It is pretty amazing how much energy it takes to mine bauxite and get it into metal form-I always walk through the process with tour groups we have at the landfill to encourage them to recycle aluminum. Iowa City residents can recycle aluminum in a number of ways. If the containers have a deposit from the Iowa Bottle Bill, they can be redeemed or donated at a number of locations across town. Most area Hy-Nees have areverse-vending area where you can feed the cans into a machine and get a receipt for the correct amount returned; you can take it inside the store to cash it out. Fareway and the New Pioneer Co-op take cans as well through their customer service areas. The Can Shed is a redemption center located on Highway 6 just off Boyrum Street; here you can take in larger quantities of cans/bottles; the staff there counts the items for you and hands you the cash. You can also donate the cans for recycling at the City Carton on Benton Drive or the Habitat for Humanity on Scott Blvd. 2. You can recycle aluminum cans curbside with other containers. The attached curbside recycling flyer has aluminum pie tins and foil listed as not acceptable at the curb-the issue is that pie tins and foil are often food- contaminated so we err on the side of caution here and leave them out. The City offers five drop-off sites around the community and City Carton has another. Not all sites take everything, so check out the details here: www.ic~ov.or~/recycle. The sites that take aluminum (with other mixed metals) include the Iowa City Landfill, North Dodge Hy-Nee, East Side Recycling Center (temporarily located at the Commerce Drive Fareway) and City Carton Recycling. The City researched and considered "single stream" recycling using one container in the past eighteen months. In this system, the City would have to pay a recycler such as City Carton to sort the materials into different commodity streams (i.e., paper, cardboard, plastic, etc.) before it could be sold for recycling. The cost for Iowa City would have been an additional $100,000 per year to move to this system. Additionally, I'm not convinced that single stream is the best way to go. I realize this is the trend across the country, but the numbers I've seen from the programs is that the amount of materials that end up at the landfill after the sorting is higher because of contamination. For instance, a city might see a 25% increase in recycling volumes because it's easier for the public to use, but because it's difficult to separate everything back out, there might be 30% left at the end that can't be sorted and ends up at the local landfill. Until recently, we required residents to sort into 6 different streams. Over the past few years, staff has heard from the public that Iowa City's "source separated" system was too time-consuming and difficult. Beginning early in April this year, we now ask residents to sort into just 2 streams-fiber and containers. Please see the attached flyer for details on the new program. There is greater demand for recycled plastic than the amount produced. Energy Cost Savings Aluminum recycling saves 95 percent of the energy that is needed to produce aluminum from ore, so it is considerably less expensive to recycle it, according to The Aluminum Association. Plastics recycling saves up to 90 percent of the energy that is needed to produce new plastic, according to the EPA. Processing Costs There are many different types of plastics, and they must be separated before they are recycled, which is difficult and involves high costs, according to the EPA. The price of manually sorting plastics can make it cost prohibitive. Aluminum cans, which make up the largest amount of recycled aluminum, do not require processing and can be recycled whole. Amount Recycled • Many types of plastics are not easy to recycle because it is difficult to form a new product from them. Recycled plastics represented only about 7 percent of plastics disposed of in 2008, and recycled aluminum represented about 21 percent of aluminum disposed of in 2008. Dear City Council, I am a graduate student in the department of Anthropology at the University and I've been researching local food systems since 2008 here in Iowa. I am writing to you because I am very troubled by the comments made by Council Member Connie Champion reported in the Press-Citizen this morning (May 3). We all have seen the enormous growth in local food purchasing over the past years and the growth in farmers markets nationwide is part of that exciting trend. National research shows clearly that the most successful and vibrant markets are those that take into account the views of all stakeholders-including market customers, producers and the governing body. By and large, "top down" directed markets are less successful than markets that encourage dialogue between all interested parties. Unfortunately, the comments made by Ms Champion do not encourage the spirit of dialogue and open conversation. Instead, the statement indicated that the City Council may not be willing to listen to vendors' concerns. It is dangerous to assume that "where the city puts the farmers market is where the vendors are going to go." I can tell you from my many interviews with local producers over the past years, that they have a variety of marketing options well beyond the farmers market. Shutting them out of the conversation, regardless of the final decision about location, is not beneficial to the market and is not in the City's best interest. I have included a map detailing the area to try to illustrate our problem. Our normal existing traffic pattern before the building of shelter house was a supply semi that delivers to HACAP and they use Waterfront to access the entrance to their loading area. Traffic to Friendly Farms for their SCA food co-op to pick up their food. At Hilltop 300 residents going in and out. Hilltop has aprox. 80 children. A percentage of them walk from the entrance of Hilltop to the bus stop to get on the school bus as well as walk back home again after school. There are deliveries of Mobile homes that are 16 ft. wide being pulled by a semi cab. Since the addition of the Shelter house they have a semi delivering supplies once or twice a week and they park and unload on Waterfront Dr. There are cars that were parking on the west side of waterfront and east side of waterfront until no parking signs went upon the west side. Now there is parking on the east side and often 5 cars there. When I go to work early in the morning on average I can see people sleeping in 2/3rds of them. Along the same parkway that the children follow to and from to go to school drug paraphernalia and needles have been found. We have retained these incase you wish to see them. With warmer weather there have become social gatherings on the street at the parked cars often with their doors open and not yielding to vehicle traffic. On top of this children will run between the parked cars on their way from the bus stop to hilltop and the shelter after school. I have been told that the street does not carry enough traffic to warrant no parking on both sides. I think if you compare the residency at Hilltop, the parents picking up and dropping off at HACAP as well as their employees, and the participants of the SCA at Friendly Farm I think we more than warrant the traffic. The managers of Hilltop have enquired about the parking on the street and people sleeping in their vehicles to people at the shelter. We were told they were not allowed to stay at the shelter so it was not their issue. According to parking ordinances sleeping in vehicles is only an issue if the car remains unmoved for longer than 48 hours. The managers have asked the police to run a few license plates of those on the street when they have exceeded the 48 hours and the police have told us not to assume they are harmless. What will it take for you to add no parking to both sides? Washington Street Iowa City, IA 52240 Dear Members of the Council, I'm writing to suggest that The City of Iowa City offer Sunday bus service for the weekends of the Iowa Arts Festival and the Iowa City Jazz Festival. The city has FREE bus service on Saturday for those two weekends, but NO bus service for the events on Sundays. As one of a handful of individuals who collected signatures to petition for regular Sunday bus service two years ago, I know there are hundreds of individuals, including many families and children, who do not have private transportation that would let them attend the festivities offered on June 5~' and July 3`~. A twenty or thirty-dollar cab fare may not be steep for amiddle-class family, but it can be adeal-breaker for aloes-income family. It only makes sense to offer transportation for families and children who cannot otherwise attend, especially on June 5~', Children's Day of the Iowa Arts Festival. We failed in our attempt to have Sunday bus service implemented, but in a spirit of fairness and inclusion, I hope that The City will agree to offer Sunday bus service for just these two weekends offamily-oriented cultural and entertainment events. Surely "cost" cannot be the reason to exclude so many members of our community. If the service is FREE for the events on Saturday, it can't be too much of a stretch to offer it for just two more days, -for the Sunday events. If necessary, charge regular fares! This would still make transportation available and attendance possible for, families who are otherwise unable to participate, and therefore, excluded. Thank you very much for your consideration.
