CONSIDER A MOTION SETTING A PUBLIC HEARING FOR AUGUST 2, 2011 REGARDING AN AMENDMENT TO IOWA CITY'S FY11 ANNUAL ACTION PLAN, THAT IS A SUB -PART OF IOWA CITY'S 2011 -2015 CONSOLIDATED PLAN (a.k.a. CITY STEPS). Comment: A public hearing regarding an amendment to the FY11 Annual Action Plan to use $900,000 of CDBG program income to fund an affordable rental rehabilitation project at 1956, 1958 and 1960 Broadway Street is being set for August 2, 2011. A 30 -day public comment period started on July 2, 2011. 2. CONSIDER A MOTION SETTING A PUBLIC HEARING FOR JULY 12, 2011, ON ORDINANCES AMENDING CITY CODE 1 -5 -1 AND 1 -9 -3 OF THE CODE OF ORDINANCES OF IOWA CITY ESTABLISHING THE BOUNDARIES OF THE PRECINCTS AND THE CITY COUNCIL DISTRICTS IN IOWA CITY. Comment: The new voting precincts and City Council district boundaries reflecting population changes of the 2010 Census have been drawn up and have been reviewed by the Johnson County Commissioner of Elections. A map with the proposed boundaries and a memorandum will be included in the July 12 Council packet. New precinct boundaries become effective in January 2012. CONSIDER A RESOLUTION SETTING PUBLIC HEARING FOR JULY 12, 2011, ON A PROPOSAL TO CONVEY A SINGLE FAMILY HOME LOCATED AT 826 DAVENPORT STREET. Comment: The grant for the UniverCity Neighborhood Partnership Program allows the City to purchase twenty -five rental units located in designated neighborhoods surrounding the University, rehabilitate them with up to $50,000 in grant funds, and then sell them to income - eligible buyers. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 826 Davenport Street. The amount of the sale will be $136,000 (this is what the City paid to purchase the home) plus the "carrying costs," which are all costs incurred by the City to acquire the home, maintain it and sell it, including abstracting and recording fees, interest on the loan to purchase the home, mowing and snow removal, utilities, real estate taxes, and any costs in excess of $50,000 to repair and rehabilitate the home. e) Resolutions. 1. CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST TO A SUBORDINATION AGREEMENT BETWEEN THE CITY OF IOWA CITY AND MIDWESTONE BANK, IOWA CITY, IOWA FOR PROPERTY LOCATED AT 408 FAIRCHILD STREET, IOWA CITY, IOWA. Comment: The owners of the property located at 408 Fairchild Street received assistance through the UniverCity Affordable Home Ownership Program on June 10, 2011. The subordination will replace the City's current first position, and thus place it in second position and inferior to the owner's primary lender. 2. CONSIDER A RESOLUTION AUTHORIZING APPLICATIONS FOR FUNDING ASSISTANCE FROM THE IOWA DEPARTMENT OF TRANSPORTATION (IDOT) FOR DEVELOPMENT OF A RECREATION TRAIL AND BRIDGE ACROSS THE IOWA RIVER FROM ROCKY SHORE DRIVE TO PENINSULA PARK Comment: This resolution will enable City staff to apply for grants totaling up to $1,600,000 from three Iowa Department of Transportation funding sources, namely the "State Recreation Trails Program ", "Federal Recreation Trails Program" and the "Statewide Transportation Enhancement Program ". If awarded funds from either program, such funds will be used to develop a 10 -foot trail and bridge across the Iowa River from Rocky Shore Drive to Peninsula Park. CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST APPROVAL OF MEDIACOM COMMUNICATIONS CORPORATION'S 2011 UPDATING OF RATES FOR BASIC CABLE SERVICES Comment: This resolution will approve the Maximum Permitted Rates to be charged in Iowa City by Mediacom for basic cable television service, equipment rentals, and installations as determined by the standard FCC forms 1240 and 1205 for the period of August 1, 2011 through July 31, 2012. Rates are reviewed annually using a process dictated by FCC regulation. For this period, the maximum permitted rate, i.e. what can be charged, was calculated to be $15.9414, an increase from $14.2168 calculated for last year and due primarily to rising cost for retransmission of broadcast channels. Mediacom established an operator selected rate, what the customer will actually pay for basic cable service, at $14.04. July 5, 2011 City of Iowa City Page 5 6. CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AN IOWA DEPARTMENT OF TRANSPORTATION AGREEMENT FOR MAINTENANCE AND REPAIR OF PRIMARY ROADS IN MUNICIPALITIES. Comment: This agreement outline the responsibilities for maintenance and repair of the primary roads within the corporate limits of the City during the period of July 1, 2011 through July 1, 2016. aa� 7. CONSIDER A RESOLUTION CHANGING TIME AND DATE FOR THE RECEIPT OF BIDS FOR THE NORTH MARKET SQUARE PARK IMPROVEMENT PROJECT AND DIRECTING CITY CLERK TO PUBLISH THE REVISED NOTICE TO BIDDERS. Comment: Due to an addendum to the North Market Square Park Improvement Project plans, it is necessary to change the date and time for the receipt of bids on the project. This project was approved by Council on June 21, 2011 by Resolution 11 -231. f) Motions. Comment: At its June 2 meeting, by a vote of 4 -1 (Plahutnik voting no, Koppes and Dyer absent), the Planning and Zoning Commission recommended approval of these amendments to the Zoning Code. Staff recommended approval in a memo dated June 2, 2011. (SECOND CONSIDERATION) Comment: At its May 19 meeting, by a vote of 4 -1 (Eastham voting no), the Planning and Zoning Commission recommended approval of these amendments to allow for Football Game Day Commercial Vending ". Staff recommended approval in a report dated May 5. No increase in the temporary permit fee is being recommended. The current $75 permit fee would be for the entire football home game season. This season staff will keep track of enforcement expenses and if necessary recommend any fee adjustment for next season. Staff requests expedited action. Comment: This ordinance amendment addresses Council's goal of ensuring pedestrian safety and providing bicycle parking by prohibiting mopeds from parking on downtown sidewalks and bike racks without discouraging the use of other fuel efficient modes of transportation by creating moped and motorcycle permit parking areas throughout downtown Iowa City. a. CONSIDER A RESOLUTION AMENDING THE BUDGETED POSITIONS AT THE IOWA CITY PUBLIC LIBRARY AND THE TITLES IN THE AFSCME d,L PAYPLAN BY DELETING A LIBRARY ASSISTANT II, ADDING HOURS TO -- THE LIBRARY WEB SPECIALIST AND CREATING A LIBRARY PUBLIC RELATIONS SPECIALIST. B, 'D S 7/�, Comment: Due to a thirty hour permanent employee vacancy the Library is proposing staffing changes to make the web specialist job full time (with the addition of four hours) - a long standing priority - and to create a public relations specialist part -time (26 hour) position. The change reflects the need to offer a website as a primary information resource to citizens and to insure that the community is well informed regarding library services and programs through a variety of media, online and printed materials. The budget impact in FY12 is estimated to be $2,480 and will be funded from the Library's temporary employee budget. Action: July 5, 2011 City of Iowa City Page 9 ITEM 10. CONSIDER A RESOLUTION APPROVING, AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AND THE CITY CLERK TO ATTEST AN AND BETWEEN THE CITY OF IOWA CITY AND HDR ENGINEERING, INC. RY TO PROVIDE CONSULTANT SERVICES FOR THE DOWNTOWN AND RIVERFRONT CROSSINGS ELEMENTS OF THE COMPREHENSIVE PLAN. Comment: This agreement authorizes HDR Engineering Inc. to provide urban design and consulting services for an update to the Comprehensive Plan that will address improvements to the Downtown and redevelopment of the Riverfront Crossings District. The project will also include the drafting of a form based zoning code to implement the Riverfront Crossings Plan. The total cost of design and consulting services is $164,440. This project will be funded by a $50,000 CDBG Smart Planning Grant, $57,000 budgeted for planning consultant services and $57,440 budgeted for Riverfront Crossings Capital Improvements. Action: ITEM 11. CONSIDER A RESOLUTION GRANTING THE CITY MANAGER ADMINISTRATIVE AUTHORITY TO MAKE TOWNCREST URBAN RENEWAL GRANTS FOR THE TOWNCREST FACADE RENOVATION PROGRAM AND THE PREDEVELOPMENT DESIGN ASSISTANCE PROGRAM Comment: At their meeting on June 21, 2011, the City Council Economic Development Committee voted 3 -0 to forward a recommendation to City Council granting the City Manager authority for approving projects eligible for the fagade improvement and pre - development design costs for Towncrest redevelopment projects. Stipulations for the use of the funds require that eligibility requirements be met, projects must enhance the Towncrest area and generally follow the Towncrest Urban Renewal Design guide, and that any use of the funds will be reported at the proceeding meeting of the City Council Economic Development Committee following any disbursement. The funds have been budgeted by City Council. Draft minutes of the June 21 Economic Development Committee is included in Council packet. Action: July 5, 2011 ITEM 12 0 - d351- City 3 a- City of Iowa City Page 10 CONSIDER A RESOLUTION AWARDING CONTRACT AND AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST A CONTRACT FOR CONSTRUCTION OF THE FY 2012 ASPHALT RESURFACING PROJECT. Comment: Bids for this project were opened on Friday, June 24, 2011 and the following bid was received: LL Pelling Co. North Liberty, IA $ 717,737.10 Engineer's Estimate $ 779,000.00 Public Works and Engineering recommended award of the contract to LL Pelling Company of North Liberty, Iowa. The project will be funded with Iowa DOT 3R funds, Road Use tax proceeds, Wastewater revenues, and General Obligation bond proceeds. Action: ITEM 13. CONSIDER A RESOLUTION APPROVING, AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AND THE CITY CLERK TO ATTEST AN AGREEMENT BY AND BETWEEN THE CITY OF IOWA CITY AND HDR INC. CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST A GRANT AGREEMENT WITH JOHNSON COUNTY FOR FUNDS TO SUPPORT THE IOWA CITY /JOHNSON COUNTY SENIOR CENTER. �Ps Comment: This resolution approves a one -year grant agreement for $70,000 from Johnson County to assist with the operating expenses of the Center. The County has provided $75,000 in annual assistance in recent years but this is the first year the County is distributing the funds pursuant to a grant agreement. The funds will be used to support operations, such as community outreach programming, Senior Center Television, and the senior nutrition and home delivered meal program serving older adults throughout the county. The grant agreement is attached to the resolution.
