APPLICATION FOR IOWA CITY TRANSIT.
Comment: The Metropolitan Planning Organization of Johnson County will
be filing a consolidated transit funding application on behalf of Iowa City
Transit with the Iowa Department of Transportation. In accordance with
statutory requirements, this motion will set the public hearing for the April
19, 2011 City Council meeting. A notice will be published announcing the
date of the hearing.

5, 2011 ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND
ESTIMATE OF COST FOR THE CONSTRUCTION OF THE 2011 WALES
STREET WATER MAIN IMPROVEMENTS PROJECT, DIRECTING CITY
CLERK TO PUBLISH NOTICE OF SAID HEARING, AND DIRECTING
THE CITY ENGINEER TO PLACE SAID PLANS ON FILE FOR PUBLIC
INSPECTION.
Comment: This project will include installing PVC and DIP water main along
Wales Street from Court Street to Friendship Street. The project also
includes installation of fire hydrants, connection of existing water services,
removal and replacement of pavement, and other associated
improvements. The estimated construction cost is $105,000 and will be
funded with Water revenues.

3. CONSIDER A RESOLUTION SETTING A PUBLIC HEARING ON APRIL
5, 2011 ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND
ESTIMATE OF COST FOR THE CONSTRUCTION OF THE IOWA CITY
WWTP BLOWER REPLACEMENT PROJECT, DIRECTING CITY CLERK
TO PUBLISH NOTICE OF SAID HEARING, AND DIRECTING THE CITY
ENGINEER TO PLACE SAID PLANS ON FILE FOR PUBLIC
INSPECTION.
Comment: This project will replace the existing WWTP blower with a
more energy efficient unit for the aeration basin. The anticipated cost
savings is estimated at $60,000 per year. The estimated construction cost
is $375,000 and will be funded with a $249,000 Energy Efficiency &
Conservation Block Grant and the remaining from Waste Water Revenues.

Comment: The owner of the property located at 1222 Shannon Drive
received assistance through the City of Iowa City's Housing Rehabilitation
Program. The loan has been paid off; thus the lien needs to be released.

Comment: University of Iowa Community Credit Union has requested that
the City approve a Subordination Agreement for property at 517 S Governor
Street. In 2011, the owner of the property received a Mortgage from the
City of Iowa City. The property has enough equity to cover the City's lien
position.

Comment: At its March 3 meeting, by a vote of 7-0, the Planning and Zoning
Commission recommended approval. Approval will establish a set of planning
principles, goals and objectives, and plan maps for future public investment and
private development and re-development with the Southeast District.

Comment: At its March 3, 2011 meeting, by a vote of 7-0, the Planning and
Zoning Commission recommended approval. Staff recommended approval in a
report dated March 3, 2011. Approval will allow the development of EPS First
Addition, a 1-lot, .78-acre commercial subdivision located at 2615 Northgate
Drive.

ITEM 6. TO ADOPT THE IOWA CITY HOUSING AUTHORITY'S ANNUAL PLAN FOR
FISCAL YEAR 2011.
Comment: The Iowa City Housing Authority is required to submit an updated
Annual Plan for 2011 under the Quality Housing and Work Responsibility Act of 1998
("QHWRA"). The Public Housing Reform Act requires submission of an Annual Plan.
The Annual Plan provides details about the Housing Authority's current programs and
the residents served, as well as the Housing Authority's strategy for addressing the
housing needs currently assisted families and the larger community (See Attached
Staff Memo).

.15FTE AND INCREASING THE WEB DEVELOPER POSITION BY .15FTE.
Comment: Due to a retirement and reorganization of some job duties the Library
desires to reclassify .15FTE (six hours) Librarian II to .15FTE Library Web Specialist.
Librarian II is AFSCME paygrade 13 and Library Web Specialist is paygrade 11. The
Library has requested additional hours during the budget process to make the web
position full time for three years, but funding has not been available. This change
moves the library web specialist from .75 to .90 FTE.

DEPARTMENT OF ANTHROPOLOGY TO PERMIT EXCAVATIONS IN HICKORY
HILL PARK.
Comment: The University of Iowa Department of Anthropology wishes to excavate a
prehistoric Indian site discovered during the 1960's in North Hickory Hill Park. Passage
of this resolution would allow the mayor to sign this contract to allow the University to
conduct excavations in this city owned park.

LISTING AGREEMENT WITH BLANK 8~ MCCUNE, THE REAL ESTATE COMPANY

Comment: As part of the Affordable Dream Home Program (ADHOP), the City
constructed five, two-unit condominiums on Longfellow Court and Longfellow Place for
sale to eligible buyers. Although the City has sold eight units without a broker, two units
remain vacant. Staff has negotiated asix-month listing agreement with Blank &
McCune, The Real Estate Company, to sell the last two units.

SERVICES FOR THE CITY OF IOWA CITY SPACE NEEDS PLANNING AND
MASTERPLAN PROJECT.
Comment: This agreement between the City of Iowa City and RDG IA Inc. is a
contract of services to perform a comprehensive space needs study and to develop a
master plan for the municipal facilities of the City. The goal of this report is to develop
a cohesive vision for the future of the City's municipal facilities. The negotiated price
for $103,842.

main construction permits to be expedited through the Iowa Department of Natural
Resources approval process. The Iowa Department of Natural Resources approval
process requires the construction specification be adopted by the City Council.
