Wagner: Thank you for honoring our profession with this, um, proclamation and remember
us whenever a nurse is getting you ready for anesth...for operation, waking you
up from anesthesia, sending you home after an outpatient procedure. Thank you.

Wilburn: Actually I think we do want to see them! (laughter)

Hayek: Item 6 is Planning and Zoning matters, uh, the first two items, 6.a and 6.b
I'm...I'm going to recuse myself from, uh, a lawyer in my law firm has done
some legal work related to these items, and so I need to not participate. Uh,
Mayor Pro Tem Wilburn will handle these matters.
Wilburn: Uh, twenty seconds here, folks...(reads item).

ITEM 7. AUTHORIZING CONVEYANCE OF A SINGLE FAMILY HOME
LOCATED AT 517 SOUTH GOVERNOR STREET.
a) PUBLIC HEARING
Hayek: Uh, this has to do with the University Neighborhood Partnership program, uh, and
the conveyance of a property acquired through that program. Uh, this is a public
hearing, and I will open it at this time. (bangs gavel) Close the public hearing.

b) CONSIDER A RESOLUTION
Wright: Move adoption.
Mims: Second.
Dickens: Second.
Hayek: Moved by Wright, seconded by Mims. Discussion? Roll call, please.
Dilkes: I just wanted to, um...note that we have carrying costs of about $4,000 in excess
of the $5,000 that's stated in the comment, due to a furnace needing to be
replaced, and that decision was made by the buyer to replace that rather than
repair it, which added to the cost above the $50,000.
Hayek: Item passes 7-0.
Wright: That's great (several talking)

ITEM 9. ANNOUNCEMENT OF VACANCIES.
I) JCCOG Community Climate Action Taskforce
Hayek: Anew announcement is a vacancy on the JCCOG, now known as the
Metropolitan Planning Organization. Community Climate Action Taskforce, this
was formerly known as the Cool Cities Taskforce. We need someone, uh, who is
at-large or from the public to fill a vacancy on that, uh, takforce. Applications
must be received by 5:00 P.M. Wednesday, March 16tH

ITEM 11. CITY COUNCIL INFORMATION.
Hayek: Why don't we start with Council Member Mims.
Mims: Uh, just for any of those people who are watching at home tonight, reminding
everybody that we do have a snow emergency in effect for the city, and if they're
not familiar with the rules, go to icgov.org and make sure they know what they're
doing so they don't get towed!
Champion: I love the storm. That's all I want to say! (laughter)
Hayek: Mr. Wright?
Wright: I love the storm too, although it does make walking a bit of a challenge, so I hope
when, uh, it all subsides that everybody's right out there with their snow blowers
and their shovels.
Hayek: Mr. Wilburn?
Wilburn: Nothing, Mayor.
Hayek: Regenia?
Bailey: Nothing.
Dickens: Nothing.
Hayek: Uh, just a couple of things, uh, initially....isthere interest among Council in
making a....uh, as a work session topic, um, downtown planning, whether it's,
um, multi-use, uh, ideas for, uh, the use of downtown space or, uh, looking at
what things we might do, whether it's with code or other, uh, ordinances to, uh,
promote and encourage, uh, investment in downtown structures, um...it's kind of
an omnivous topic, but (several talking) Okay. Wonderful. Let's do that, the
second is to, uh, reiterate, uh...Council Member Wright's admonition to make
sure your sidewalks are...are plowed. That also includes downtown businesses,
and it's very important to maintain those sidewalks out to the curb, including the
bike racks, because believe it or not, uh...
Wright: There are some of us nutty enough to ride all year round.
Bailey: Saw one today! For sure!
Hayek: So...and I also...I just want to compliment the City Council and the staff for
braving the storm and being here in full force...with no casualties, at least on the
in-bound trip! (laughter)

showing up this evening!
Champion: I did call the City earlier to see if we shut down! (laughter)
