MEMORANDUM
DATE: May 5, 2011
TO: Tom Markus, City Manager
FROM: Ron Knoche, City Engineer
RE: Butler Bridge Pedestrian Trail — May 17, June 7 and July 5
Introduction: The Butler Bridge Pedestrian Trail project is intended to connect the Iowa
River Corridor Trail between Quarry Road and Waterworks Park. This project will
provide users with a dedicated wide sidewalk along Dubuque Street and across the Iowa
River. This project is scheduled for a June 21, 2011, Iowa Department of Transportation
(IDOT) bid letting.
History/Background: This project received federal funding in the form of Surface
Transportation Program (STP) funding. A funding agreement with the Iowa Department
of Transportation was entered into at the February 15'h council meeting, which dedicates
$440,000 in STP funds for this project. The local share of this project will be funded with
00 money. In addition, a maintenance and funding agreement with Johnson County
was entered into at the April 5"' council meeting. This agreement specified funding from
Johnson County for some bridge maintenance work included in this project, and all
defined responsibilities with regards to future maintenance on the new structure being
added to the existing county structure.
Discussion of Solution: The expansion of the bridge for this project has been designed
in a manner so that there is no new structural work being constructed within the Iowa
River. In addition, two lanes of traffic should remain open the majority of time throughout
construction. Property acquisition was needed with the River Products parcel and has
been completed.
Recommendation: Staff recommends proceeding to bids with the plans and
specifications as developed by Shoemaker & Haaland Professional Engineers. With this
recommendation, the schedule for this project would be as follows:
May 17 — Set public hearing
June 7 — Hold public hearing
July 5 — Award project to contractor
Late 2011 - Construction
