proceed to the second phase which
would be preparation of construction drawings and bidding documents. The lump sum
fee is $447,800 plus reimbursable expenses not to exceed $15,000. Funding is from
Parking Operations; CIP project 3012 of the adopted FY11 Budget.

BETWEEN THE CITY OF IOWA CITY AND HOWARD R. GREEN COMPANY

SERVICES FOR LANDFILL GAS, AIR AND WATER QUALITY MONITORING AT
THE IOWA CITY SANITARY LANDFILL.
Comment: This agreement authorizes Howard R. Green Company to provide
engineering services necessary for groundwater and surface water monitoring and
annual water quality reports, operation and monitoring of the landfill gas collection
system in accordance with State and Federal regulations for calendar year 2011. The
total cost of engineering consultant services is $161,300. Funding will be provided by
landfill revenues.

ITEM 13. CONSIDER A RESOLUTION APPROVING, AUTHORIZING AND DIRECTING THE
MAYOR TO EXECUTE AND THE CITY CLERK TO ATTEST AN AGREEMENT BY
~1' 3 ~ .AND BETWEEN THE CITY OF IOWA CITY AND H.R. GREEN COMPANY TO
PROVIDE ENGINEERING CONSULTANT SERVICES FOR THE ROCKY SHORE
LIFT STATION AND FLOOD GATES PROJECT.
Comment: This agreement provides for the design and construction phase services for
stormwater pump station improvements and flood gates at the northwest corner of the
Rocky Shore Drive and Highway 6 intersection. The total base cost of the engineering
services is $588,750, with additional service contingencies of $10,000 and $64,000.
The design and construction will be funded by a CDBG Disaster Recovery
Infrastructure Contract for the Iowa Department of Economic Development.

ITEM 14. CONSIDER A RESOLUTION ADOPTING AN ASSESSMENT SCHEDULE OF
UNPAID MOWING, CLEAN-UP OF PROPERTY, SNOW REMOVAL, SIDEWALK
~ i- 3a REPAIR, AND STOP BOX REPAIR CHARGES AND DIRECTING THE CLERK TO
CERTIFY THE SAME TO THE JOHNSON COUNTY TREASURER FOR
COLLECTION IN THE SAME MANNER AS PROPERTY TAXES.
Comment: The City has the authority under Iowa Code §364.136 to assess the
nuisance abatement costs in the same manner as a property tax. This resolution
allows the City Clerk to certify to the Johnson County Treasurer the abatement cost to
be assessed against the property. This assessment is being pursued only after the City
took many steps to resolve the matter. The City notified the home owners to abate the
nuisance (for example, to remove snow from the sidewalk) and after the home owner
did not take action to abate the nuisance, the City abated the nuisance and billed the
owner. After being billed at least twice, these owners still have not paid the abatement
costs. The City has sent a letter to the home owner giving them notice that this
resolution would be on the agenda, a copy of which is attached to the resolution. No
interest will be charged if the owner pays within 30 days of the first required
publication. Attached as an exhibit to the resolution is a list of the properties that will
be assessed and the amount that will be assessed.
